CALL TO ORDER AND ROLL CALL The Tequesta Community Appearance Board held a meeting in the Village Council Chambers at 357 Tequesta Drive, Tequesta, Florida, on Wednesday, September 9, 1998. The meeting was called to order at 9 : 30 A.M. by Chair Leslie Cook. Boardmembers present were Chair Leslie Cook, Vice Chair Vic Strahan, Claudette Dalack, and Molly McCormick. Also in attendance was Planner Michelle Falasz sitting in for Scott D. Ladd, Clerk of the Board. II. APPROVAL OF AGENDA Chair Cook announced that the agenda was approved. III. COMMUNICATIONS FROM CITIZENS There were no communications from citizens. IV. APPROVAL OF PREVIOUS MEETING MINUTES Chair Cook announced that the minutes of the July 15, 1998 meeting were approved as amended by adding the word "not" in the last line on page 2. An application from Emily O'Mahoney, O'Mahoney Design Group, as agent for owner, for review of landscape plans for Ordinance #377 compliance for The Jib Club Condo, 50 Beach Road, Tequesta. Emily O'Mahoney, representative for the applicant, explained that the six applications on this agenda comprised the final group of condominiums on the beach for Ordinance 377 compliance. Ms. O'Mahoney described the site and reviewed the following requested landscape waivers: North property line: 8 trees required - 6 provided/utility conflicts 10 ' landscape buffer required 7-9 ' provided West property line: 5 ' landscape buffer required - 0 provided East property line: 10 ' landscape buffer required - 6 ' provided for 60 ' Interior parking: 1 island & tree per 10 spaces - 0 provided for 11 spaces (ix) 1 terminal island tree required - 0 provided (2x) /visibility & utility conflicts Landscape requirements: 3 palms = 1 shade tree - 1 cabbage palm provided (8x) ; 1 Washingtonia provided (3x) Additional Requirements: 50% minimum shade trees to palm clusters - 35% provided 40 parking spaces required for 20 units - 41 parking spaces provided COMMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 1998 Page 3 Ms. O'Mahoney explained that the landscaping at the condominiums along the beach typically had more palms than other properties in the Village, and that the Jib Club did meet native requirements. During ensuing discussion, Vice Chair Strahan inquired whether the pittosporum in the landscape island where two hydrants were located might be replaced with ligustrum. Ms. O'Mahoney responded that this was a small space and that she preferred not to replace the existing planting with anything whose roots might interfere with the piping for the hydrants. vice Chair Strahan made a motion to approve the application from The Jib Club Condo, 50 Beach Road, Tequesta, as submitted. Boardmember McCormick seconded the motion. The vote on the motion was: Leslie Cook - for Vic Strahan - for Claudette Dalack - for Molly McCormick - for The motion was therefore passed and adopted. 2. An application from Emily O'Mahoney, O'Mahoney Design Group, as agent for owner, for review of landscape plans for Ordinance #377 compliance for Ocean Towers South Condo, 100 Beach Road, Tequesta. Emily O'Mahoney, representative for the applicant, described the site and reviewed the following requested landscape waivers: South property line: 5 landscape buffer required - 0 ' provided/access easement 5 trees required - 0 provided/large existing oleander hedge in right-of-way COMMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 1998 Page 4 Interior parking: 1 island & tree per 10 spaces - 0 provided for 25 spaces 1 terminal island tree required - 0 provided (2x) Landscape requirements: 3 palms = 1 shade tree - 1 coconut palm provided (5x) (3x) Additional Requirements: 60% minimum native plant material required - 46% trees/10* shrubs provided 50% minimum shade trees to palm clusters - 43% provided 84 parking spaces required for 42 units - 79 parking spaces provided Ms. O'Mahoney explained that the property was well maintained, and that the applicant had agreed to replace Brazilian pepper trees which had been creating a nice canopy with three green buttonwoods, a native tree. Additional Noronhia trees were to be placed along the north property line. Vice Chair Strahan commented that he believed the additional trees had already been installed. M. Q'Mahoney explained that coconut trees were used because they had been proven to withstand the wind tunnel effect created between the condominiums. The parking area was not visible from Beach Road. A special request was made by the applicant within the application documents that due to the cost of Brazilian pepper tree removal, a one year grace period was requested to accomplish this aspect only of the proposed planting plan. Boardmember Dalack made a motion to approve the application from Ocean Towers South Condo, 100 Beach Road, Tequesta, as submitted. Boardmember McCormick seconded the motion. Planner Michelle Falasz questioned whether the motion was intended to include the special request, to which the maker of the motion responded affirmatively. 3. An application from Emily O'Mahoney, O'Mahoney Design Group, as agent for owner, for review of landscape plans for Ordinance #377 compliance for The Regency Condo, 250 Beach Road, Tequesta. Emily O'Mahoney, representative for the applicant, described the site, discussed the advantages of green buttonwood trees, and reported that there was a very old and large National Champion green buttonwood growing on Palm Beach which was now being cloned. The danger presented by Norfolk pines during storms was discussed. Ms. O'Mahoney reviewed the following requested landscape waivers: North property line: 5 ' landscape buffer required - 2-10 ' buffer provided West property line: 11 trees required - 10 provided South property line: 5 ' landscape buffer required - 1' buffer provided Interior parking: 1 terminal island tree required - 0 provided (2x) /space -constraints COMMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 1998 Page 6 Landscape requirements: 3 palms = 1 shade tree - 1-2 cabbage palms provided (3x) ; 1 coconut provided (10x) Additional Requirements: 60% minimum native plant material required - 25% trees/10% shrubs provided 501 minimum shade trees to palm clusters - 35% provided 80 parking spaces required for 40 units - 59 parking spaces provided Ms. O'Mahoney noted that the applicant had made a special request for a one year grace period to accomplish removal of the Norfolk Island pine. Ms. O'Mahoney explained that the site had very little room for parking or additional landscaping. Chair Cook suggested more dramatic plant materials at the entrance; however, Ms. O'Mahoney explained that there were overhead wires and a swale area in the way. Planting within the right-of-way areas was discussed. Ms. O'Mahoney suggested that the Community Appearance Board put together their ideas for landscaping in the rights-of-way and present them to the Village Council, so that the Village Council might ask the Beach Road Association to be supportive of planting in the right-of- way. The Beach Road Association could then work with FDOT and acquire a grant for this project. The Eastward Ho! project was discussed, which would provide State funds for U.S. One corridor improvements. Boardmember McCormick made a motion to approve the application from The Regency Condo, 250 Beach Road, Tequesta, as submitted, including the special request. Vice Chair Strahan seconded the motion. An application from Emily O'Mahoney, O'Mahoney Design Group, as agent for owner, for review of landscape plans for Ordinance #377 compliance for Island House S.E. Condo, 300 Beach Road, Tequesta. Emily O'Mahoney, representative for the applicant, described the site and explained that this property had been repaved and the buildings improved, and landscaping had been added along Beach Road. Along the common boundary shared with the Regency condominium, each would provide the hedge. Ms. O'Mahoney reviewed the following requested landscape waivers: North property line: 5 ' landscape buffer required - 3-1/2 ' provided 5 trees required - 0 provided but hedge is large West property line: 10 ' landscape buffer required - 0 provided in front of car wash; buffer planting provided in right-of-way Interior parking: 1 island tree required - 0 provided (2x) 3 driveway trees required - 1 provided but mature hedge and retaining wall exist Landscape requirements: 3 palms = 1 shade tree - 1 coconut provided (8x) ; 1. cabbage palm provided (5x) Additional Requirements: CObMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 1998 Page 8 60% minimum native plant material required - 8% trees/21% shrubs provided 50% minimum shade trees to palm clusters - 26* provided 4' building landscape buffer - 0 ' provided/parking under building on south and north 54 parking spaces required for 27 units - 51 parking spaces provided Vice Chair Strahan commented it would be nice to have plantings in the right-of-way. . Boardmember Dalack made a motion to approve the application from Island House Southeast, 250 Beach Road, Tequesta, as submitted. Vice Chair Strahan seconded the motion. The vote on the motion was: Leslie Cook - for Vic Strahan - for Claudette Dalack - for Molly McCormick - for The motion was therefore passed and adopted. 5. An application from Emily O'Mahoney, O'Mahoney Design Group, as agent for owner, for review of landscape plans for Ordinance #377 compliance for Blowing Rocks Condo, 1500 Beach Road, Tequesta. Emily O'Mahoney, representative for the applicant, explained that Blowing Rocks condo was on a very narrow site and that they were in the process of making major repairs to the building. Bill Swain, representative for the condo, stated the building was 32 years old. Ms. O'Mahoney explained that this property shared parking with the adjacent P.I.M.E. Missionary site. Trees would be planted on the P.I .M.E. Missionary property so that the hedge on the Blowing Rocks property could remain, and both properties would benefit. Norfolk pine trees within COMMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 1998 Page 9 Coral Cove Park, adjacent to the south property line, were discussed. Mr. Swain' explained the condominium association had approached the park about removing them since they would fall onto the building in the event they were uprooted in a storm, with no results. Mr. Swain questioned whether the Village could ask the County to remove the trees, but explained that the property would be sold before too much longer. It was reported that the applicant planned to build an enclosure around the area. An application from Emily O'Mahoney, O'Mahoney Design Group, as agent for owner, for review of landscape plans for Ordinance #377 compliance for P.I.M.E. Missionary, 1550 Beach Road, Tequesta. Emily O'Mahoney, representative for the applicant, described the site and explained that this property was a priest retirement facility. Ms. O'Mahoney reviewed the following requested landscape waivers, and explained that this site bordered Coral Cove Park: North property line: 5 ' landscape buffer required - 0 ' -5' provided 6 trees required - 1 provided/tall seagrape on park property South property line: 5 ' landscape buffer required - 3-1/2 ' -5 ' provided Interior parking: 1 island terminal/median tree required - 0 provided (5x) Landscape requirements: 3 palms = 1 shade tree - 1-2 cabbage palms provided (2x) ; 1 coconut provided (10x) 0 COMMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 1998 Page 11 Additional Requirements: 60% minimum native plant material required - 57% trees/20% shrubs provided 50% minimum shade trees to palm clusters - 42% provided 8-10 parking spaces required for 1 units with 4-5 bedrooms - 9 parking spaces provided M. O'Mahoney explained that there were only two residents living in the condominium, and it was a very quiet place. M. O'Mahoney commented the landscape plan had been done from a survey of the property. Boardmember Dalack made a motion to approve the application from P.I.M.E. Missionary, 1550 Beach Road, Tequesta, as submitted. Boardmember McCormick seconded the motion. The vote on the motion was: Leslie Cook - for Vic Strahan - for Claudette Dalack - for Molly McCormick - for The motion was therefore passed and adopted. The members of the Board commended M. O'Mahoney for the good job she had done in tying the landscaping for all the condos together. VI. UNFINISHED BUSINESS There was no unfinished business to come before the Board. VII. Chair Cook expressed concern that rocks had been dumped around trees during work on the drainage project on Tequesta Drive from Riverside to Seabrook Road. A comment was made that any landscaping that died would be replaced. Chair Cook inquired whether plants that were dead before the project started would also be replaced, and was advised to contact Director of Public Works and Recreation Gary Preston. The contract for this project was discussed. It was reported that the project was 80% funded from grants. Chair Cook expressed concern that larger pipes would dump more dirty water into the river. Planner Falasz explained that the water would be cleaner by the time it got to the river. Chair Cook questioned what was happening with landscaping at Tequesta Plaza. Planner Falasz had no information and suggested Chair Cook contact Village Manager Bradford or Village Clerk Manganiello; and explained that Joanne Burnsed could provide information on compliance with ordinance 377 . Chair Cook commented she thought it was unconscionable that Tequesta Plaza had not been required to do any landscaping when everyone else in the Village had been required to do so, and expressed her opinion that they should at least put up a hedge. Hattie Siegel, who was present in the audience, explained that The Beacon published updates regarding Tequesta Plaza, and according to a recent article had reported the building was going to be torn down and that they would rebuild. Planner Falasz reported that updates also appeared in the Village newsletter, Smoke Signals.
