Consider Approval of Kimley-Horn and Associates, Inc, Work Authorization for Fire Protection/ Water
Distribution System Improvements Program Projects No. 17, 18, & 19 and Western Master Meter
Assembly (Jupiter Water Interconnect) Design and Permitting Phase Services at a Cost of $144,200
SUMMARY:
Village of Tequesta Utilities Department (UD) recommends approval of a work authorization to
Kimley-Horn and Associates, Inc., (KH), for engineering design and permitting of fire protection
improvements to the water distribution system and for rehabilitation of the existing western master
meter for a cost of $144,200. The improvements are projects No. 17, 18, and 19, on our water
distribution improvement program list. The western master meter is one of two emergency water system
interconnections (or interconnects) with the Town of Jupiter's (Town) water system. The work
authorization is the first attachment to this agenda item.
Fire Protection Distribution System Improvement Projects
In 2019, the UD contracted with KH for a condition assessment of its water facilities which resulted in
the "Water Facilities Assessment" report dated May of 2020, that included a water main replacement
program. In 2021, a hydraulic model and system evaluation was conducted with the CMA/Wright-Pierce
team, which took information from the 2020 KH report, the GIS system, the AMI meters, fire hydrant/
flow testing, and other sources to create a new hydraulic model. It also prioritized the water main (WM)
replacement program and incorporated hydraulic improvements. The FY23 capital budget included
engineering design for these projects in engineering and architectural services. The planned fire
protection/ water distribution system improvement projects are as follows:
Project No. 17 — River Dr. - replace about 1,560 lineal feet (LF) of an existing 6-inch WM with an
8-inch WM on River Dr., from the intersection of River Dr. and Fairway North to the end of the
street at the cul-de-sac
Project No. 18 — Pinetree Dr. - install about 800 LF of 6-inch WM from the termination of the
existing 6-inch WM on Pinetree Dr. (about 50 feet south of the boat ramp access road) and
continue it west to the existing 8-inch WM in Gulfstream Road, to create a hydraulic loop in the
pipe system
Project No. 19 — SE Cove Point St. and Terrace - replace an existing 6-inch WM on each street
with an 8-inch WM from about the midpoint to the end of each road, about 860 LF and 600 LF,
respectively
Western Master Meter Assemblv/ Emeraencv Water Interconnect with the Town of Jupiter
The primary emergency water interconnect is located at the water treatment plant and although the
western or secondary interconnect is not often used, it is important that it is in solid operational condition
in the event something happens to one of our water treatment plants (the conventional filter plant or
the reverse osmosis plant) or water resources and we need to open up both interconnects, or if
Page 649 of 675

something happens to our primary interconnect. The UD and KH team met in the field with the Town's
utilities team and discussed the need and logistics of the rehabilitation. This interconnect only provides
water from the Town to the Village so the Town will not share in the cost of the project.
Budget
The money for the project will come from unencumbered funds in the Water Fund, Capital Outlay 401-
411-663.632 Architectural & Engineering Services, from deferred capital projects. The budgeted funds
would have been needed for construction engineering inspection (CEI) services had construction
moved forward this year. Please see the attached budget table for more details (second attachment).
The engineering services budgeted in the FY23 capital budget for pipe projects No. 17, 18, and 19, for
FY23 was $74,000, originally estimated several years ago. Site surveys, subsurface surveys, and
engineering costs have increased. The site survey and subsurface survey are to be performed by sub -
consultants on an hourly basis and are estimated at $27,000 and $31,800, respectively. The
engineering and permitting cost is $54,650, bringing the total project cost prior to construction to an
estimated $113,450. We also modified the original project by including the secondary interconnect/
western master meter which added an additional $30,750. This is an increase of $70,200 above the
originally budgeted amount for a total cost of $144,200, but as discussed above, there are
unencumbered funds in the account that can be used to fund the project.

VILLAGE OF TEQUESTA
ENGINEERING SERVICES WORK AUTHORIZATION
WATER MAIN REPLACEMENT PROGRAM No. 17,18 & 19
FIRE PROTECTION IMPROVEMENTS AND WESTERN MASTER METER ASSEMBLY
DESIGN & PERMITTING PHASE SERVICES
This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth
herein and is issued pursuant to The Professional Engineering Services Agreement, between the
Village of Tequesta ("Client" or "Village") and Kimley-Horn and Associates, Inc. ("Kimley-Horn" or
"Consultant"), dated May 12, 2016 ("Agreement"). All terms and conditions of said Agreement are
hereby incorporated and made part of this Work Authorization.
PROJECT UNDERSTANDING
In December 2021, the Village performed a hydraulic model update of their water distribution
system to identify overall water system levels of service. The technical memorandum submitted
outlined system demands (current and future), system pressures, fire flow needs, water main
material type, cost opinions and an implementation plan.
The report identified three (3) localized areas within the Village that can experience lower than
normal fire flow, falling below the Village's 1,500gpm fire flow goal. The areas are identified below.
1. SE Cove Point Street and Terrace. These two (2) streets currently have 8-inch and 6-inch
water mains, with the 6-inch main installed from approximately the roads midpoint to the
end of the street. In order to meet the Village's fire flow goal, these 6-inch water mains
need to be replaced with new 8-inch water mains. Approximately 60OLF of 8-inch water
main is required for SE Cove Point Terrace and approximately 860LF of 8-inch water main
is required within SE Cove Point Street.
2. River Drive. This street currently has a 6-inch water main from the intersection of River
Drive and Fairway North to the end of the street at the cul de sac. To meet the Village's
fire flow goal, the 6-inch water main needs to be replaced with a new 8-inch water main.
Approximately 1,560LF of 8-inch water main is required within River Drive.
3. Pinetree Drive. This dead-end street has a 6-inch water main that terminates
approximately 50LF south of the boat ramp access road. To meet the Village's fire flow
goal, the 6-inch water main needs to be extended to the boat ramp access road, then west
to Gulfstream Road, connecting to an existing 8-inch water main. Approximately 80OLF of
6-inch water main is required to complete the loop as described above.
In addition, the Village owns and maintains an emergency water interconnect with the Town of
Jupiter for emergency purposes only. This interconnect is located north of S.E. Landing Place
along Country Club Drive.
The meter assembly is in a vault that needs to be updated to make it more operational and
accessible. It has been coordinated with the Town of Jupiter that it would be best to have an
above ground meter assembly within a fence enclosure.
