Bradford, Village Manager From: Joann Manganiello, Assistant to the Village Manager/Village C'ler19 Date: May 1, 1996 Subject: Village's Master Plan and Facility Enhancement Program Enclosed, please find Site Plans - Schemes A-1, A-2, B, C, D-1, D-2 - and related cost estimates prepared by Gee & Jenson architects relative to the Master Plan, per the direction of the Redevelopment Committee at their January 29, 1996,.Meeting which depict the following: • The renovation and/or demolition of the existing Tequesta Plaza property to a new Village Administration Facility and Public Safety Facility. • The conversion of the existing Fire-Rescue apparatus bay garage and the existing Village Hall Annex Building (by expansion) to a new Fire-Rescue Department Facility, and the conversion of the existing Village Hall to a new Police Department. • The demolition of some of the existing buildings on Bridge Road to provide for a stand alone Village Administration Facility. Bradford, Village Manager From: Joann Manganiello, Assistant to the Village Manager/Village Clerk Date: May 1, 1996 Subject: Appraisal of Village of Tequesta Properties: Village Hall Parcel and Parcel North of Village Green Park Enclosed, please find a proposal submitted by Anderson & Can, Inc., Appraisers • Realtors, West Palm Beach, Florida, to prepare a complete narrative appraisal report on the above referenced Village of Tequesta properties, as requested. As you know, the referenced properties are zoned C-1 Neighborhood Commercial District. The scope of the appraisal includes an appraisal of the properties as presently zoned, as well as, an appraisal of said properties zoned R-1 Single Family Dwelling District, i.e., provision of no more than 1 dwelling unit per any platted lot/density not to exceed five and four-tenths (5.4) dwelling units/gross acre based on a minimum eight thousand (8,000) foot lot size. This appraisal could prove helpful should the Village Council consider the sale of these Village properties in the event that the relocation of the Village Hall and the Police and Fire-Rescue Facilities to another site becomes a viable option per the Master Plan Facilities Enhancement Program. The cost of the appraisal report is $3,400. As an alternative, I have enclosed, for your information, an "in-house" appraisal of the value of the Village Hall Parcel and the Parcel North of Village Green Park (approximately 3.31 acres), as presently zoned, based on the Palm Beach County 1995 Property Tax Roll. An additional 20% has been added to the total assessed value to account for increased value of the land to date: Parcels zoned C-1 Neighborhood Commercial District: Total assessed value = $550,800 ($459,000 x.20 =$91,800+ $459,000 = $550,800) I have also provided a comparison of the parcels' total assessed value were they to be rezoned R-1 Single Family Dwelling District. Properties within the Tequesta Pines Subdivision (R-1 Single-Family Dwelling District) were used for comparison purposes (based on approximately 3.33 acres): Parcels zoned R-1 Single-Family District: Total assessed value = $612,480 ($510,400 x .20=$102,080+ $510,400 =$612,480) Rezoning of these parcels from C-1 to R-1 would realize an additional sale value of$61,680. It is my recommendation that the proposed Appraisal Report by Anderson& Carr, Inc., and staffs "in-house" appraisal be presented to the Redevelopment Committee at the May 6, 1996, Meeting for their consideration. The approximate time for completion of this assignment is three weeks from the receipt of your written authorization to proceed. The total fee for preparation of two copies of this report is $3,400. Extra copies will be$75.00 each. This report will be in narrative book form and in conformity with all report writing requirements of the Appraisal Institute. AGREEMENTS AND CONDITIONS 1. The appraisal report, to be furnished by appraiser/consultant, shall be addressed to client and shall comply with and be subject to the professional and ethical standards of all professional real estate and appraisal organizations of which the appraiser/consultant is a member. 2. If applicable, the appraiser/consultant acknowledges receipt of the retainer which will be credited against amounts due appraiser/consultant. The balance of compensation is to be paid by single payment available upon delivery of the report, or performance of assignment. If compensation is to be paid upon an hourly basis, appraiser/consultant shall keep accurate time records and furnish these to client upon request. 3. All statements for fees and expenses shall be due within ten days of the date invoiced. A late charge shall be imposed on balances unpaid thirty days after the date of any statement at the rate of 11/2 percent per month. Client shall also pay appraiser/consultant all reasonable costs incurred in collecting any and all amounts due hereunder, including court costs and reasonable attorney fees. 4. Client may at any time prior to the completion of appraiser/consultant's services, cancel this agreement by written notice to appraiser/consultant. In such event, client shall pay appraiser/consultant, on presentation of a statement based on daily professional charges,compensation for all services rendered to the date of cancellation. together with all costs incurred with said report prior to cancellation. 5. Two (2) copies of the report will be provided. If additional copies of the report are desired by client, the same shall be furnished on payment of$75.00 for each additional copy requested. 6. This agreement and report shall be subject to the appraiser/consultant's contingent limiting conditions which are attached and will also be included in the report. These limiting conditions are incorporated in these agreements.Facts may be discovered during performance of this assignment which cause the limiting conditions to be amended. Client should review limiting conditions thoroughly upon receipt of the completed appraisal reports. 7. Client assumes full and complete personal responsibility for payment of all fees charged in connection with this assignment.
