Subject: Consideration of Approval of Connie Holloman as
Tequesta Finance Director; Agenda Item
As you know, Tequesta' s long-time Finance Director, Bill-
Kascavelis, retired effective June 30, 1998 . Accordingly, in
anticipation of his departure Tequesta staff commenced the search
for a replacement.
Advertisements announcing the opening and soliciting submittal of
resumes for the position were placed within the following
publications:
o International City/County Management Association Newsletter
o Quality Cities Magazine
o The Palm Beach Post

The closing date for receipt of resumes was May 15, 1998 . The
Village received 40 resumes in response to its advertisements.
The interview team consisted of:
o Daniella Russell, CPA, Nowlen, Holt & Miner
o Joann Manganiello, Assistant Village Manager/Village Clerk
o Kim Bodinizzo, Personnel Specialist
o Thomas G. Bradford, Village Manager
Out of the 40 applications there were approximately 10 people who
met our qualifications but only about 5 who were, or currently
are, municipal Finance Directors. It was decided that these 5
persons would be interviewed.
Upon conclusion of the interview process it was the unanimous
consensus of the interview team that Connie Holloman represented
the best fit for the Village of Tequesta as Finance Director.
Ms . Holloman' s resume, copy attached, states that she has a

degree in accounting from the University of South Florida, is
currently the Accounting Supervisor for. the Martin County School
District, has served as an Accountant with the Palm Beach County
School District, was Director of Accounting with the Clerk of the
Circuit Court for Martin County and served as the Finance
Director for the . City of St . Cloud, in addition to other
positions with other organizations .
Ms . Holloman' s references were checked and she received high
regards from the same.
Accordingly,, as Village Manager, I wish to appoint Connie
Holloman as Tequesta' s Finance Director with a starting annual
salary of $58, 000 effective August 3, 1998, since Ms . Holloman
needs to give her current employer 30 days notice.
The Village Charter, at Section 3 . 02 (7) when enumerating the
functions and powers of the Village Manager states:
" (7) To appoint all department heads of the Village, sub-iect
to the approval of the Village Council, basing such
recommendations upon merit and fitness alone. " (emphasis

It is recommended that the Village Council approve the
appointment of Ms . Holloman as Tequesta Finance Director
effective August 3, 1998, with an annual salary of $58, 000 .

EMPLOYMENT PROFILES
MARTIN COUNTY SCHOOL DISTRICT:Supervision of accounting department,including accounts
payable,accounts receivable,bank reconciliations,cash receipts,fixed asset control and general ledger.
Prepare state and federal grant reports,assist with preparation of AFR.
PALM BEACH COUNTY SCHOOL DISTRICT: Maintained investment register, prepared sales tax
reports,prepared and monitored contract billings. Assisted in reconciliation of clearing accounts,general
and subsidiary ledgers,and consolidated bank account. Maintained fixed asset records for reporting
purposes,assisted with preparation of monthly internal financial reports,and with preparation of CAFR.
CLERK OF THE CIRCUIT COURT:Martin County,FL. Supervision of finance department,including
accounting functions of the Board of County Commissioners and Clerk. Prepared and/or reviewed state
and local financial reports for all county divisions. Assisted in evaluation,purchase,conversion and
installation of financial software for county-wide use.
CITY OF ST.CLOUD:Full service city;including water,sewer and electric utilities,garbage collection
and disposal,police,fire,parks and recreation,streets and drainage. Operating budget was$28 million
dollars and capital budgetwas$25 million dollars. Supervision of finance,purchasing,data processing,
record retention,and electric and water customer service.
SEA WORLD OF FLORIDA-. Marine-life theme park,with multi-million dollar operating and capital
budgets. Supervision of payroll processing,accounts receivable,accounts payable,cash reporting and
general ledger entry. Development of policies and procedures manual for each area of finance.
RECREATION AND PARK COMMISSION: State sanctioned Commission, providing recreational
facilities for local communities. Total park acreage as of 1983 was 3,253,encompassing 124 parks, 137
softball fields, 16 gymnasiums,124 tennis courts and 9 lakes. Facilities also included a 640-acre zoo,
13-acre historic plantation and museum, and a 16-acre arboretum. Programs were offered at 38
recreation centers,horse activity center,velodrome,five golf courses,and seven swimming pools. The
operating budgetwas$13 million and the capital budget was$12 million dollars. Supervision of payroll
processing, accounts payable, inventory control, cash reporting, accounts receivable and data
processing. Evaluated software needs,and assisted in purchase and installation of suitable software
package.
