3. BACKGROUND
In 1979, the Tequesta Fashion Mall constructed its plaza at 150 N. US Highway 1. Currently,
the plaza includes various commercial uses such as Oceana Coffee, Tide & Table Furniture
Store, Evo Italian, Puritan Dry Cleaners, Diabetic Health Agency, and others.
In July 2023, the current property owner (Tequesta Mall LLC) submitted a site plan
modification to change the aesthetics of the plaza including building colors, roof materials
(of covered walkways), and replacing the existing covered walkway.
4. STAFF ANALYSIS
The Applicant is requesting a site plan modification to change the exterior building colors to
Sherwin Williams SW-6385 and Sherwin Williams SW-7030 Anew Gray. The application also
includes the replacement of the existing covered walkways (columns, beams, joists, decking
& roof finish). The existing concrete tile roof of the covered walkways will be replaced with a
seam metal roof in Metal Alliance Dark Bronze. The building's existing flat roof will remain.
The Applicant is proposing the following colors and material changes:
• Sherwin Williams SW-6385 Dove White (Field Color)
• Sherwin Williams SW-7030 Anew Gray (Trim Color)
• Metal Alliance Dark Bronze (Seam Metal Roof Color)
The proposed modifications will not alter the aesthetics of the existing building in the
outparcel (130 N US Highway 1), it will be solely for the three (3) attached buildings on the
subject site.

In 2022, the Treasure Coast Regional Planning Council (TCRPC) prepared a Commercial
Corridor Master Plan with public participation. The subject document includes architectural
design elements and urban design principles for the commercial areas in the Village
including the subject site. A copy of the Commercial Corridor Master Plan has been provided
to the Applicant for their review and consideration.
In addition, per Village Code Sec. 78-180 (i), Shopping Centers are a special exception use in
the Mixed Use (M-U) Zoning District. The Applicant has submitted a Special Exception Use
application to modify the existing aesthetics, which will require approval by the Village
Council.
The Planning & Zoning Board recommended approval of the site plan review at the August
17, 2023, meeting, by a 5-0 vote. The subject recommendation included one (1) condition
of approval presented on page 4 of this report.
The proposed improvements will not change the existing footprint, setbacks, or height of
the building. The Applicant has provided elevations, material specifications, and other
associated drawings, to highlight the proposed modifications. Please see the proposed
elevation below.

S. FINAL REMARKS
This development application met the requirements set in Section 78-334 notice of hearing.
The notice of hearing was published on September 1, 2023. Per Village Code Sec. 78-334,
the Applicant posted the subject property with a public notice sign, see the below image.
The Planning & Zoning Board recommended approval of the site plan review at the August
17, 2023, meeting, by a 5-0 vote, with the following condition of approval:
1. The Applicant shall receive special exception use approval by the Village Council prior to
the final approval of the site plan modification application.

IV. APPLICATION FEES
(1) Review by the Planning and Zoning Board. The Community Development Director or designee shall submit
such application for Planning and Zoning Board review within 45 days of receipt of a completed application.
Fee: OX A) $300.00 (final approval) OR B) $500.00 (recommendation to Village Council)
(2) Review by Village Council. Within 45 days of review by the Planning and Zoning Board, the Community
Development Director or designee shall then submit such application, including the recommendations of the
Planning and Zoning Board, for Village Council review.
Fee: a $300.00 fee plus an additional fee based on the estimated cost of work applies.
To cover all additional administrative costs, actual or anticipated, including, but not limited to, engineering fees,
consultant fees and special studies, the applicant shall compensate the village for all such costs prior to the processing of
the application or not later than 30 days after final application approval whichever is determined as appropriate by the
village. Failure to make such payment may be grounds for not issuing a building or zoning permit, certificate of occupancy
or completion.
Costs associated with advertising for public hearings and other public notice requirements are the responsibility of the
applicant. The fee shall be paid prior to such appl cation being schedul or a public hearing requiring notice.

JUSTIFICATION STATEMENT / EXPLANATION
THE PURPOSE OF THIS SUBMISSION IS TO OBTAIN APPROVAL TO UPDATE THE
AESTHETICS (ROOF MATERIAL AND COLORS) OF THE FASHION MALL RETAIL CENTER.
THE FASHION MALL WAS CONSTRUCTED IN 1979, AND WAS PURCHASED BY THE FERREIRA
GROUP IN 2018, AND THEIR FOCUS HAS BEEN ON HOW BEST TO UPDATE THE EXTERIOR
AESTHETICS WITHIN A REALISTIC BUDGET.
THE BUILDINGS AND ATTACHED COVERED WALKWAYS ARE CLEAN SHAPES WHOSE
MASSING LENDS TO UPDATING THE LOOK VIA A NEW COLOR SCHEME. AND IN LOOKING AT
AN UPDATED COLOR SCHEME THE DECISION WAS MADE TO UPGRADE TO A COLORED
METAL ROOF.
IN ANALYZING THE OVERALL CONDITION OF THE BUILDINGS, IT WAS DETERMINED THAT
THE ROOFS OF THE WOOD CONSTRUCTED COVERED WALKWAYS, WHICH HAD LEAKED
AND BEEN POORLY PATCHED OVER THE YEARS, WOULD NEED SIGNIFICANT REPAIRS AS
PART OF THE RE -ROOFING. ESTIMATES INDICATED THAT THE COST TO REPAIR THE
COVERED WALKWAYS TO RECEIVE THE NEW METAL ROOF WOULD BE COMPARABLE TO
REMOVING THE WOOD DECKING & JOISTS AND STUCCO COVERED WOOD BEAMS &
COLUMNS, AND REPLACING THESE WITH NEW CONSTRUCTION (USING TRUSSES &
STUCCO IN LIEU OF THE MORE VULNURABLE OPEN WOOD JOISTS & DECKING). SO FOR
THIS REASON THE REPLACEMENT OF THE WALKWAYS (WITH LIKE KIND) IS INDICATED.
NOTE: THE REPLACEMENT OF THE MATERIALS OF THE COVERED WALKWAYS DOES NOT
ALTER ANY OF THE BUILDING FOOTPRINTS-- NO SQUARE FOOTAGE IS BEING ADDED TO,
OR DELETED FROM THE COVERED WALKWAYS OR THE BUILDINGS; AND THE ONLY
AESTHETIC CHANGES OF THE ELEVATIONS ARE THE NEW COLOR SCHEME & METAL ROOF.
