Subject: Preliminary Draft of Village's Master Plan and Facility Enhancement Program
Enclosed, please find a copy of the above referenced Plan prepared by Lisa Lemanowicz of Gee &
Jenson. This Plan deals specifically with Phase II of the Village's Code Compliance and Facility
Enhancement Program, namely, the long term Facility Master Plan to accommodate the future
space needs of the Village which includes: a new Village Hall, a new Public Safety Facility -
housing the Police and Fire Departments, a new Public Works Garage Building (off-site), and the
possibility of Public Safety Apartments and an EMS Facility. The study area for the Master Plan
is a combined land area that includes the current Village Hall, Fire Station, and Annex Building
along with the adjacent park property to the east.
Several different conceptual site plans are presented - Schemes A-I, A-2, B, C and D - as well as,
space/area requirements (based on the Village's Facility Needs Assessment Study previously
completed by Gee & Jenson), estimated construction costs (including demolition, utilities,
furniture and equipment), phasing considerations, e.g. rental of portable office space, contingency
and miscellaneous costs and professional fees.
I have also enclosed Department Heads' comments relative to the same for your review.

Subject: Village's Master Plan and -cilities Enhancement Program
After reviewing the proposed site plans submitted by Gee & Jenson, I offer the following
comments:
Scheme A-1 Scheme A-1 and A-2 provides the best traffic pattern for the public and
apparatus movement. The divided entrance way provides a more
considerable turning radius for apparatus access behind the public safety
buildings. Dumpster should be moved closer to the buildings.
Scheme A-2 There is no need to provide a separate EMS building on site. If
ambulance transport is provided by Tequesta, it will be out of the Fire
Station. Dumpster is too far from Fire Station.
Scheme B Does not provide sufficient parking near the public safety departments.
On-duty crews should park behind the station and guests parking should
be in front of the building. Dumpster should be moved closer to the
buildings. Does not provide a means for 360 degree access around the
Public Safety building for fire and police.
Scheme C Does not provide sufficient parking near the public safety departments.
On-duty crews should park behind the station and guests parking should
be in front of the building. Dumpster should be moved closer to the
buildings. Without the divided entrance way, apparatus maneuverability
may be a problem.
Scheme D May be the best plan to keep current operations on site while construction
is taking place. Again, without the divided entrance way, apparatus
maneuverability may be a problem.
All None of the schemes offer space for fire department hose evolution
training, training tower facilities, vehicle wash pad location and space for
laying out 100' sections of hose for testing without utilizing vehicle access
ways.
No matter which site is chosen, no public vehicle access should be
permitted on to the apparatus ramp. The site should provide parking
behind the station for the on-duty crews with guests parking in front of the
building.
While reviewing the site plan arrangement and reviewing the space needs study, I feel
that some changes are needed. No one identified the need for an Emergency
Operations room. This room would be vital for prolonged natural disaster management.
I suggest this room be large enough to accommodate all the Department heads and
relief personnel. This room should be equipped with individual phone lines, radio
communications, maps and with a large situation & status board.
A wash pad should be provided for police and fire apparatus cleaning.
The proposed fire department apparatus bays would not be large enough to
accommodate all of the fire department's equipment, along with two ambulances if we
ever begin patient transport. I feel that these bays need to be increased in length and
provide provisions for a fourth bay. Attached is a layout of the apparatus bays that
would be needed. Due to the increased square footage of the apparatus bays, it may
be advantageous to build the firefighters living quarters above the apparatus bays.

Joann:
I have reviewed the plans for the proposed village government complex and feel the basic plan"A-
l" as the most feasible.
1. Move the dumpster from the far corner of the rear lot, south to the area noted(6) for closer
access to employees and then extend the parking north to compensate for lost spaces.
2. The front parking lot for Police and Fire should be one way in and out from the main entrance.
That means closing off the west boundary so vehicles cannot enter the Emergency Vehicle Exit
traffic lanes. Employees parking at the rear of the buildings would be able to exit via the
emergency vehicle route, and the rear parking lot should be restricted to employees only, no
visitors.
3. By using this plan, it could be possible to build the new Village Hall first and move Admin. out
of the old building. Demolish everything from the old building, except the police department,
which could still function while they are constructing the new complex. When the new section is
completed, the police and fire could move in. Then tear down the remaining(old P.D.) and add
the apparatus bay. After the apparatus bay is built, then demolish the old garage.
This could save time and money as each department would only have to move once (9-1-1
equipment, etc.).

SUBJECT: Comments on the Preliminary Draft of Village's
Master Plan and Facility Enhancement Program
After reviewing the five (5) Conceptual Site Plans, I would recommend Scheme A-1
with the following revisions.
1 ) I would design the Village Hall as a 2-story building but construct the second
floor at a later date. I believe a larger one floor building will be more attractive
behind the Village Green, therefore, more acceptable to certain residents who
may oppose a 2-story building. I also believe the Village would have a difficult
time convincing our residents that the Village needs this second floor.
2) I would also recommend the annex building not be removed. I believe the
Water and Building Department should remain in that building for the
foreseeable future. At a later date, when the second floor is built at the Village
Hall, these departments should be moved to this new office space. Also, the
annex building could always be used as a storage area. I believe the residents
will have major concerns about the removal of this annex building.

SUBJECT: Comments on Preliminary Draft of Facilities
The only comments I have regarding this subject are:
a) It appears all site plans assume the abandonment of our pumping and
storage facilities next_door. Our forthcoming hydraulic analysis will
identify our needs relative to these structures.
b) In my opinion, our annex building should be utilized to its full extent with
perhaps a second story addition. I don't believe we should level a
building with many more years of service remaining.

SUBJECT: Requested Response to Preliminary Draft of Village Master
Plan and Facility Enhancement Program
After reviewing the preliminary draft of departmental office space, following are
my recommendations for consideration.
Space/Area Requirements
Purchasing and Finance
The total square footage of 1 ,490 sq. ft. should be reviewed to include
an additional 220 sq. ft. for:
Possible additional employee 200 sq. ft.
Increase Finance Director's Office 20 sq. ft.
Total Addition 220 sq. ft.
General Comments Regarding Planned Facility Enhancement Program
Of the Schemes proposed, I favor Scheme D; however, I am opposed to the
demolition of the Village Hall Annex Building - Water Department Building. I favor
utilizing the Village Hall and Village Annex for Administrative Offices and constructing
a Public Safety Building for Police and Fire Departments on another site.
