Tom, attached are 18 packets and plans for each of the above subject projects which
were reviewed by the Community Appearance Board on September 9, 1998. Emily
O'Mahoney, O'Mahoney Design Group, is the landscape architect and agent for all of
the applicants.
The Board reviewed the landscape plans and the requested waivers and expressed the
following concerns as follows:
1. JIB CLUB CONDO, 50 BEACH ROAD
O The Board was advised that the applicant was requesting 6 waivers due to
existing conditions on the property.
O The Board was advised that this was a 20 unit condominium and the site
provided for 41 parking spaces with 40 spaces required by code.
O The Board was advised that the landscaping at the condominiums along the
beach typically had more palms than other properties in the Village which
was why they did not meet the native requirement.
O The Board discussed replacing the existing pittosporum in the landscape
island where the two hydrants were located with ligustrum and were advised
that they preferred not to plant anything whose roots might interfere with the
hydrant piping.
Motion to approve the proposed landscaping and waivers as submitted.
Vote on the motion: 4-0 to approve.

Beach Road Condos
2. OCEAN TOWERS SOUTH CONDO, 100 BEACH ROAD •
O The Board was advised that the applicant was requesting 4 waivers due to
existing conditions on the property.
O The Board was advised that this was a 42 unit condominium and the site
provided for 79 parking spaces with 84 spaces required by code.
O The Board was advised that the applicant had agreed to replace Brazilian
pepper trees with three green buttonwoods, a native tree, with a request that
a one year grace period be given to accomplish this aspect of the proposed
planting.
O The Board was advised that 5 Noronhia trees were to be planted along the
north property line. (These have already been planted.)
Motion to approve the proposed landscaping and waivers as submitted and including
the special request for a one year grace period on the Brazilian pepper tree removal.
Vote on the motion: 4-0 to approve.
3. THE REGENCY CONDO, 250 BEACH ROAD
O The Board was advised that the applicant was requesting 6 waivers due to
existing conditions on the property.
O The Board was advised that this was a 40 unit condominium and the site
provided for 59 parking spaces with 80 spaces required by code.
O The Board was advised that the applicant had made a special request for a
one year grace period to accomplish removal of the Norfolk Island pine (3
trees).
O The Board discussed planting more dramatic plant materials at the entrance
and were advised that there were overhead lines and a swale area in the
way.
O The Board discussed planting within the right-of-way areas and it was
suggested that the CAB, Village Council and Beach Road Association work
together with FDOT in seeking a grant for this project.

the special request to the one year grace period on the Norfolk Island pine removal.

4. ISLAND HOUSE S.E. CONDO, 300 BEACH ROAD
O The Board was advised that the applicant was requesting 5 waivers due to
existing conditions on the property.
O The Board was advised that this was a 27 unit condominium and the site
provided for 51 parking spaces with 54 spaces required by code.
O The Board was advised that this property had been repaved, the buildings
improved, and landscaping had been added along Beach Road. IHSE would
provide 1/2 the hedge along the common boundary shared with the Regency
Condo.
Motion to approve the proposed landscaping and waivers as submitted.
Vote on the motion: 4-0 to approve.
5. BLOWING ROCKS CONDO, 1500 BEACH ROAD
O The Board was advised that the applicant was requesting 5 waivers due to
existing conditions on the property which was a very narrow site.
O The Board was advised that this was a 10 unit condominium and the site
provided for 16 parking spaces with 20 spaces required by code.
O The Board was advised that this property shared parking with the adjacent
P.I.M.E. Missionary site and that there was an existing Australian pine hedge
between these properties. Trees would be planted on the P.I.M.E.
Missionary property so that the hedge on the Blowing Rocks property could
remain.
O Norfolk pine trees within Coral Cove Park, adjacent to the south property line,
were discussed and the Board was advised that the Condo Association had
approached the park about removing them, with no results.
Motion to approve the proposed landscaping and waivers as submitted.
Vote on the motion: 4-0 to approve.

6. P.I.M.E. MISSIONARY, 1550 BEACH ROAD
o The Board was advised that the applicant was requesting 5 waivers due to
existing conditions on the property.
The Board was advised that this was a priest retirement facility with 4-5
bedrooms which would require 8-10 parking spaces by code, with 9 spaces
provided.
Motion to approve the proposed landscaping and waivers as submitted.
Vote on the motion: 4-0 to approve.
Staff Comments: Staff recommends approval of these applications. These are the last
of the Beach Road properties being reviewed for Ordinance 377 compliance.

V. NEW BUSINESS •
1. An application from Emily O'Mahoney, O'Mahoney Design
Group, as agent for owner, for review of landscape plans
for Ordinance 8377 compliance for The Jib Club Condo, 50
Beach Road, Tequesta.
Emily O'Mahoney, representative for the applicant,
explained that the six applications on this agenda
comprised the final group of condominiums on the beach
for Ordinance 377 compliance. Ms. O'Mahoney described
the site and reviewed the following requested landscape
waivers:
North property line:
8 trees required - 6 provided/utility conflicts
10 ' landscape buffer required - 7-9 ' provided
West property line:
5 ' landscape buffer required - 0 provided
East property line:
10 ' landscape buffer required - 6 ' provided for 60 '

Ms. O'Mahoney explained that the landscaping at the
condominiums along the beach typically had more palms
than other properties in the Village, and that the Jib
Club did meet native requirements. During ensuing
discussion, Vice Chair Strahan inquired whether the
pittosporum in the landscape island where two hydrants
were located might be replaced with ligustrum. Ms.
O'Mahoney responded that this was a small space and that
she preferred not to replace the existing planting with
anything whose roots might interfere with the piping for
the hydrants.
Vice Chair Strahan made a motion to approve the
application from The Jib Club Condo, 50 Beach Road,
Tequesta, as submitted. Boardmember McCormick seconded
the motion. The vote on the motion was:

described the site and reviewed the following requested

Ms . O'Mahoney explained that the property was well
maintained, and that the applicant had agreed to replace
Brazilian pepper trees which had been creating a nice
canopy with three green buttonwoods, a native tree.
Additional Noronhia trees were to be placed along the
north property line. Vice Chair Strahan commented that
he believed the additional trees had already been
installed. Ms. O'Mahoney explained that coconut trees
were used because they had been proven to withstand the
wind tunnel effect created between the condominiums. The
parking area was not visible from Beach Road.
A special request was made by the applicant within the
application documents that due to the cost of Brazilian
pepper tree removal, a one year grace period was
requested to accomplish this aspect only of the proposed
planting plan.
Boardmember Dalack made a motion to approve the
application from Ocean Towers South Condo, 100 Beach
Road, Tequesta, as submitted. Boardmember McCormick
seconded the motion. The vote on the motion was:

Planner Michelle Palasz questioned whether the motion was
intended to include the special request, to which the
maker of the motion responded affirmatively.
3. An application from► wily O'Xahoney, O'Mahoney Design
Group, as agent for owner, for review of landscape plans
for Ordinance *377 compliance for The Regency Condo, 250
Beach Road, Tequesta.
Emily O'Mahoney, representative for the applicant,
described the site, discussed the advantages of green
buttonwood trees, and reported that there was a very old
and large National Champion green buttonwood growing on
Palm Beach which was now being cloned. The danger
presented by Norfolk pines during storms was discussed.
Ms. O'Mahoney reviewed the following requested landscape .

Ms. O'Mahoney rioted that the applicant had made a special
request for a one year grace period to accomplish removal
of the Norfolk Island pine.
Ms. O'Mahoney explained that the site had very little
room for parking or additional landscaping. Chair Cook
suggested more dramatic plant materials at the entrance;
however, Ms. O'Mahoney explained that there were overhead
wires and a swale area in the way.
Planting within the right-of-way areas was discussed.
Ms. O'Mahoney suggested that the Community Appearance
Board put together their ideas for landscaping in the
rights-of-way and present them to the Village Council, so
that the Village Council might ask the Beach Road
Association to be supportive of planting in the right-of-
way. The Beach Road Association could then work with
FDOT and acquire a grant for this project. The Eastward
Ho! project was discussed, which would provide State
funds for U.S. One corridor improvements.
Boardmember McCormick made a motion to approve the
application from The Regency Condo, 250 Beach Road,
Tequesta, as submitted, including the special request.
Vice Chair Strahan seconded the motion. The vote on the

described the site and explained that this property had
been repaved and the buildings improved, and landscaping
had been added along Beach Road. Along the common
boundary shared with the Regency condominium, each would
provide the hedge. Ms. O'Mahoney reviewed the
following requested landscape waivers:

5. An application from Emily O'Mahoney, O'Mahoney Design
Group, as agent for owner, for review of landscape plane
for Ordinance' 8377 compliance for Blowing Rocks Condo,
1500 Beach Road, Tequesta.
Emily O'Mahoney, representative for the applicant,
explained that Blowing Rocks condo was on a very narrow
site and that they were in the process of making major
repairs to the building. Bill Swain, representative for
the condo, stated the building was 32 years old. Ms.
O'Mahoney explained that this property shared parking
with the adjacent P.I.M.E. Missionary site. Trees would
be planted on the P. I.M.E. Missionary property so that
the hedge on the Blowing Rocks property could remain, and

Coral Cove Park, adjacent to the south property line,
were discussed, Mr. Swain explained the condominium
association had approached the park about removing them
since they would fall onto the building in the event they
were uprooted in a storm, with no results. Mr. Swain
questioned whether the Village could ask the County to
remove the trees, but explained that the property would
be sold before too much longer.

described the site and explained that this property was
a priest retirement facility. Ms. O'Mahoney reviewed the
following requested landscape waivers, and explained that
this site bordered Coral Cove Park:

Ms. O'Mahoney explained that there were only two
residents living in the condominium, and it was a very
quiet place. Ms. O'Mahoney commented the landscape plan
had been done from a survey of the property.
Boardmember Dalack made a motion to approve the
application from P.I.M.E. Missionary, 1550 Beach Road,
Tequesta, as submitted. Boardmember McCormick seconded
the motion. The vote on the motion was:

The motion was therefore passed and adopted.
The members of the Board commended Ms. O'Mahoney for the
good job she had done in tying the landscaping for all
the condos together.
VI. UNFINISHED BUSINESS
There was no unfinished business to come before the
Board.
VII. ANY OTHER MATTERS
Vice Chair Strahan questioned why the grass on the median
