BACKGROUND The Lighthouse ArtCenter has two locations within the Village of Tequesta. One building is in the Gallery Square North Plaza, and the other is at 395 Seabrook Road. The subject application is in regard to the Lighthouse ArtCenter facility located at 395 Seabrook Road, in the C-1 Neighborhood Commercial Zoning District.After its construction in 1973,the 4,341- square-foot building was owned by Jupiter Medical Center prior to being acquired by the Lighthouse ArtCenter. In June 2023,the Applicant submitted a request for a site plan modification to renovate the existing garage area to change various doors and modify the aesthetics. The renovation did not make changes to the existing footprint or height of the building. IV. STAFF ANALYSIS The applicant is requesting a site plan modification to construct 1,296 square feet open area and minor revisions to the existing site and landscape plans. The subject property includes three (3) classrooms with a maximum of eight (8) students per class. The classes are offered at three (3) different times of the day(9 am—12 pm, 1 pm—4 pm,6 pm—8 pm),which allows time for students to leave and let the next class arrive. 2 Page 6 of 168 Agenda Item # Since 1981, the subject property had an outdoor area designated for glazing and kilns. Over the years,the outdoor area has fallen into disrepair and requires a replacement. In August 2023, the Applicant received a demolition permit to remove the previous outdoor area. The Applicant proposed a 1,759 square foot structure to increase the square footage of the previous area. However,due to parking and code constraints,the Applicant has reduced the area to 1,296 square feet. Per the Applicant,the proposed outdoor area will include glazes and kilns to conduct their classes. However, per the Applicant's justification letter, students will only have access to the glazing and the kilns would be accessible only by Staff (see Applicant's justification letter). The site also includes an existing tiki hut,which is utilized by staff for leisure activities, breaks, and meals. The subject application will increase the existing building square footage by 1,296 square feet (outdoor area). The Applicant has provided floor plans, elevations, material specifications, and other associated drawings, to highlight the proposed modification. Please see the proposed elevations below. Per Code Sec. 78-705 (19), the required number of parking for art galleries/museums are "One space per four seats in rooms for public assembly or for each 200 square feet of gross floor area for use by the public, whichever is greater." Based on the proposed modifications, the subject property requires the following number of parking spaces. The Applicant has provided sheet SP-1.1 indicating the areas designated for the public and areas not for public use. See the below parking requirement breakdowns: • 3,200 sq.ft. (areas for public use)—per Code Sec. 78-705, 1 space is required per 200 sq.ft. of gross floor area for public use(16 parking spaces required) • 24 seats—per Code. Sec. 78-705,every four seats require 1 parking space(6 parking spaces required) With the proposed improvements, the Applicant does not need any additional parking since the existing parking exceeds the parking requirements. The subject application not impacting or changing the existing parking lot, which meets the Village Code requirement of 16 spaces. Signage The subject application is not including any signage to the subject property. BUILDING DEPARTMENT REVIEW The Village of Tequesta's Building Official, Mr. Jose Rodriguez, will further review the project once the Applicant submits construction drawings for permitting to the Building Department. TRAFFIC ENGINEERING REVIEW Please see the attached review letter from Mr.William Grieve, P.E.from McMahon Associates, Inc. SEWER, DRAINAGE,,AND WATER REVIEW Mr. David Cowan, P.E., Civil Engineering Consultant from Chen Moore and Associates, provided comments that have been addressed by the Applicant. Further review will be conducted at the time the Applicant submits construction drawings for permitting to the Fire Safety Department. LANDSCAPE REVIEW Please see the attached review letter from Mr. Hays Henderson, RLA, consulting landscape architect. VI. FINAL REMARKS This development application met the requirements set on Section 78-334 notice of hearing. The notice of hearing was advertised in the Palm Beach Post on November 6, 2023. Per Village Code Sec.22-53, review and final determination of the subject application will be made by the Village Council. Fire-Rescue has reviewed the revised submitted plans and found no problems with the proposal. The following comments were previously submitted and have all been noted by the architect: 1. Entire project shall be constructed in accordance with currently adopted edition of the Florida Fire Prevention Code (FFPC) NFPA 1 and NFPA 101, specifically Chapters 13: Existing Assembly and 43: Building Rehabilitation. 2. New equipment shall be UL Listed and 'installed in accordance with manufacturer's instructions,in accordance with NFPA 1 Fire Code. 3. Egress path from enclosed outdoor area shall remain unlocked during normal hours of operation. Egress shall comply with FFPC NFPA 1 Chapter 14 and NFPA 101 Chapters 7 and 13. 4. Interior finishes shall comply with FFPC NFPA 101 Chapters 10 and 13. (3) Color finishes and material examples and/or samples for all structures including roof,walls,trim, pavers, etc. 4 Page 24 of 168 Agenda Item # JUSTIFICATION STATEMENT Lighthouse ArtCenter 3D Studio 395 Seabrook Rd Tequesta, FL 33469 395 Seabrook is Lighthouse ArtCenter I s 3D studio for ceramics, sculpture, and glass. We have been operating classes in the garage; however, we can only utilize this garage space for classes 7-8 months of the year because it gets too hot. The first part of this project (which is now completed) was to remove the five garage doors and replace two of the front facing doors with impact resistance glass garage doors. The third front facing garage door is now a new door front. We invite you to stop by and see it. Since 1981, the glazing (outside) area has had a rubber type roof. It was supported by pipes and was connected to the garage. In 2016 and 2019, we sprayed additional rubber coating on this roof to extend its life. During the rainy season, the extent of the leaks became apparent. Due to the weather conditions, the structural metal frame that held up this rubber roof was deteriorating. The old rubber roof will be replaced with a metal roof and steel frame that is hurricane rated. The old, existing outdoor area houses the glazes and the kilns. Students only have access to the glazes. There are shelves for the students to place their work. Students glaze their pieces and place them on the shelf for firing. This drying process can take up to a week. Once pieces have dried completely, then the staff, and only the staff, load the kilns. Only staff have access to the kilns. The NEW outdoor area will continue to house the glazes and the kilns. The current garage area will become a new air-conditioned classroom and will have a storage area for the staff. The storage area within the classroom is for tools, appliances and other items used by the staff to run the classes and perform their duties. A maximum of eight students at any one time may be in the classroom. This garage will be air conditioned so that it can be utilized for classes year-round. The garage will also have new LED lighting. The existing tiki but is a break area for the staff. Staff use this space for outdoor storage and to meet with other staff members for talks, lunch, or dinner. After the renovation pis completed, we will have three classrooms. Each classroom holds a maximum of eight students. The pottery wheels and equipment for the classes take up a great deal of space. We offer classes from gam-noon, 1-4pm and 6-8pm. Mondays are our busiest days with two classes from gam to noon. Each class accommodates a M2XiMUM of eight students. On Tuesday, Wednesday, and Thursday, we offer either one class from gam- noon or one class from 1-4pm. Page 25 of 168 Agenda Item # On Fridays, we offer one or two classes with a maximum of eight people in the 6-8pm time slot. These two-hour classes on Friday night are called "Select Friday's "and are used to introduce people to Lighthouse ArtCenter. We offer our "Select Fridays" twice a month. This schedule is for the 4 months of high season (December through March). After high season, the offering of classes is cut in half as well as the student enrollment. We offer four-week and eight-week classes. Classes meet on the same day and time once a week. For example: every Monday for eight weeks from 9am-noon, up to eight people will take a wheel throwing class. On, Tuesday for eight weeks, we offer a hand building class from 1-4pm for up to eight people. In the summer, we offer two four-week classes in the months of June and July from gang-noon. We also offer two- and three- day workshops that occupy an entire classroom on those days from 9arn to 3pm. Up to eight people may take part in the workshop. When we have a workshop, no other classes are held. The public use area includes part of the three classrooms, except for the staff storage areas. The storage areas within the classrooms are for tools, appliances and other items used by the staff to run the classes and perform their duties. They are not for public use. The kiln area is for staff only. Our staff parks at 373 Tequesta Dr and walks to any of our three buildings. This leaves the parking lot at 395 Seabrook available for students. We have found that 25% of our students walk, bike, or carpool to class. We schedule our classes so that there is at least an hour between one class ending and the next beginning. This allows for the spaces in the parking lot to free up for the next group. INFORMATION ABOUT THE BUILDING 395 Seabrook Rd was built in 1973 and used as a small fire station or first aid center. In 1981 the building was gifted to North County First Aid Squad by Julie Mayer. In 1983, North County First Aid Squad changed their name to Jupiter Ambulance. In 1998, Jupiter Medical Center acquired Jupiter Ambulance but soon discovered they did not need this building as they were building a larger complex further south. In January 1998, Jupiter Medical Center leased this building to Lighthouse ArtCenter for $1.00/year for ten years plus two additional 5 years leases. In December 2018, Jupiter Medical Center gave us 90 days to buy the building from Jupiter Medical Center or vacate. With help from the community and Jason Newsted, we were able to raise the money and purchased the building in March 2019.
