The proposed public parks project is located in the Recreation/Open Space (R/OP) Zoning District. The project is located at 483 Seabrook Road, Tequesta, FI 33469 SUMMARY: 2022, the Village adopted the Parks Master Plan. The Master Plan proposed a three-phased approach for the construction of Remembrance Park. The Village hired Kimley-Horn and Associates to design Phase 1 of the park in 2023. In August 2023, the Village Council approved a special exception for Phase 1 of the project. The special exception was necessary because the Village's Recreation/Open Space Zoning District requires one for any project within the district. The proposed site plan has been reviewed by the Village's Development Review Committee (DRC), with no outstanding issues remaining. Following DRC review, the Planning and Zoning Board recommended approval of the project by a vote of 5-0 with conditions at their November 16, 2023, meeting. The recommended conditions were to add a flagpole/plaza, more historical signage, work with the EAC on butterfly garden plantings and other native species, and move the Little Free Library to the park. After the recommendations from the Planning and Zoning Board, the site plan was adjusted to note the location of six historical signs, the Little Free Library, and a plaza with a flagpole and memorial plaque. BACKGROUND In December 2010,The Village of Tequesta purchased the subject property with the intention to dedicate the site to a neighborhood park. In 2021, the Village of Tequesta began an initiative to create a Village-wide Parks Master Plan. The purpose was to create a Master Plan based on community input. An intensive proactive public participation process was organized by the project team. From October 2021 through April 2022, the Village conducted the following community participation processes: • Community survey (249 responses); • 20 interviews with residents, 4 kiosks at village events; • 7 design open houses; Department of Community Development pg. 2 Agenda Item #20. • 5 public meetings; • Conceptual drawings exhibit and surveys at Village Hall Lobby and; • Social media outreach with continuous posting information on the village website. One of the major outcomes of the Parks Master Plan was the creation of a conceptual site plan for Remembrance Park. The Village has funding for Phase 1 of the project and has hired Kimley- Horn and Associates to design and permit Phase 1 of the park. In August 2023, the Village Council granted approval of a special exception use for Phase 1 of the park. A special exception was necessary because the Village's Recreation/Open Space (R/OP) Zoning District requires one for any project within the district. The Applicant is now requesting Site Plan Approval for a 76,565 sf"Neighborhood and Community Public Recreational Facilities" (passive park) within the Recreation/Open Space (R/OP) Zoning District. The subject property is located at 483 Seabrook Road,Tequesta, Florida, 33469. 5. ZONING REVIEW Required by Code Proposed Comments SEC 78-403(A) Adjacent to residential areas there Continuous Hedge In compliance shall be planted a living hedge not more than six feet from the residential property line. SEC 78-404 One canopy tree shall be provided for 49 Trees In compliance each 30 linear feet of such landscaped area. SEC 78-406(B) A minimum of one tree is required 4 Trees In compliance in all parking islands. Landscape There will be a black vinyl chain link fence surrounding the property that will be closed and locked routinely by parks and recreation staff. A continuous hedge is being provided where the property abuts residential properties. This hedge is comprised of 418 Clusia shrubs. In addition to the Clusia, 352 native shrubs and 584 native groundcover plants will be planted throughout the park. A variety of shade trees are being provided; notably 16 Southern Live Oak, 10 Wild Department of Community Development pg. 3 Agenda Item #20. Tamarind, 12 Pigeon Plum, 8 Gumbo Limbo, and 7 Orange Geiger trees. In total, 80 trees are proposed. Lighting This plan provides two types of outdoor lighting fixtures that are powered by solar energy. Both the Solar parking lot lights and the solar bollard lights will come with a black finish. Signage Three types of signs are designated on this plan, a park entrance sign, three educational signs and one park rules sign. The park sign and the park rules sign will be placed by the entrance of the park near the parking. The educational signs will be placed throughout the park along native species and unique features. Other Park Features There are other typical park features such as benches, waste receptacles, drinking fountain and a gazebo-styled pavilion to enhance the park experience. 6. SITE PLAN The Parks Master Plan includes a three phased conceptual site plan for Remembrance Park. Phase 1 includes the main area fronting Seabrook Road; Phase 2 will incorporate the retention area fronting Riverside Drive. This will allow for connectivity to a Park for residents that live near and along Riverside Drive; and, Phase 3 will allow for beautification of the retention area located to the North. Figure 2: Proposed Site Plan-Remembrance Park Phase 1 As can be seen in Figure 2, the proposed site plan is largely consistent with the conceptual site plan. The general layout is very similar to the extent feasible and includes many of the features in the Master Plan, such as a butterfly garden, historical signage, bike racks, native landscaping, perimeter fencing and landscape buffers. DEVELOPMENT REVIEW The Development Review Committee (DRC) reviewed the subject application for compliance with Village Code, State, and Federal applicable regulations. The DRC includes Community Development, Law Enforcement, Landscaping, Building, Fire Safety, the Water Department, Civil, and Traffic Engineering. After three submittals, the Applicant has addressed any concerns from the DRC. 9. FINAL REMARKS This development application met the requirements set on Section 78-334 notice of hearing. The notice of hearing was advertised in the Palm Beach Post on December 4, 2023. The Planning and Zoning Board recommended approval with conditions of the site plan by a vote of 5-0 at the November 16, 2023 meeting. The recommended conditions are: to add a flagpole/plaza, more historical signage, work with the EAC on butterfly garden plantings and other native species, and move the Little Free Library to the park. Kimley>>>Horn Drainage Statement September 8, 2023 SUBJECT: Tequesta Remembrance Park 483 Seabrook Road, Tequesta, FL KHA File No. 040097042 PROJECT AREA: 1.758 acres INTRODUCTION: This analysis is intended to provide a summary of the pre-and post-conditions related to the proposed site development of a vacant site, located off Seabrook Rd in the Village of Tequesta. The proposed development consists of a public park and associated infrastructure. A pre-development vs. post- development analysis for water quality was performed to determine the need for additional water quality storage and treatment. Please see Appendix A for the Location Map of the Site. EXISTING CONDITIONS: The site currently has no permit active and is located off Seabrook Rd in the Village of Tequesta. The 1.758-acre parcel is vacant and cleared. There are various existing concrete pads and blocks on the property. The parcel currently retains the majority of water on site, by percolating through the permeable existing sandy soil. All runoff for the current driveway and right-of-way is conveyed into an existing swale, running along the West side of Seabrook Rd. PROPOSED CONDITIONS: The post development will consist of 402 SF of Gazebo space, 6 parking stalls and approximately 10,OOOSF of aggregate sidewalk walkway. A summary of the Pre-Development and Post-development land use for the proposed project is below: Parameter Conceptual ac. Post Development ac. The Village of Tequesta Stormwater Management Practices Manual states the 25 Year—24 Hour storm event shall be used as the basis of estimating the availibity of capacity and demand generated by a proposed development project. The proposed stormwater system provides adequate storage to retain the 25 Year—24 Hour Storm Event, with a max stage of 5.22'. The lowest boundary elevation on site is 6.25', thus the required 95% stormwater runoff retention rate for the 25 Year—24 Hour storm event is maintained. The proposed peak discharge rate for the design storm will be a reduction from the existing condition. The required 0.59 AC-FT of treatment, required from Nutrient Loading calculations, will be provided by the addition of exfiltration trench in the proposed stormwater management treatment system. The proposed treatment will result in a net improvement in nutrient loads. The 100 year — 72 hour storm event is intended to outfall from the Northwest corner of the site and follow the field observed flow path to the dry retention pond Northwest of the site. CONCLUSION: The proposed increase in impervious area is being mitigated by the addition of a Stormwater system including Exfiltration Trench, which allows for water quality and water quantity requirements to be met by both SFWMD and the Village of Tequesta. The Village of Tequesta Stormwater Management Practices Manual adopted 25 Year—24 Hour storm event is retained on site. The proposed stormwater system will maintain the 95%runoff retention rate set by the 25 Year—24 Hour storm event,as indicated in the Village of Tequesta Stormwater Management Practices Manual.
