Regular Council STAFF MEMO Meeting: Regular Council - Jul 13 2023 Staff Contact: Jeremy Allen, Village Manager Department: Manager Consider Approval Of Initiating The Process to Hire Full-time Staff To Serve As The Community Development Department. .- Staff is recommending initiating the process to hire full-time personnel to staff the Community Development Department. Council will be approving staff to post the position and hire personnel to serve the Village. With approval Council will be authorizing the related salary, benefits, and cost associated with the staff for the remainder of the FY22-23 (August - September) which will subsequently be followed by a budget amendment for the FY 22-23. The Village of Tequesta has contracted the services of NZ Consultants since 2011. Recently Chen Moore and Associates (CMA) was assigned the contract to the Village to provide Consulting services for Community Development operations for the Village of Tequesta. The agreement with CMA ends as of September 30th, 2023. Staff will not be pursuing the renewal of the agreement with CMA. Staff is recommending beginning the process of hiring full-time staff to serve the Community Development Department to promote an efficient transition from CMA to full-time staff. Staff has included the Job Description, Pay Grade, and Salary Range for the Director of Community Development position based on the position in similar municipalities and the level of responsibilities in the Village of Tequesta. The positions have been included in the recommended budgeted in the FY 23-24. VILLAGE OF TEQUESTA JOB DESCRIPTION POSITION TITLE: Community Development Director DEPARTMENT: Community Development EMPLOYMENT STATUS: Full -Time EMERGENCY DESIGNATION: Emergency Support GRADE: 9 ROLE/LEVEL: 14 CODE: SALARY RANGE: $99,527 - $149,291 POSITION SUMMARY DATE LAST UPDATED: 5/16/2023 UNION STATUS: Non -Union FLSA STATUS: Exempt WC CODE: 8810 The Community Development Director is responsible for leading and overseeing community development initiatives and programs within the Village of Tequesta. This role involves collaborating with various stakeholders, including government agencies, community organizations, and residents, to implement strategies that promote the economic, social, and environmental well-being of the community. This position directs the operations and activities of the Community Development department including zoning and development review, planning and urban development, while ensuring compliance with applicable ordinances and regulations. REPORTING RELATIONSHIPS Position Reports to: Village Manager Positions Supervised: Planner DUTIES AND RESPONSIBILITIES • Oversees the Community Development department, supervises, directs and evaluates assigned personnel, determines work procedures and workflow, prepares work schedules and standardizes procedures to improve efficiency and effectiveness of operations. • Attends Village Council, Planning & Zoning Advisory Board, Local Planning Agency and other required meetings, making presentations and providing input; represents the Village at meetings with the county, the school district, and other municipalities; attends public meetings; meets with elected/appointed officials, developers, consultants, and the public. • Monitors Village -coordinated review of applications through the Village's Development Review Committee; reviews development applications, and site plans and evaluates impact of proposed developments. • Strategic Planning: Develop and implement a comprehensive community development strategy that aligns with the goals and vision of the organization or municipality. This includes identifying community needs, analyzing data, and formulating strategies to address those needs effectively. • Stakeholder Engagement: Foster strong relationships and partnerships with key stakeholders, such as local government officials, community leaders, businesses, Page 532 of 537 Agenda Item #21. Collaborate with these stakeholders to gain support for community development initiatives and encourage active participation. • Project Management: Oversee the planning, implementation, and evaluation of community development projects and programs. This involves coordinating with various departments, securing funding, managing budgets, and ensuring projects are completed within established timelines and meet the desired objectives. • Economic Development: Promote economic growth and vitality within the community by attracting businesses, encouraging entrepreneurship, and supporting job creation initiatives. Identify and pursue opportunities for business expansion, retention, and recruitment. • Housing and Infrastructure: Develop strategies and initiatives to infrastructure improvements, and land use planning. Collaborate with relevant agencies and stakeholders to ensure the availability of quality housing options and the development of sustainable infrastructure. • Community Engagement: Facilitate community engagement processes to gather input, feedback, and ideas from residents and stakeholders. Organize public meetings, workshops, and forums to promote dialogue and ensure community members have a voice in decision -making processes. • Grant Writing and Fundraising: Identify and secure funding opportunities through grants, partnerships, sponsorships, and other sources. Prepare grant proposals and applications, demonstrating the potential impact and benefits of community development projects. • Policy Development and Implementation: Stay informed about relevant legislation, policies, and regulations impacting community development. Recommend policy changes and work with local authorities to develop and implement policies that support community goals and priorities. • Data Analysis and Reporting: Collect and analyze data related to community development initiatives. Prepare reports, presentations, and updates to inform stakeholders about project progress, outcomes, and impact. Use data -driven insights to make informed decisions and adjust strategies as needed. • Administers contracts with consultants or contracted service providers; monitors their activities; reviews and approves requests for payment. • Oversees maintenance of all records pertinent to urban planning and development programs and projects including a data base for planning and community development purposes. • Monitors intergovernmental decisions and legislation affecting operations, takes appropriate action and keeps abreast of municipal planning trends and developments. ADDITIONAL DUTIES • Performs general/clerical tasks, which may include answering telephone calls, assisting customers, typing and copying documents, and sending/receiving faxes, filing or processing incoming/outgoing mail. • Performs other duties and assume other responsibilities as required. VILLAGE OF TEQUESTA JOB DESCRIPTION QUALIFICATION AND EXPERIENCE Education and Experience • Bachelor's degree (major course work in in engineering, architecture, building construction, public administration or planning preferred). • Five (5) years' experience and training which includes progressively responsible work in planning and zoning, development, site plan review, local/state land use, urban, landscape and architectural designs and budget administration, in addition to exposure to general principles of building construction and construction trades. • Any equivalent combination of education, qualification and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for minimum qualifications. Licensing and Certification • AICP certification (or commitment to obtaining within 18 months of employment in this position) • Must possess and maintain a valid Florida driver's license. Necessary Knowledge Skills and Abilities • Thorough knowledge of relevant Village policies, ordinances and State Statutes • Demonstrated experience in modifying existing policies to meet unique or unusual conditions. • Demonstrated experience in budget preparation and management. • Demonstrated experience in data collection, analysis and report writing; strong project management skills. • Capable of thinking strategically and designing multiple ways to accomplish goals; a solutions provider with analytical troubleshooting and decision -making skills. • Well -honed conflict resolution skills and demonstrated strength in building relationships built on trust and integrity. • Excellent oral and written communication skills; skilled in public speaking • Technical competence with Microsoft software suite of products WORK ENVIRONMENT • Works in an indoor/office environment with regular need to work in outside weather conditions • Occasional need to lift, carry, push and/or pull objects weighing up to 25 pounds The job description does not constitute an employment agreement between the employer and employee and is subject to change by the employer as the needs of the employer and the requirements of the job change.
