The program is informed by more than 15 years of work with local governments. In 2007, USGBC, ICLEI, and the Center for American Progress came together to create a green City Index. Launched at Greenbuild Chicago, this Clinton Global Initiative commitment brought together associations like the National League of Cities and National Association of Counties, as well as networks of sustainability directors and philanthropy. The partnership led to the development of the STAR Community Rating System, which has evolved to become a LEER rating ;system. In July 2023 , USGBC released e comprehensive update to the Existing Cities adaptation of b the rating system based on 71 extensive local government feedback and coordination with the LEECH Cities and Communities Working Group.
