Riverside Drive Pathway
As you are aware, Palm Beach County recently requested that the
Village consider entering into a joint agreement to provide a
pathway on the east side of Riverside Drive from County Line Road
to Tequesta Drive. As proposed by Palm Beach County, the pathway
would be six (6) feet wide, 1.16 miles in length and located on the
property line. The total construction cost would be $95, 797.00 with
the Village paying $43, 513 for our sections within the Village
limits.
At your request, I contacted the seven (7) Tequesta property owners
along . the east side of Riverside Drive and the Tequesta Pine
Property Owners Association to find out if they were for or against
the pathway. To this date, no one has responded in favor of the
pathway. I have received two (2 ) letters and four (4) calls
opposing the project. I have attached those letters and all
additional correspondence on this matter for Public Works Committee
Members to review.
For budgetary reasons, Palm Beach County is requesting a Village
response to this joint agreement at the earliest possible date.
Palm Beach County advised that this project will not take place
without Village participation.
Please add this item to the April 26, 1994, Public Works Committee
Meeting Agenda. I will be in attendance at this meeting to answer
any questions concerning this matter.

RE: RIVERSIDE DR. PATHWAY REQUEST
Deal' Mr. Preston;
The Palm Beach County Traffic Division has recently received a 'request to
construct a pathway along Riverside Drive from County Line Road to Tequesta
Drive. A portion of Riverside Drive is maintained by Palm Beach County and a
portion is maintained by the Village of Tequesta.
This request would be considered for funding in the 94/95 Fiscal Year Pathway
Program. If this pathway is chosen for funding we would construct the pathway
along one side of the Palm Beach County maintained portion of Riverside Drive.
Palm Beach County is reluctant to build pathways that do not have continuity. We
would consider assisting the Village of Tequesta with their portion of this
pathway with an interlocal agreement on the funding.
We are conducting a cost and feasibility study and we will contact you when it
is completed.

RE: RIVERSIDE DRIVE PATHWAY REQUEST
Dear Mr. Preston:
Since I have not received a response to my letter of October 21, 1993, I have
completed the cost estimating and preliminary plans for this pathway.
The project _is broken into four segments with costs of each as follows:
1. East side, from County Line Road south approximately 2,630 feet to 175
feet west of Pine Hill Trail . County maintained. $37,122.00
2. East side, from Pine Hill Trail approximately 1,240. feet to 170 feet south
of Riverpine Court. Village maintained. $14,136.00
3. East side, from 170 feet south of Riverpine Court approximately 1,330 feet
to 100 feet south of Nicole Circle. County maintained. $15,162.00
4. East side, from 100 feet south of Nicole Circle approximately 880 feet to
Tequesta Drive. Village maintained. $29,377.00.
These estimates are for a 6 foot wide asphalt pathway including some type "D"
concrete curbing where needed. The curbing is due to landscaping and setback
requirements.
The total County portion costs are $52,284.00, and the total Village portion
costs are $43,513.00. This brings the complete estimated project costs to
$95,797.00.
In the past years, we have entered into interlocal agreements for joint projects
with municipalities for the purpose of pathway construction.

We suggest that the County develop all the engineering plans and pay the
$52,284.00 portion of the total to the Village. The Village, in turn, would have
the pathway constructed to meet the County supplied plans. We have found on
several projects in municipalities that this is the most cost effective means of
completing these types of jobs.

await your response before proceeding further on this project.

This letter is to advise you that on January 13, 1994, the Village of
Tequesta received correspondence from Palm Beach County Engineering
Department requesting Village input for a proposed Riverside Drive
pathway. Palm Beach County informed the Village that requests had been
received to install a Riverside Drive pathway from County Line Road to
Tequesta Drive on the east side of the roadway. As proposed by Palm Beach
County, the pathway would be six ( 6) feet wide asphalt and located in the
right-of-way at the edge of the property line.
The Village would appreciate receiving comments from the Tequesta Pines
Homeowner' s Association and from your residents who would be most
affected by this proposed pathway. The Village staff will review the
comments received and make a recommendation to the Village Council during
the Fiscal Year 1995 budget meetings concerning Village participation in
this project. The Village staff will begin Fiscal Year 1995 budget
preparation on April 1, 1994, and would appreciate your opinion on this
pathway on or before that date, Please direct written comments to the

RE : Riverside Drive Pathway Request
Dear Mr . Preston :
Thank you for your March 2 letter concerning the proposed
Riverside Drive Pathway . I have shared the contents of your
letter with the Association Board of Directors and they have
several reservations concerning the proposal . Although on the
surface the concept might seem constructive , our evaluation of the
area and the potential problems suggest that it is not a well
conceived idea . As you know , Riverside is a winding/curving road
which from a safety viewpoint would not seem to lend itself to a
six foot wide pathway that would be a magnet to bicycle riders ,
roller skaters , and skate boarders - one miscue by either a driver
or youngster on wheels and you can imagine the consequences as
well as we can .
We also have concerns about the impact upon property lines . It is
our impression that in a number of cases , the proposed Pathway
would cross individual property lines by a varying number of feet
which , from a very small sample does not sit well with those that
we have talked with .
A further concern that we wish to share with you is that the
aesthetics of the area do not in anyway lend itself to such a
construct . I think that all of us need to keep in mind that one
of the attractions of Tequesta is its quasi -rural -urban character .
The work and plantings provided in the common areas of Riverside
Drive by the Association and individual property owners is a
collective attempt to maintain the beauty of this area . No one
wants an unpleasant looking six foot wide black strip , or any type
of strip in an area that has a natural beauty of its own .
For the reasons I have stated as well as some that are more
individual in nature we cannot support the proposal which , even
under the best of circumstances would be of little benefit to the
majority .

Dear Mr. Freston:
I am .much opposed to the 6 foot pathway which Palm Beach
County porposes to put in. I know it will destroy the
beauty of my property and reduce the real estate value .
I am very much against it . I want to be notified if there
are any future meetings of voting to take place concerning
this matter.
