The Utilities Department monthly report for December is found below:
Stormwater
• El Portal—joint project with Public Works—includes road/sidewalk improvements
o Stormwater catch basins, swales, and sidewalks are almost all complete and sod is being placed
o Paving remains
o Mr. Wynn noted the patience and understanding of the residents that have been affected by the
construction and offers his many thanks

• FDEP Vulnerability Assessment Grant/ Project
o Applied for an additional $50,000 of funding from FDEP from the Resilient Florida grant program
to fill data gaps
o Current status is: working on sensitivity analysis but data gaps may impede completion right
now; also working on identifying focus areas
• Dover Ditch—Shared Project with Town of Jupiter
o Agreement received from FDEP and is on agenda for approval
o CMA still working on final design and permitting with the CORPS permit the mission critical
milestone
Water
• Water Treatment Plant Projects -projects are in ongoing stages for the water treatment plant
o SCADA modifications—second contract for critical radio communication concerns raised an
emergent need to replace our radio communication system since existing radios keep failing and
cannot be repaired; existing 900 MHz system needs to be upgraded to a 200 MHz system as
soon as possible; replacement request is on this agenda
o Membrane replacement design for train#2—Dover Engineering—design specs complete for
train#2, will use design for train#1; Dover Engineering has provided draft scope for providing
installation specs and bid assistance since the original membranes/sizes are no longer available
and we cannot install new membranes
o Unregulated contaminant monitoring rule (UCMR) sampling at wells have been conducted and
results were found to be contaminated; sampling of surficial aquifer wells and point of entry
sample completed December V and upper Floridan aquifer well sampling scheduled for
December 81h
o Water Treatment Improvements—received plant internal hydraulic model for sizing the high
service pumps; received 90% design plans and specs for review by the Village;will schedule
review meeting in January; final plans and specs anticipated by March
• Water Main Projects
o WM#1 —Tequesta Dr. and Country Club Dr.
• Anticipate full notice to proceed (NTP)to B&B Construction on January 8, 2024 (material
delays until December 15-20th delayed the NTP)
• Pre-construction submittals and Village permits complete
• Letters to residents to be sent in December in anticipation of January NTP and in the water
bills
• Signage to be staged near the construction site

o WM#2 Beach Rd Phase 2
• "Request for Inclusion" submittal to FDEP goes before the committee at the February
meeting—Palm Beach County permit was not complete by the November meeting, per
Kimley Horn/Holtz
• Design complete with meter and bypass modifications by Kimley-Horn
• KH's updated engineer's opinion of probable cost-$4.1M (May estimate was$3M)
• Bid can move forward once final permit from PBC is received, anticipate January bid date
Miscellaneous
• Department-wide "Happy New (Fiscal!)Year!" meeting held in November with interactive
activities, refreshments, and Mr. Craig made chili for the team; team shared what was
accomplished in FY23 and what was planned for FY24
• The new chair of the state section of the American Water Works Association was "pinned"
on November 291n
