SPECIAL VILLAGE COUNCIL
MEETING MINUTES
June 12, 1998
1:00 P.M.
I. CALL TO ORDER AND ROLL CALL
The Tequesta Village Council held a meeting at the Village Hall, 357 Tequesta Drive,
Tequesta,Florida, on Friday,June 12, 1998. The meeting was called to order at 1:02 p.m.
by Mayor Elizabeth A. Schauer. A roll call was taken by Joann Manganiello, Village
Clerk. Councilmembers present were: Mayor Elizabeth A. Schauer, Vice Mayor Carl C.
Hansen, and Councilmember Ron T. Mackail. Also in attendance were: Village Manager
Thomas G. Bradford, Attorney Scott G. Hawkins, Village Clerk Joann Manganiello, and
Court Reporter Jane Pastore.
H. APPROVAL OF AGENDA
Councilmember Mackail made a motion to approve the Agenda as submitted. Vice
Mayor Hansen seconded the motion. /The vote on the motion was:
Carl C.Hansen - for
Ron T. Mackail - for
Elizabeth A. Schauer - for
The motion was therefore passed and adopted and the Agenda was approved as
submitted.
III. COMMUNICATIONS FROM CITIZENS
Peggy Verhoeven, Point Drive, Tequesta - Asked that Tequesta go forward with the
appeal ancI;thanked the Village Council for its efforts over the past two years. She noted
that the appeal was critical and costly, and realized that the Village was taking a calculated
risk. If Tequesta won the appeal it would set ENCON back and allow Tequesta to "buy
time" to do work in the next year. If the 4th District Court ruled against Tequesta,then all
was lost. She suggested that Tequesta may be able to get its money back from ENCON if
pNCQN doesn't appeal.

CONTROL DISTRICT (ENCON) CLOSE-DOOR ATTORNEY/CLIENT
SESSION:
F.S. 286.011(8) allows the Village Council and the Village Manager to meet in a
Closed-Door Attorney/Client Session for the purpose of discussing settlement
negotiations or strategy sessions related to litigation.
Mayor Elizabeth A. Schauer announced:
a) The Attorney-Client Closed/Door Session
b) The estimated time is one hour
c) The names of the persons attending:
Mayor Elizabeth A. Schauer, Vice Mayor Carl C. Hansen, Councilmember Ron T.
Mackail, Village Manager Thomas G. Bradford, Attorney Scott G. Hawkins, and
Court Reporter Jane Pastore,Ley and Marsaa Court Reporters.
d) Members of the public in attendance were asked to vacate the Village Hall Council
Chambers at 1:08 p.m.
V. RECONVENE SPECIAL VILLAGE COUNCIL MEETING
a) Call to Order
The Special Village Council Meeting reconvened in the Village Council Chambers
and was called to order at 1:53 p.m. by Mayor Elizabeth A. Schauer. A roll call
was taken by Joann Manganiello, Village Clerk. Councilmembers present were:
Mayor Elizabeth A. Schauer, Vice Mayor Carl C. Hansen, and Councilmember
Ron T. Mackail. Also reconvening were: Village Manager Thomas G.
Bradford, Attorney Scott G. Hawkins, Village Clerk Joann Manganiello, and.
Court Reporter Jane Pastore.
b) Announcement of Termination of the Attorney/Client Session
Mayor Elizabeth A. Schauer announced the termination of the Attorney/Client
Session.

There were no items for discussion.
VII. ADJOURNMENT
Vice Mayor Hansen moved that the meeting be adjourned.Councilmember Mackail
seconded the motion. The vote on the motion was:

Elizabeth A. Schauer - for
The motion was therefore passed and adopted and the meeting was adjourned at
1:53 p.m.
