Date: August 26, 1996 Re: Operation Cops-in-Shops The dangers associated with alcohol and minors has long been a concern of mine. Since implementing the "Juvenile First Offender" program, a significant number of cases that I have processed through "Youth Court" have been minors in possession of alcohol in vehicles. Sergeant Morrill recently returned from the Attorney General's annual drug and alcohol seminar update where he learned of a program in which minors were being apprehended for attempting to purchase alcohol at local convenience stores. The appeal of this program is that the intervention occurs prior to the minors getting into vehicles with the alcohol and thus potentially avoiding unnecessary deaths on the roadways. It was for this reason that I immediately supported Sgt. Morrill in his effort to initiate this program "Operation Cops-in-Shops" in the Village. To date, we have utilized the enforcement effort on two occasions. The first instance was at Starvin Marvins on 08-16-96 and the second was at Chevron on 08-23-96. On each occasion, Tequesta Reserve Officer Jeff Maxson has posed as a cashier in the store checking identifications on potential illegal purchases of alcohol. The efforts have. resulted in a total of one arrest for possession of alcohol by a minor. I am pleased and optimistic about the infrequency with which this violation has occurred in the Village, and I plan to continue this enforcement effort on a random basis.
