TITLE
Discussion on Beach Road Association Request for Annexation Analysis
SUMMARY:
The Beach Road Association has requested the Village of Tequesta provide an analysis for
involuntary annexation on Beach Road, the area of Jupiter Island that is South of Martin County and
currently under Palm Beach County's jurisdiction. See Exhibit A - Village of Tequesta Annexation
Strategic Plan Analysis Area H.
To provide an analysis the following items will be performed:
-County Annexation Report – Attached Palm Springs
-County and Village Code Comparison
-Table Comparison of properties listed in Area H

County Annexation Report
Chapter 171.0413(6), F.S. provides for the involuntary annexation of property when the
annexed area does not have any registered electors. The area can be annexed when more than
50% of the parcels of land in the area proposed to be annexed consent to the annexation. Prior
to the annexation, a report shall be prepared that sets forth the provision of urban services in
the area and a map of the area. The report shall be filed with the Palm Beach County

(“County”) Board of County Commissioners at least fifteen (15) days prior to the Village of Tequesta
initiating any formal proceedings regarding the annexation. The following will be included:
Description of area to be Annexed
Character of area to be Annexed
Future Land Use and Zoning Designations
Inventory of Public Facilities and Services
o Roadways
o Drainage
o Potable Water and Sanitary Sewer
o Police
o Fire Protection and Emergency Medical Services
o Garbage and Public Works
o Planning and Zoning and Building Services
o Leisure Services
o General Government
County and Village Code Comparison
An analysis and summary will need to be completed highlighting the various differences in code
between the County and Village of Tequesta for the selected district.
Table Comparison of properties listed in Area H
A comparison table for each property owner in area H for their current taxes, fees, and assessments
in comparison to the if the Annexation occurred the taxes, fees and assessments would go to.

Dear Mayor Young and Manager Allen,
As you may know, the Beach Rd. Association (BRA) mission is to represent all the property owners
along Beach Rd. in helping to ensure that our neighborhood maintains a good quality of life. To this
end, we are always looking for initiatives that would assist in this effort and is the reason of our
reaching out to you.
We understand a bill has passed in the Florida Legislature that does not allow an intergovernmental
agreement for the Village of Tequesta (VOT) to take over Palm Beach County Police duties on Jupiter
Island. As you know, the bifurcated jurisdictions on Jupiter Island have significantly hampered
comprehensive and effective law enforcement in the areas in and around Coral Cove Park as well as
around the various Jupiter Island condominiums.
We have been advised that a study should be requested, performed by the Village of Tequesta
(“VOT”) to look at the possibility of annexing that area of Jupiter Island that is south of Martin
County and currently under Palm Beach County’s jurisdiction into the rest of Jupiter Island that is
already within the jurisdiction of the VOT.
We were advised that the study would look at what annexation impacts might mean for the Beach
Road Condos in terms of costs, taxation, police, fire and other public services. We understand the
study would be undertaken at VOT expense. Please let us know if our understandings are correct
and if they are, please consider this a request for VOT to embark on such a study. If you have any
questions or if there is something else we might need to do in moving this forward, please contact
