Roderick , Chief of Police DATE: June 8 , 1994 SUBJECT: Thru Truck Ordinance (question) . On page 690 of the ordinance book (see attached) , section (3 ) states that " . . . delivering goods or services to destination points within the Village of Tequesta. . . " [and] shall not be subject to the provisions of subsection (b) (2) above . Question! Could this be construed that a vehicle making a delivery anywhere, i . e . Village Square Shopping Center on U . S. 1 , would not be subject to the ordinance and therefor , could use Tequesta Drive and Country Club Drive for delivery to Turtle Creek or even into Martin County . If that is correct , it may behoove us to change the wording where the deliveries, are made to properties adjacent to the restricted roadways of the ordinance, instead of the "Village of Tequesta" . Such trucks engaged in making concurrent deliveries to the area known as Turtle Creek shall. not be subject to the provisions of subsection (bX2) above. (4) The permit shall be valid only between the hours of 7:00 a.m. and 6:00 p.m. on weekdays and between the hours of 8:00 a.m. to 12:00 noon on Saturdays and Sundays. (5) That residential permits may be issued in accordance with the terms set forth herein to owners of vehicles in excess of the maximum weight prescribed by this article, where said owner is a resident at the destination point requiring the use of restricted streets and where said vehicle is main- tained at said residence and is for the personal transporta- tion of said owner or his family for use to and from his residence. Said permits shall not be bound by the time limitations set forth in subsection (4) above. (6) Permits may be issued on a daily, weekly, monthly or annual basis subject to the fee schedule set forth below. The village manager shall have the authority to determine the length of the permit, based upon the information pro- vided by the applicant. Special permits for the operation of trucks on Tequesta Drive and Country Club Drive; information, issuance; requirements. (a) The following information shall be provided with each ap- plication for a special permit wherein an applicant requests au- thorization to operate or move vehicles with a weight exceeding the maximum specified in this article on Tequesta Drive and Country Club Drive within the Village of Tequesta: (1) Name, address and telephone number of the applicant; (2) The business of the applicant, if applicable, under which said permit shall operate; (3) Type of delivery or service provided; (4) Vehicle destination point; (5) Description of vehicle to be used including, but not limited to, tag number and registration number of vehicle; (6) Vehicle net weight and vehicle tax class code and vehicle gross weight; (7) Description and approximate weight of load; (8) Roads for which permit is requested; (9) Time period and frequency of use for which permit is requested; (10) Permit fee; (11) Reason for permit. (b) Permits shall be issued by the village manager upon re- ceipt of an application containing the information set forth above, where good cause is shown and where the granting of a permit is not contrary to the public interest, under the following conditions: • (1) That a showing is made that access to the destination point is not available other than by use of the restricted street or streets; L E )' C t C > (2) That the shortest possible route along streets restricted under this article [will] be used to reach and depart from the destination point. I have contacted Becky Schwartz of Kustom Signals , Inc . that makes the radar speed indicator you referred to . The trailer is battery operated with a solar power recharging system which would allow it to run day or night . The system actually does more then register speed of oncoming vehicles if certain options are purchased with it . There is an on-board computer system that prints out a traffic report that would include a vehicle count , speed c,,art , information as to the most active hours and target times for the most speeding violations . . With all the options , the cost is $15 ,065 . It appears the options are necessary (tamper alarm, wheel locks , etc . ) see attached information sheets . As I stated before, with the good, comes the bad. . . when left unattended, there are those who would use it for target practice from moving vehicles; those who would use it to see how high they can get it to register. The machine would have to be calibrated constantly to avoid a conflict in court with our radar devices used to write citations with. The argument would come up that they just went by the machine and it registered a different speed than the officer clocked them at . Stephen Allison SUBJECT: Traffic Counter DATE: June 15, 1994 I have reviewed the literature from Nu-Metrics reference the traffic survey device that I mentioned at the last Public Safety Committee meeting . The NC-30X Countcard, slightly larger than a credit card, fits inside a rubber mounting ramp which is placed in the center of a traffic lane . The rubber mat sticks to dry roads and is secured with nails for wet weather use . The Countcard is directional so one is needed for each traffic lane to be surveyed. The Countcard will collect data for specified time periods regarding vehicle volume, relative average speed during the time period, and percentage of trucks using the road during the time interval . The data can be retrieved manually from the card but the preferable way is with a computer interface and software designed to print reports and histograms from the collected data.
