HomeMy WebLinkAboutAgreement_Water Service_9/14/2023_Kimley HornVILLAGE OF TEQUESTA ENGINEERING SERVICES WORK AUTHORIZATION WATER MAIN REPLACEMENT PROGRAM No. 17,18 & 19 FIRE PROTECTION IMPROVEMENTS AND WESTERN MASTER METER ASSEMBLY DESIGN & PERMITTING PHASE SERVICES This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth herein and is issued pursuant to The Professional Engineering Services Agreement, between the Village of Tequesta ("Client" or "Village") and Kimley-Horn and Associates, Inc. ("Kimley-Horn" or "Consultant"), dated May 12, 2016 ("Agreement"). All terms and conditions of said Agreement are hereby incorporated and made part of this Work Authorization. PROJECT UNDERSTANDING In December 2021, the Village performed a hydraulic model update of their water distribution system to identify overall water system levels of service. The technical memorandum submitted outlined system demands (current and future), system pressures, fire flow needs, water main material type, cost opinions and an implementation plan. The report identified three (3) localized areas within the Village that can experience lower than normal fire flow, falling below the Village's 1,500gpm fire flow goal. The areas are identified below. 1. SE Cove Point Street and Terrace. These two (2) streets currently have 8-inch and 6-inch water mains, with the 6-inch main installed from approximately the roads midpoint to the end of the street. In order to meet the Village's fire flow goal, these 6-inch water mains need to be replaced with new 8-inch water mains. Approximately 60OLF of 8-inch water main is required for SE Cove Point Terrace and approximately 860LF of 8-inch water main is required within SE Cove Point Street. 2. River Drive. This street currently has a 6-inch water main from the intersection of River Drive and Fairway North to the end of the street at the cul de sac. To meet the Village's fire flow goal, the 6-inch water main needs to be replaced with a new 8-inch water main. Approximately 1,560LF of 8-inch water main is required within River Drive. 3. Pinetree Drive. This dead-end street has a 6-inch water main that terminates approximately 50LF south of the boat ramp access road. To meet the Village's fire flow goal, the 6-inch water main needs to be extended to the boat ramp access road, then west to Gulfstream Road, connecting to an existing 8-inch water main. Approximately 80OLF of 6-inch water main is required to complete the loop as described above. In addition, the Village owns and maintains an emergency water interconnect with the Town of Jupiter for emergency purposes only. This interconnect is located north of S.E. Landing Place along Country Club Drive. The meter assembly is in a vault that needs to be updated to make it more operational and accessible. It has been coordinated with the Town of Jupiter that it would be best to have an above ground meter assembly within a fence enclosure. 1of5 WATER MAIN REPLACEMENT PROGRAM NO. 17,18 & 19 - FIRE PROTECTION IMPROVEMENTS AND WESTERN MASTER METER ASSEMBLY SCOPE Kimley-Horn will perform the following services: Preform a full right-of-way (RNA survey (to include 10ft outside of the R/W) to current standards within the roadway corridors noted above. The Consultant will utilize their survey subconsultant, Betsy Lindsay, Inc. to perform this work. The survey shall include topographic elevations, tree locations within the R/W, any observed utilities at the surface, mailboxes, driveways and roadway cross sections every 100ft. The surveyor shall also prepare a legal description and sketch for the portion of the water main that will be installed within the boat ramp access road that is owned by the Bermuda Terrace Property Owners Association. 2. Perform a subsurface survey in accordance with current ASCE 38-02 Quality Level A, B, C & D as follows. Quality Level D — Utility Records Research — QLD information will be gathered and prepared throughout the extent of each corridor noted above. No more than 8,000 LF of utilities to be included in the QLD investigation. Quality Level C & B — Utility Designating and Survey — Utility designating, and survey will be performed to provide horizontal locations of utilities. No more than 8,000 LF of utilities will be designated. Quality Level A — Air Vacuum Excavation Test Holes — Air vacuum excavation test holes will be performed at the proposed test hole locations once utility designating and potential utility conflicts have been verified. This proposal includes up to twelve (12) test holes at utility conflict locations to be noted by the Consultant. 3. Meet with Village staff on -site to "walk the project" to gain concurrence on the proposed main location and service tie in locations. 4. Meet with Village staff to review the 90% water main plans and prepare Final design plans. 6. Prepare technical specifications for the project to be incorporated into the bidding documents, along with Village front end documents. 7. Prepare 90% design plans for the new emergency interconnect at 1" = 20' scale to include the following; - Title Sheet (1 sheet) - General Notes (1-sheet) - Plan Sheet (1-Sheet) - Special Meter Detail and Construction Details (1-Sheet) 8. Meet with Village staff and the Town of Jupiter to review the interconnect plans and prepare Final design plans. 9. Prepare permit support documents and process accordingly for the following regulatory agencies. • Palm Beach County Health Department (HRS), two (2) applications (River Dr and Pinetree Dr.). • Florida Department of Environmental Protection, one (1) application for SE Cove Point Street/Terrace. • Palm Beach County Land Development R/W Utility Permit, one (1) for the Pine Tree Drive corridor. • Martin County R/W Permit, two (2) applications, one for the SE Cove Point Street/Terrace corridor and the other for the interconnect 10. Prepare and supply bid documents for the Village's use, providing the following services; • Respond to Contractor questions and prepare addendums as necessary. • Attend the bid opening at Village Hall. • Evaluate the bids, investigate Contractor qualifications and make a recommendation of award. DELIVERABLES The Consultant shall provide the deliverables to the Village. 1. Project site survey. 2. Project subsurface survey. 3. 90% and Final design plans, paper copies and digital copies in PDF. 4. Technical specifications. 5. Engineers cost estimates with the 90% and Final design plans. 6. Copies of Permit Applications and any associated RAI's. 7. Copies of Permits acquired for the project as noted above. 8. Copies of Addendums and other correspondence 3of5 WATER MAIN REPLACEMENT PROGRAM NO. 17,18 & 19 - FIRE PROTECTION IMPROVEMENTS AND WESTERN MASTER METER ASSEMBLY ADDITIONAL SERVICES Any services not specifically provided for in the above scope will be considered additional services and can be performed at our current hourly rates as requested by the Village in writing. INFORMATION AND SERVICES PROVIDED BY THE VILLAGE Kimley-Horn assumes that all information provided by the Village can be relied upon in the performance of professional services. The following information shall be provided to Kimley-Horn and/or the following services will be performed by the Village. • Any available record drawing information within the corridors. • Locations of any known fire or domestic services along the water main routes. • The HRS permit fee that will be $650 for each corridor. • Meetings with the Bermuda Terrace Property Owners Association for the easement within their boat ramp road. SCHEDULE Kimley-Horn will complete the work set forth herein within with the schedule outlined below after receipt of an executed Work Authorization and Purchase Order, exclusive of delays beyond the control of the Consultant. (v) Commensurate with Village Purchasing guidelines. 4of5 WATER MAIN REPLACEMENT PROGRAM NO. 17, 18 & 19 - FIRE PROTECTION IMPROVEMENTS AND WESTERN MASTER METER ASSEMBLY COMPENSATION Kimley-Horn will perform the services described in the Scope of Services Item No. 1 and 2 above on an hourly basis or as an as needed basis for the Consultants subconsultants with a not to exceed amount as outlined below in accordance with the hourly rates established or the level of services provided by the Consultants subconsultants in the Professional Engineering Services Agreement between the Village and Kimley-Horn.
