We talked about this survey at the last meeting, my apologies for the delay in sending it to you. Earlier this year,
the Village conducted a citizen survey with responses from 289 residents. There is relevant environmental
feedback throughout the survey, but especially on pages 19-31. Question Number 12 on page 23 asks what
environmental issues concern residents.

development and that makes the small town feeling disappear into another big city that people
move from and now it's so expensive to live here that it feels like only the wealthy can afford
tequesta. Maybe that's why all the big houses are being built on Riverside Dr though.

We DO NOT need to build anymore here. Please keep the Village cozy and quaint.
Commercial building needs to stop-only remodeling, if necessary. Please don't build on
Paradise Park, we love the activities that occur there such as Tequesta Fest, chilli cook off
etc. DO NOT turn this in to another sprawl like Boca. We now have to deal with the terrible fall
out from the US1 bridge closing for several years and the narrowing of US1 to add the bike
lane has just made it horrible traffic wise. I might add that no one uses the bike lane they all
use the sidewalk, so why was this done?

The problem is that kids and animals go running out from in between the parked cars and
sooner or later an unsuspecting driver on Point Drive could hit and kill someone. It is in the
best interest of VOT residents that the Banyan Tree be designated a no parking area.

Subject: HOW TO REACH CONSERVATIVES ON CLEAN ENERGY AND
CLIMATE CHANGE
Knowing that we are all working on various aspects of ways and means of
reducing greenhouse gases (GHG) and that Jill Wenta is working on a
communications plan that we think may include a survey of Tequesta residents
and a pamphlet that will be distributed one way or another, perhaps after the
survey is completed, I felt it might be timely for all members of the EAC to
understand the nature of what constitutes the Tequesta public at least in one
important regard, namely, voter registration. We need to all understand what
that means for us to consider when developing messaging to our citizens on
GHG and climate change to what amounts to a bastion of conservatism.
Conservatives are not a lost cause when it comes to protecting the environment.
They are very concerned with what goes on in their neck of the woods.
Conservatives want a cleaner, safer and healthier environment all around them
particularly for their loved ones. Let's see what the voter registration data tells
US.
As of October 2, 2023, Tequesta had the following voter statistics:

As you can see, in Tequesta every Democrat and every NPA when added
together is slightly less than the total number of Republicans. We can conclude
Tequesta is a conservative community. You don't have to have a degree in
political science to conclude that Tequesta is overrun with conservative voters.
What is important is what does this mean for the EAC and all messaging
undertaken in the public realm?
Consider the following:
=> Conservatives do not look favorably when someone or the government
tells them what to do.
=> Tone is important. Communications to conservatives, including
Republicans, tend to be better accepted when presented as an
opportunity as opposed to inciting fear.
=> Typical environmentalist jargon like "net zero" and "carbon emissions"
is so abstract that it turns many people off, not just conservatives.
=> Messaging that sets forth the goal of creating a "cleaner, safer,healthier"
environment often resonates better with conservatives when one likens
this to our everyday aim of preserving our own personal health. This
phrase beats words like "sustainability" by "a factor of two to one" in

terms of positive voter responses among Republicans according to a
well-known political campaign consultant.
=> Focusing more on the need to protect the planet for people's kids and
grandkids, rather than talking about nature or science in the abstract is
better accepted by conservatives.
=> Promote the use of the phrase "climate change" over the words "global
warming"because it sounds less dire. I actually avoid the use of"climate
change" and instead I will refer to "sea level rise" because that is
irrefutable and it has been going on for decades and many, many people
know this to be true. The use of wording like "Green Energy" is often
better than"climate change" and"global warming"if you can find a way
to use that term.
=> Remember what ICLEI told us, namely, the biggest reductions in GHG
come from steps to improve energy efficiency to reduce energy
consumption, while saving money too. Conservatives love to save
money!
=> Many, if not most, Americans believe in what is called "American
Exceptionalism." Suffice to say the rest of the world does not. However,
this myopic tendency has deluded many Americans into not caring at all
about the rest of the world. It's kind of like a modern form of American
isolationism that existed right before WWI and WWII. The point here is
that you will be pounding your head against the wall if you refer to world
environmental problems to try to bring people into the fold of
environmental consciousness. This is an overgeneralization, but most
Americans only care about what's staring them in the face. Therefore,
"global warming," is dead on arrival with many conservative audiences.
Keep things as local as possible like "drought in Northern Palm Beach
County," "wildfires in North County" or "heat waves in South Florida."
Keep things as local as possible to bring conservative people into the
conscious environmental family.

Subject: Steps Used by Palm Beach County to Kick Off their Climate Change Survey
I thought it might be useful to let you all see how Palm Beach County initiated their
Climate Change Survey through their Office of Resilience, the Director for which is
Megan Houston. By the way, Ms. Houston regularly speaks to groups such as the
EAC throughout Palm Beach County if you would like to schedule her to come and
speak to us in the future.
What you see below in numerical order is the sequence that looks like may have
been used by the Office of Resilience in the roll out of the Climate Change Survey.
First, they announced the availability of the survey in their September 2023
newsletter, which you all might want to consider signing up for to stay abreast of
current environmental happenings in our county. See number one (1) below and the
screenshot of that announcement in the OOR September newsletter.
Second, it appears that Palm Beach County is undertaking the work that is necessary
to develop a Vulnerability Assessment & Resilience Action Plan. It is very common

when undertaking such work, particularly in regard to a Resilience Action Plan, to find
out what the concerns of the citizens are. See number two (2) below.
Third, and last, is the Climate Change Survey itself. You might want to take this survey
since you are on the EAC. The link has been provided. This will give Jill Wenta and
others an example of format and questions to ask Tequesta residents in a VOT/EAC
environmental survey. See item number three (3) below.
