June 29, 1998 Meeting CC: Scott D. Ladd, Director of Community Development On Monday,June 29, 1998, I attended an Eastward Ho! meeting. As you are aware, the committee has been discussing the U.S. Highway 1 corridor improvements including, _ landscaping, curbing, guttering, signal improvements, brick pavers, etc. Those in attendance were Representative Sharon Merchant, Secretary Jim Murlay of Florida Department of Community Affairs, Commissioner Karen Marcus, Rick Chesser of Florida Department of Transportation, Representatives from Treasure Coast Regional Planning Council, and the coastal communities from Tequesta to Riviera Beach. ' The committee was in agreement regarding the type of improvements desired for U.S. . Highway 1 in the North County. With the exception of Tequesta, U.S. Highway 1 is predominantly four lanes wide and it is desired to remain this way. Although each. municipality has its own style, uniformity is a common request by all agencies. It is believed if the effort to improve U.S. Highway 1 is a joint effort, that results can be seen and funding would be available. Treasure Coast Regional Planning Council, FDOT, FDCA and the county are working to create a conceptual set of plans for the U.S. Highway 1 Corridor improvements. The total amount needed for the conceptual plans is approximately $200,000. Currently, FDOT and FDCA have committed to providing a combined $100,000 towards the creation of the conceptual plans for improvements. Commissioner,Marcus is looking into private funding possibilities for the conceptual plans to reduce the amount each municipality would need to contribute to this effort. Each municipality would need to contribute between $3,000 and $5,000 for the conceptual plans. These plans would be presented to Representative Merchant, she would then present the plans to the state and various other agencies for funding. I think it would be in our best interest to be involved in this effort. Chesser,Yesbeck and Schmidt: At its last meeting, the North Palm Beach County Eastward Ho! Committee instructed Council staff to prepare a proposal for completing a conceptual master plan for the US 1 Corridor in North Palm Beach County. The plan will take the first truly comprehensive look at the treatment of US 1 (i.e., drainage, laneage, landscape, lighting, and overall roadway design) as it moves through unincorporated areas and the seven towns and cities of north county. The plan will provide these local governments, the MPO, DCA and FDOT with good and consistent graphic and written information on which to communicate their ideas to each other and base future funding and design decisions in the •a roadway corridor. Upon implementation of the plan, a normalized, more attractive US 1 corridor should also provide additional incentive to attract and sustain new private and public investment +L THE US 1 CORRIDOR TODAY: The corridor extends about 14 miles through the . towns and cities of Riviera Beach, Lake Park, North Palm Beach, Palm Beach Gardens, Juno Beach, Jupiter, and Tequesta. The corridor also stretches through unincorporated ri areas and the county(Attachment A). tr. di` Currently, the corridor is primarily a four-lane facility involving a "mixed-bag" of ,. landscape and lighting treatments, roadway design, land uses, access management, and drainage infrastructure. Several individual local government studies have been undertaken and document a variety of preferences for the roadway's design. The plan will aid local government, the MPO and FDOT in mating future roadway design decisions, including beautification,to improve the overall aesthetic of the roadway. SCOPE OF WORK: Working in collaboration with the affected local jurisdictions,the MPO and FDOT, the Council will develop a conceptual comprehensive master plan to guide the future development and treatment of US 1 Corridor as it moves through the study area of North Palm Beach County. The overall plan for the corridor will be tailored to the varying(urban and rural)nature of US 1 in.the study area and the local visions for the corridor. Levels of service, drainage, laneage, alternate mode options, landscaping, lighting and overall design of the road itself will be specifically addressed for each segment of the corridor_ PRODUCT: Conceptual comprehensive master plan for the US 1 corridor in North Palm Beach County. The plan is anticipated to be broken into dedicated sections or chapters for each jurisdiction to include the following: Graphic: 1) Conceptual roadway section diagrams describing ultimate lane widths, medians, curbs, parking stalls, lighting and landscape treatments, sidewalks, building placement, and placement of alternate mode support facilities; and 2) perspectives and/or axonometric diagrams describing the desired section of the roadway and the overall aesthetic each local government is striving to achieve for its portion of the corridor (see Attachment C for sample graphics). Textural: 1)Summaries for each segment supporting the plan's graphics as well as discussion related to levels of service, drainage,other special local conditions affecting future roadway design, and treatment of those segments of the roadway which mark the transition between jurisdictions; and 2) recommendations and conclusions developed by each local government describing their priorities, preferred phasing of roadway improvements, and other aspirations they may have for the corridor. The study indicated that the Florida Department of Transportation (FOOT) had performed a FSUTMS model run that maintained the current 4-lane configuration for U.S.Highway One for the year 2015. The model indicated that the volumes in 2015 would not exceed level of service 'D'. The Village has accepted the study and endorsed the maintaining of 4-lanes for U.S. Highway One. Palm gRach ( ardenn -Number of lanes not addressed The City of Palm Beach Gardens has not undertaken any special study efforts related to the U.S. Highway One corridor, other than the staff analysis that was prepared for specific site plan approvals. Planning staff have indicated that the City would support maintaining U.S.Highway One as a 4-lane roadway provided thatthe intersection of U.S.Highway One and PGA Boulevard would function at an acceptable level of service (which may require additional lanes for turn movements directly related to the intersection). ,1unnach -4 lanes The Town of Juno Beach undertook a special study to determine the potential impacts of maintaining U.S. Highway One as a 4-lane facility. The study concluded that U_S_ Highway One could maintain an acceptable level of service in a 4-lane configuration provided that special improvements were provided to the intersection of U.S. Highway One and Donald Ross Road. The study utilized the ART-PLAN analysis that is included in the FOOT Level of Service Manual(Chapter 7). Town ofJioer -4 lanes The Town of Jupiter undertook a study of the U.S. Higtiway One and Intracoastal Waterway Corridor. One component of that study was to determine the appropriateness of maintaining U.S. Highway One as a 4-lane roadway. The traffic consultants that participated in the study used the FDOT ART-PLAN model to determine whether or not an acceptable level of service could be maintained on U.S. Highway One without expanding the roadway to six-lanes. P.09 0 along the roadway corridor, U.S. Highway One could retain its current 4-lane configuration and still maintain an acceptable level of service. To date, the Town Council has accepted the study. There is general consensus among the Town Counctimembers that the 4-lane configuration should be maintained. The Town has not amended its comprehensive plan to date to specifically identify this roadway corridor as a 4-lane facility. It was the Town's position that additional communication and coordination with both the Metropolitan Planning Organization (MPO)and FOOT should precede a comprehensive plan amendment. • Palm Bead County -6 lanes The current Comprehensive Plan Circulation Element identifies the U.S. Highway One corridor as a 6-lane facility on the "Figure TE 1.1 - Future 2015 Roadway System by Number of Lanes- map_ Metmpolitan Planning Organization (MPO) -6 lanes The MPO's 2015 Cost Feasible Transportation System Plan identifies the U.S. Highway One corridor as a 8-lane faaTrty. . This is based on projected volumes ranging from approximately 40,000 AADT to 45,000 AADT in the corridor in the year 2015. City of Riviera actt-4 lanes The City of Riviera Beach has advised that the section of Broadway(U.S.Highway One) in Riviera Beach has been designated by the Florida Department of Transportation as a constrained roadway":therefore,the four-through lanes on this roadway would remain. The Citys comprehensive plan will be amended to reflect four lanes for this roadway. TinD LakP Park-4 lanes The Town of Lake Park has not undertaken any special corridor studies for U.S. Highway One in the Town. However,Town staff have met and spoken with DOT officials on several occasions,as recently as March 1998,regarding the planned roadway improvements. The Town supports a four-lane roadway with a landscaped median. 6 lanes The Village of Tequesta has not undertaken a formal study of the U.S. Highway One Corridor. However, Village staff have completed an informal analysis of the Corridor. Planning staff have indicated that U.S.Highway One is currently a six(6)lane highway and cannot be expanded further.
