Subject: Stormwater Utility Report
Goals and Priorities for FY 2001/2002
Please find enclosed, the following for your review and the Council's consideration at the
May 30, 2001 Council Meeting.
1. National Pollution Discharge Elimination System (NPDES) Annual Fourth Year Report,
Exhibit A.
2. 5-Year Stormwater Utility Capital Improvement Summary.
Last year, the Village met or exceeded the NPDES Guidelines by maintaining existing
swales/retention areas, replacing or upgrading stormwater pipes and structures and added swales
within the Country Club Phase I Project to improve stormwater retention and water quality at
points of discharge. For next fiscal year,the goals of the Stormwater Utilities are as follows:
• Successfully complete the Country Club Phase II Storm Drainage Improvements.
• Commence the South Cypress Drive Drainage Improvements/Streetscape Project.
o Incorporate swales within the Country Club Point area.
♦ Complete the Dover Ditch bank stabilization project.
o Perform drainage upgrades within Tequesta Circle/Country Club Drive area.
• Commence a stormwater education program.
The above goals are shown on the proposed 5-year capital improvement summary along with
other future projects. A short description of these projects and their estimated costs are included
within the capital improvement summary.
Please place the attached on the May 30, 2001 Council Meeting agenda for consideration. If you
have any questions,please give me a call.

THE FOLLOWING ARE NOTES TO THE 5-YEAR STORMWATER UTILITY
CAPITAL IMPROVEMENTS SUMMARY
• Project No. 1, Country Club Phase II Storm Drainage Improvements - This is a
budgeted item which totaled$594,914.00. The amount shown in FY 2002 represents a carry-
- over from the prior year for completion of the project.
• Project No. 2, South Cypress Drive Drainage Improvements (NPBCID Component). -
The proposed drainage improvements by Northern within the 60.87 acre Unit No. 36 basin is
estimated to cost $1,631,500. Within Unit No. 36, the Village holds 10.476 acres and the
private property owners within the Village hold 17.094 acres, respectively, their fair share
contribution is $280,774.77 and $450,140.75. Assuming a 15% contingency, the Village,
share for next fiscal year would be $325,000. An option offered by Northern is to finance the
Village's share over 20 years at approximately $31,000 per year. The private property
owners would be assessed by Northern.
• Project No. 3, South Cypress Drive Streetscape Improvements (Village Component) -
This project enhances the right-of-way and drainage. The proposed drainage ties into
Northern's project above and cleans up the right-of-way (curbing/parking modifications,
landscaping, asphalt overlay and streetlights) and allows the property owners to conform to
Ordinance No. 377. This project is estimated to be $350,000, with the Village portion
equating to $217,000 and the property owner's share at $133,000. Assuming a 15%
contingency, the Village share for FY 2002/2003 is $250,000. The property owners could be
assessed or pay their fair share up front.
• Project No. 4, Swale Construction (Country Club Point) - This project would swale the
right-of-ways within the Country Club Point area while the Phase 2 sewer construction is
occurring in the area. Approximately, 3000 LF of swale is anticipated.
• Project No. 5, Dover Ditch Bank Stabilization - This project would complete the
addition of rip-rap along the banks. Last year, half of the ditch was completed.
• Project No. 6, Stormwater Education Program - To enhance the Stormwater Utility
System, a public awareness/educational program would be developed and distributed to the
residences and adjoining municipalities. A grant from the South Florida Water Management
District(SFWMD) would be applied for to supplement or reimburse the Utility Fund.
• Project No. 7, Bridge Road Drainage Improvements - This is for the planned Bridge
Road project as a part of the Village Center project.

• Project No. 8, Riverside Drive Drainage Improvements - This project entails adding
swale,pipe and structures to increase the level of service between Tequesta Drive and
Dover Ditch.
• Project No. 9,North Dover Road Drainage Improvements - This project would resolve a
drainage issue between Seabrook Road and Short Avenue, by adding structures and pipe, and
adjusting the road grade to ensure proper drainage.
• Project No. 10, Swale Construction - This project would entail adding swales within the
right-of-way at a location to be determined later. Approximately 2,000 LF to 2,500 LF
would be constructed.
• Project No. 11, Pipe/Structure Replacement - Routine replacement due to age at
locations to be determined.
• Project No. 12, Country Club Drive Drainage Upgrades - This project enhances the
drainage adjacent to Tequesta Circle and routes the drainage through pipes/structures to the
southern outfall along Country Club Drive.
