VILLAGE MANAGER MONTHLY REPORT
NOVEMBER 9—DECEMBER 7, 2001
The following report emphasizes the priorities as established by the Village Council for
the Village Manager.
1) Funding for new Village buildings:
The Federal Reserve Board may once again be poised to lower interest
rates in December. It is anticipated that the Village Council will review
the construction of a new Village Hall in December.
The Finance Director and I will be prepared to review borrowing options
with the Village Council at the regularly scheduled meeting on January 10,
2001.
2) Monitoring of ongoing sewer, water and swale construction.
The first lift of asphalt has been placed along River Drive and Point
Circle. Restoration in the area is progressing with a majority of properties
from 343 River Drive to 191 River Drive having their driveways and
swales restored.
A majority of the properties along Fairway North have been restored and
the lot at the intersection of Fairway North and Golfview Drive is being
cleared of trash and debris.
The sanitary collection system has been installed along Country Club
Road including Country Club, Tradewinds and Leeward Circles.
Drainage was also restored at Country Club Circle across Country Club
Drive. Roads are now being restored in this area.
The contractor, Asphalt Consultants, moved his crews over to the
Golfview Drive area and is presently working south of Golf Place on
Golfivew Drive.
-The swales along River Drive and Fairway North seem to be doing what
they were designed for. After experiencing a heavy rain this morning, I
found no evidence of ponding water in the swales.

3) Management of new facilities and design:
Public Safety Facility — the project has just completed week #5. The
building footer has been partially poured, and the first two courses of
block are being installed. The project is on schedule and is closely
monitored. The staff is reviewing the project from a "value engineering"
standpoint in an effort to capitalize on any savings that might be available.
Village Hall — it is anticipated that the Village Council will review this
project in the near future. I have been in touch with Young Song of Song
& Associates regarding recent developments. She has indicated that her
firm is ready and looking forward to preparing the plans.
4) Village Staff
The Village has recently advertised for the position of Director of Parks &
Recreation, and I anticipate filling the position in February 2002. The part
time position in Community Development is presently being handled by a
personnel agency employee, until a permanent appointment is made. The
departments continue to operate efficiently.
5) The staff has been working to resolve outstanding issues with county and
state agencies. The process has taken longer than expected and delayed
the opening of our after school program. I have been informed by Gary
Preston that only minor issues remain and that we anticipate final approval
shortly.
6) Grant Development:
In our continuing effort to obtain alternate revenue funding for Village
projects, I have met with our grants coordinator, In Rem Solutions (letter
attached).
Additionally, meetings have been held with representatives from two state
lobbying firms (to review possible legislative appropriations).
As previously indicated, I believe this will be a difficult year to obtain
grants/legislative appropriations as a result of current economic
conditions.

7) Master Planning of the 2003 Water Franchise Agreement:
Discussions with our utility engineers, rate consultant and legal
department are ongoing. Agreements with Jupiter/Martin, Town of
Jupiter, Jupiter Island and Martin County are being evaluated.
As previously indicated, I hope to schedule a workshop to review these
matters with the Village Council in January.
8) Relationship Development:
An activity report for the first quarter will be provided in January.
9) Expansion of Water Plant and Customer Base:
This item has been previously reviewed with the anticipation of a January
workshop.

Victim reported a forgery when two of his personal checks were forged and cashed at Bank
Atlantic. Incident recorded by Sergeant James Pike.
October 31, 2001 (3:18 PM) Case 01000732 FRAUD
Victim's purse had been reported stolen in another jurisdiction. On this date, victim discovered
that a K-Mart credit card had been obtained in her name and sent to a Martin County address.

November 4, 2001 (3:28 AM) Case 01000744 STOLEN VEHICLE
Police recovered a 1995 Ford U-Haul truck reported stolen from Columbus, Georgia. Vehicle
had been abandoned in the parking lot of Tequesta Terrace, 400 US Hwy. 1. Recovery recorded
by Officer Dave Davis.
November 5, 2001 (1:58 PM) Case 01000746 FRAUD
An unidentified suspect used a fraudulent credit card to purchase $2600 in scuba gear from
Adventure Scuba, 150 US Hwy. 1. Incident recorded by Officer Dave Davis.
November 6, 2001 (9:19 AM) Case 01000747 BURGLARY, AUTO
A 1994 Dodge work van was reported burglarized at 221 Old Dixie Highway. Taken was a
Makita drill and charger value $200.00. Incident recorded by Sergeant John Irovando.
November 6, 2001 (10:34 AM) Case 01000748 CRIMINAL MISCHIEF
Victim reported finding several long, deep scratches in the paint on his Dodge Neon 4dr. Vehicle
was parked at 26 Oakleaf Court when the damage was done. Incident recorded by Sergeant John

November 13, 2001 (1215) Case 01000768 FRAUD
A 57 year old Tequesta resident reported being the victim of identity theft. Unidentified person(s)
had created several, various financial accounts in the victim's name. Incident recorded by

November 15, 2001 (9:19 AM) Case 01000774 THEFT
A pool pump valve was reported stolen from 11 Yacht Club Place. Value loss estimated at

November 18, 2001 (6:48 PM) Case 01000784 SHOPLIFTING
Christina Timmons, 27 of Leigh Rd. Tequesta, and Justin Austin, 18 of 11421 SE Doherty St.
Tequesta, were arrested for shoplifting after attempting to steal a bag of shrimp from Publix, 105

November 18, 2001 (9:04 PM) Case 01000785 BURGLARY, BUS.
A smash and grab occurred at Precision Surf& Skate, 181 US Hwy. 1. A cash register was taken
containing an undisclosed amount of currency. Incident recorded by Officer Joseph Petrick.

November 2, 2001 (8:31 PM) Case 01000739 DOMESTIC VIOLENCE
Lee Steinborg, W/F DOB 08-21-57 of 194 Golfview Drive, was arrested for domestic violence
and transported to the Palm Beach County jail. Incident recorded by Officer Keith Smolen.
November 2, 2001 (11:06 PM) Case 01000740 DOMESTIC VIOLENCE
Domestic argument occurred at 144 Gulfstream Drive. Both individuals were separated for the
night and no arrests were made. Incident recorded by Corporal Jeff Maxson.
November 17, 2001 (3:41 AM) Case 01000780 DOMESTIC VIOLENCE
Richard Jackson, 25 year old W/M of 825 Center St. Jupiter, was arrested for domestic violence
after assaulting the W/F victim in the parking lot of the Chevron Station, 215 US Hwy. 1.

October 29, 2001 (5:20 PM) Case 01000726 SEX OFFENDER
Donald Miller, 34 year old W/M, was arrested at the Cologne Motel, 220 US Hwy 1, where he
has been residing for the past month. Subject is a registered sex offender and was charged with
failing to notify police of his residency. Subject incarcerated in the Palm Beach County jail.

November 3, 2001 (1:07 AM) Case 01000741 DEPARTMENT ASSIST
Tequesta Officers assisted with apprehension of a burglary suspect at 136 Lighthouse Drive in the
Jupiter Inlet Colony. Suspect was turned over to the Jupiter Inlet Colony Police Department.

November 2, 2001 (12:30 AM) Case 01000736 DUI
Valerie Tarplee, 46 of 360 Fiesta Ave. Tequesta,was charged with DUI after her vehicle was
stopped at Tequesta Drive and Old Dixie Highway for driving erratically. Subject was
transported to the Palm Beach County jail. Incident recorded by Officer Joseph Petrick.
November 8, 2001 (8:45 PM) Case 01000754 DUI
A traffic stop for speeding in the 700 block of US Hwy. 1,resulted in the arrest of Gretchen
Dayton, 45 of 759 Tradewinds Drive,N.P.B. Subject was charged with DUI and turned over to
the Martin County Sheriff's Office. Incident recorded by Officer Keith Smolen.
November 10, 2001 (3:00 PM) Case 01000758 DUI
- Emillio Torres, 47 of 424 Cherry Road West Palm Beach, was stopped at Tequesta Drive and Old
Dixie Highway for reckless driving. Subject was charged with DUI and delivered to the Palm
Beach County jail. Arrest recorded by Officer Jason Turner.
November 11, 2001 (4:19 PM) Case 01000750 DRUG ARREST
A W/F was reportedly acting disoriented and disorderly at St. Jude Catholic Church in Tequesta.
Upon arrival,police arrested Karen Walsh, 47 of 801 Bannock Terrace P.B.G., for disorderly
intoxication, possession of marijuana and possession of drug paraphernalia. Incident recorded by

November 14, 2001 (10:26 AM) Case 01000771 WARRANT ARREST
Ronald G. Potter, 58 of 10815 N 164th Rd. Jupiter, was arrested at his place of business, 390
Tequesta Drive. Arrest was for an outstanding warrant for Armed Burglary. Subject incarcerated
in the Palm Beach County jail. Incident recorded by Officer Dave Davis.
November 14, 2001 (5:44 PM) Case 01000773 WARRANT ARREST
Marvin McClain, 30 year old B/M of 10302 Dixie Hwy. Hobe Sound, was arrested on an
outstanding warrant for Failure to Appear in Court. Subject incarcerated ion the Palm Beach
County jail. Incident recorded by Officer Jason Fleming.
November 16, 2001 (3:30 AM) Case 01000776 DUI
Three vehicles were seen driving recklessly on Old Dixie Hwy. All three vehicles were stopped
on County Line Road and one of the drivers was arrested for DUI. Arrested was Allen Carter, 22
years of age from 825 Center St. Jupiter. Subject incarcerated in the Palm Beach County jail.

November 16, 2001 (9:40 PM) Case 01000779 DRUG ARREST
Ashley Jacobetti, 21 year old W/F of 19981 Hibiscus Dr. Tequesta, was arrested for possession of
marijuana and issued several traffic citations after a traffic stop on Old Dixie Highway. Incident
recorded by Officer Shawn Miller.
November 18, 2001 (12:36 AM) Case 01000782 DUI
Kristine Walsh, 38 year old W/F of 150 Pineview Rd. Jupiter, was arrested for DUI after driving
through a red light at US 1 and Tequesta Drive. Incident recorded by Corporal Jeff Maxson.

November 4, 2001 (8:10 PM) Case 01000743 BAKER ACT
Police responded to 284 Village Blvd. on a reported domestic disturbance. Freddy S. Rich, W/M
DOB 12-08-58, was taken into custody under a Baker Act and transported to Jupiter Medical
Center. Incident recorded by Officer Keith Smolen.
November 10, 2001 (5:50 PM) Case 01000759 SUSPICIOUS POWDER
A 50 year old W/F Tequesta resident brought an envelope containing suspicious powder to the
Tequesta Police Department. The complainant had received the envelope in the mail and became
concerned when she discovered a small amount of brown powder on the envelope. Package was
delivered to the Miami office of the FBI for analysis. Incident recorded by Officer Keith Smolen.
November 10, 2001 (9:30 PM) Case 01000760 DISORDERLY CONDUCT
Two juveniles were seen placing a gallon jug, later found to contain urine, in the middle of the
roadway on Seabrook Road. Police were unable to locate the juveniles, but impounded the
bicycles they left behind, pending the investigation. Incident recorded by Sergeant Zed Albrecht.
November 15, 2001 (7:17 PM) Case 01000775 MISSING JUVENILE
A 10 year old boy was reported as a runaway from his home at 427 Cypress Dr. Tequesta. The
juvenile had last been seen at approximately 4:30 PM in the area of K-Mart, where he was
reportedly wearing a back pack and threatening to leave his home Police focused there
investigation in the wooded area along the FEC railroad tracks between County Line Road
and Village Boulevard The search operation included the Florida Special Response Team
utilizing search dogs and Tequesta Fire/Rescue personnel utilizing thermal imaging devices as
the wooded area was searched The juvenile was located hiding in the wooded area at
approximately midnight. Subject was turned over to his parents. Incident commander was
Sergeant James Pike.
November 18, 2001 (1:24 PM) Case 01000781 SEA RESCUE
In a dramatic rescue,Sergeant Pike rescued four individuals whose boat had been capsized in
heavy seas just outside the Jupiter Inlet. Marine 1, operated by Sergeant Pike, responded to a
flood of 911 calls reporting the emergency. Sergeant Pike, in 10 to 12 foot seas and under the
most dficult of situations, was able to pull all four victims aboard Marine 1. Conditions in
the Inlet were too treacherous to reenter,so Sergeant Pike transported the victims south to the
Palm beach Inlet where they were safely delivered
