SUBJECT: Tequesta Facilities Needs Assessment
Over the last few months, we have been analyzing our facilities
needs in light of the following:
1) Permanent living quarters need to be provided for the Fire-
Rescue Department.
2 ) There is no additional space within the Village Hall Complex
for personnel or storage. Insufficient space for personnel
and their functions exists. There is no additional storage
space available, storage bays are rented off site and records
retention needs to be upgraded to comply with F. S. 119 . 031 .
3) Village Hall does not meet the applicable Fire Code. Cost
estimate to comply with current Fire Code requirements is
$44, 818 .
4) Some citizens and Village Councilmembers have suggested
consideration of relocation of Village facilities to the Town
Center area for obvious benefits. -
The Needs Assessment reveals a need for a total of 47, 635 square
feet of space for Tequesta governmental operations . This compares
to a current square footage of 9,658. The total estimated cost for
these facilities is $5,702,526. Bear in mind that a good
percentage of this requirement is the responsibility of the Water
Department, including the Public Works Garage. The Water
Enterprise Fund would be required to fund such facilities.

2 ) Village of Tequesta Facility Needs Assessment modification,
based upon the review of the Village Manager.
3 ) Village of Tequesta Needs Assessment Implementation Program,.
with cost estimates and site plan options for current Village
property.
The Tequesta Facility Needs Assessment will be referred to the
Finance and Administration Committee for their review and
consideration. Should you have any questions regarding this

ADMINISTRATIONS
The Purchasing Agent shall be a function of the Finance Department .
Transfer this space needs to the Finance Department .
The Code Enforcement Officer shall be a function of the Department
of Community Development. Transfer this space requirement to that
Department.
The vault associated with the Village Clerk's Office should be
identified as being fireproof .
The secretarial/general office area should be expanded to
accommodate one ( 1) additional Clerk/Secretary for the Personnel
Director.
Additional space should be provided adjacent to the lobby/waiting
area to accommodate a receptionist/telephone operator.
WATER UTILITIES, PUBLIC WORKS, FINANCE:
The need for a training room for the Water Utilities has been
identified. This can be a joint use facility for all Departments .
Add 200 S.F.
A work area needs to be provided for Water Distribution Personnel
with or near the Distribution Supervisor. Add additional S.F.
Office area for the forthcoming 12 Stormwater Utilities Director
should be provided. Add 19
Space for the Stormwater Utilities Director Secretary needs to be
added. Add 120 S.F.
The Public Works Department, in the future, will need to provide

Machine Room. Amend the title to be "Machine/File Room" . Increase
to 200 S .F.
Deputy Building Official . Build office of sufficient size to
accommodate division in the future for possible Building Inspector.
Increase to 220 S.F. •
Eliminate requested Building Inspector. Delete 220 S.F.
Code Enforcement Officer. Build office of sufficient size to be
divided in the future to accommodate possible Occupational License
Inspector. Add 220 S.F.
Eliminate Plan Review and Reference Library. Modify requested
Conference Room for such purposes. Delete 200 S.F.
Copy Machine/Fax Room/Office Supplies. Delete Copy Machine and Fax
Room functions. Modify required S.F. accordingly.
Eliminate blueprinting function. Add sufficient space in Machine
Room to accommodate blueprinting function. Delete 80 S.F. for
blueprinting. Increase Machine Room to 280 S.F.
PUBLIC .WORRS GARAGE:
Ensure that Garage is designed to be expandable.
In light of the Purchasing Agent function, should space be added
for dry goods and expendables to accommodate bulk purchase storage?
If yes, should the Purchasing Agent office area be located in the
public Works Garage? . •
Police Department requests internal vehicle impoundment area,
enclosed and secured from all other areas when vehicles are stored
for evidence.
Need provision for external Police Department vehicle impoundment
area for non-evidence impoundments. •

POLICE DEPARTMENT:
No changes to tr,e requested space.
Note that Village Manager feels requested space may be "tig:::. " .
Additionally, there does not appear to be any room for any future
growth .
ADMINISTRATION, FIRE STATION/EMS FACILITY :
Eliminate requested dispatch area. Provide room -for future
expansion for dispatch, in the event dispatch is separated from
Police in the future . Delete 120 S.F. '
Training Officer. Build size sufficient for future division to
accommodate possible EMS Office . Add 150 S .F.
Classroom/Multi-Use (Tiered Floor) . This should be a shared
facility with other Departments, if possible.
Eliminate EMS _Division Office. Delete 150 S.F. •
Living Quarters. Provide office area for Shift Commander
(Lieutenant) in close proximity to living quarters. Add 150 S.F.
Training Tower. Can be purchased separately and is portable for
$15,000. Keep function as is for time being.
WATER TREATMENT PLANT:
An additional Plant Operator is proposed for FY 1995 .
Add a Break Room to facility. Add 120 S.F.
