The Utilities Department monthly report for September is found below:
STAR Awards – Utilities Staff
Joseph “Joe” O’Connor and Chance Fell – Utilities Department, Production
Division – water treatment plant (Chance Fell not pictured)
For their work above and beyond to get Tequesta Utilities
Department re-certificed by NELAC for bacteriological testing (bac-
T’s), reducing time out of service for
customers by reducing the time it takes
to receive results (required by regulatory
agencies for public health and safety)
Juan Rivas – Utilities Department, Production
Division – water treatment plant
Above and beyond for work done on
rebuilding an automatic control valve for
RO well #1, saving the Village about
$60,000 (or more)
Stormwater
El Portal – joint project with Public Works – includes road/
sidewalk improvements
o Construction ongoing on catch basins
o Then swales and sidewalks will be installed

o Residents have been very patient! See photo of resident Halloween decoration – their driveway
has been disrupted and they took it in stride
FDEP Vulnerability Assessment Grant/ Project
o Applied for an additional $50,000 of funding from FDEP from the Resilient Florida grant program
o This is to add to the existing $95,000 grant for filling gaps in the Village’s data (primarily GIS)
Dover Ditch – Shared Project with Town of Jupiter
o Provided grant agreement initiation documentation to FDEP to draft agreement
o CMA working on final design and permitting
o CORPS permit estimated to take 6-9 months, possibly up to a year
Water
Water Treatment Plant Projects - projects are in ongoing stages for the water treatment plant
o SCADA modifications – second contract for critical radio communication concerns issued
o WTP Improvements – project is being modified per the approved revised scope
o Membrane replacement design for train #2 – Dover Engineering – design specs complete for
train #2; suppliers contacted with design specs, only Veolia remains willing to meet design
criteria accountability; train #1 specs will be modified for pressure and flow changes and same
membrane will be used; train #3 design planned for FY24
o Unregulated contaminant monitoring rule (UCMR) sampling at wells have been conducted

Water Main Projects
o FDOT US1 Bridge Replacement Project – conflict with 12-inch RO concentrate pipe
o FDOT advised us there was an unanticipated conflict between our RO concentrate pipe and
two large planned FDOT stormwater structures as a part of the FDOT US1 Bridge
Replacement Project (not found in initial utilities project reviews)
o Completed the engineering and construction work ASAP which was critical to avoid delaying
completion of the US1 bridge project and potential claims by their contractor for project
delays
o Kimley Horn executed the design very quickly
o Reached out to Johnson and Davis (J&D), a contractor that has worked for us to see if they
could do the work
o J&D jumped on it, put together a team to get the work done which included pulling crews
from another job, and adding a directional bore sub-contractor for some of the pipe
o Project also reduced the number of bends in the concentrate pipe, reducing risk of failure
o WM#1 & #4 – Tequesta Dr. and Country Club Dr.
Anticipate full notice to proceed (NTP) to B&B Construction on January 8, 2024 (material
delays)
Pre-construction submittals and Village permits complete
Letters to residents to be sent in December in anticipation of January NTP
o WM#2 Beach Rd Phase 2
Project will be funded by State Revolving Loan funds
“Request for Inclusion” submittal to FDEP goes before the committee at the next meeting
scheduled for November
Design complete with meter and bypass modifications by Kimley-Horn
KH updating engineer’s opinion of probable cost prior to bidding
This will be the next project bid with a target bid date soon after the FDEP meeting
