You responded by saying that the owner was only obligated to pay for the testing associated with specification section 02200 Earthwork. While there is another specification section 02201 for"Earthwork Buildings",the two sections are almost identical in every way. In fact, section 02200 makes several references to building related work(Refer to paragraphs 1.1A, 3.2.A.5, 3.3.A.1 and 3.5.C.1 as examples). We estimate that all testing for the project will run in the neighborhood of$4,000 to$5,000. Given the specification language and the fact that neither the owner nor contractor allowed for the cost of testing,we respectfully request that a change order be approved in the amount of One Thousand Five Hundred Dollars($1,500.00) (or approximately one third of the estimated cost).
