II. STAFF ANALYSIS
In 2004, Bank of America constructed the existing one-story bank facility. However, Bank of
America is in the process of potentially selling the subject property. The applicant (MCM
Acquisitions, LLC) is proposing to divide the existing 6,000-square-foot bank building at 150
Tequesta Drive into a two (2) tenant building. The proposed building would include a 3,500-
square-foot medical office and a 2,500-square-foot quick -service restaurant (QSR).
In May 2023, the Village Council adopted Ordinance 06-23, mandating that new development
and major redevelopment projects located on Beach Road, US Highway 1, Tequesta Drive, Old
Dixie Highway, Cypress Drive, and Bridge Road must apply for a conceptual presentation.
Per the Village Code Sec. 78-332, conceptual presentations are not quasi-judicial proceedings,
and no action shall be taken by the Village Council beyond a discussion with the applicant.
Previously, conceptual presentations appeared before the Village Council without any prior
reviews. Per Village Code Sec. 78-332, Staff is now required to conduct a preliminary review for
compliance with certain code requirements such as height, number of stories, density, open
space, and lot coverage.

III. FINAL REMARKS
Per the Village Code Sec. 78-332, conceptual presentations are not quasi-judicial proceedings,
and no action shall be taken by the Village Council beyond a discussion with the applicant.
After the subject conceptual presentation, the applicant decides if they would like to initiate
the review process by submitting complete Special Exception Use and Site Plan Review
applications.
