I. CALL TO ORDER AND ROLL CALL
The Village of Tequesta's Local Planning Agency held a meeting at 399 Seabrook
Road, Tequesta, Florida, on Thursday, August 9, 2001. The meeting was called
to order at 7:01 p.m. by Acting Chair Capretta. Village Clerk Wolcott called the
roll with all members present except for Agency Chair Genco.

ORDINANCE NO.
AN ORDINANCE OF TILE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, AMENDING THE ADOPTED VILLAGE
COMPREHENSIVE PLAN, PURSUANT TO CHAPTER 163, FLORIDA
STATUTES, AND CHAPTERS 9J-5 AND 9J-11, FLORIDA
ADMINISTRATIVE CODE, AMENDING TEXT WITHIN THE CAPITAL
IMPROVEMENTS ELEMENT PROVIDING FOR POLICIES RELATED
TO A NEW ELEMENT (PSFE); CREATING A NEW ELEMENT, PUBLIC
SCHOOL FACILITIES ELEMENT (PSFE) ACCORDING TO AN
INTERLOCAL AGREEMENT BETWEEN THE VILLAGE, COUNTY
AND PALM BEACH COUNTY SCHOOL DISTRICT; PROVIDING FOR
- CODIFICATION, SEVERABILITY, AND EFFECTIVE DATE AND FOR
OTHER PURPOSES.

Jack Horniman, with JLH Associates Local Planning Agency stated this is a
Comp plan amendment the Village has to make due to the terms of the interlocal
agreement we made with the municipalities of Palm Beach County and the School
District of Palm Beach County to establish school concurrency. He stated that we
would adopt it now to allow DCA time to review. This amendment must be
adopted by January 25, 2002.
Mr. Horniman said what constitutes the amendment is a number of things. The
element is in the submittal package. Also, under public school concurrency,
anything proposed has to be considered jointly. It is suggested to adopt a six year
program. It obligates you to no expenditures. We had to change the format some,
but the agreement is perfectly acceptable. I think we have met our obligation
under the interlocal agreement.
.gone Aa ' ',asked what percentage of students Tequesta has in the
overall concept. Mr. Horniman replied there are approximately 175,000
students in the County. There are no projections for short term or long term
planning for the School Board. Under the state planning rules, you do have to
make amendments. I can tell you there are no facilities planned for Tequesta in
the short or long term

the public to explain.

Mr. Horniman explained we have all heard about the problems we are having at
school today. In their perceptions, we have 110 percent capacity in all the schools
in Palm Beach County. They can effectively and efficiently run their schools and
run their curriculum with the established 21 concurrency service areas.

we have to look at, for instance, traffic. If the roads aren't adequate to provide for
traffic, you build more roads.
Mr. Horniman state there are so many caveats built into this interlocal, put in
their primarily because of the cities. The question is about who is really creating
the impact.
' . r. e nberaT, , mentioned there has been a continuing conversation with
regards to the overcrowding of Limestone Creek. How will this plan effect where
our children would go to school? Mr. Horniman stated this is to ensure the
capacity of schools is sufficient to support student growth.
MOTION: Agency Member von Frank motioned to adopt the Ordinance, seconded by
Agency Member Walker.
Peggy Verhoeven, Point Drive, stated she had the occasion in the past 10 days to
be down on Congress in West Palm Beach,just compare it to being in New York
City and then come back to Tequesta, it is absolutely scary—overcrowded and
populated, I hope that it never happens here.
Dana Anderson asked how soon could this effect Limestone Creek. Mr.
Horniman responded the projection is to obtain that 110 percent no later than
2004, and everybody is going to have to beat that. The goal is for everyone to
meet that 110 percent by 2004.
Motion carried 4-0.
