Subject: Filter Media Replacement
As you are aware, prior to entering the dry season, we have been
working with our filter media supplier to resolve operational
difficulties due to degradation of recently replaced filter
material . The loss of filter media and its ability to retain its
grain hardness, has led to a reduction in raw water treatment
capacity through our plant . We have been working with Hungerford
& Terry for the past several months analyzing and monitoring the
filter beds to ascertain the cause of the media degradation.
Subsequently, a recent pilot study was completed at our facility
by Hungerford & Terry utilizing new filter material which has
•been processed with new treatment techniques.
Analysis of the new material upon return to Hungerford & Terry' s
facil± y_„-i i. Clayton, New Jersey, has shown that the media has
retained its ---integrity and no degradation was noted.
Subsequently, Hungerford & Tery has agreed to replace at their
cost, the manganese greensand and anthracite for four (4) filters
in which we have been experiencing problems. At the same- time,
we also need to replace the under drain system which includes
gravel and stainless steel screening. Hungerford & Terry will
pay the costs associated with media replacement, and the Village
will pay for the gravel and screening replacement.
In order to facilitate the media replacement, it is necessary for
the Village to hire an outside contractor to perform this work.
I have discussed this matter in great detail with our consultant,
Mr. Bill Reese, P.E. , Reese, Macon & Associates, and in light of
several factors, it is our recommendation to again utilize the
services of TLC Diversified, Inc. , of West Palm Beach, to perform
this work. The reason for this selection is as follows:
• We are presently in a drought situation with little or no
'rainfall for the past twenty-five (25) days .
• There are only two or three companies in the area which can
perform this work, and one is unable to respond within the

time constraints requested, and the second one, again due
to past poor performance history relative to time of
response, is unable to meet our needs.
• Time is of the essence for this filter media replacement so
that our treatment facility may generate maximum capacity.
■ TLC Diversified has previous experience with our filter
bedding, still has equipment on our site, and can have the
personnel available to meet our schedule.
It is my recommendation that a purchase order be issued
immediately to TLC Diversified in the amount of $11, 188 . 00 for
Village costs, and approval be obtained from Village Council for
this expenditure, at their May 14, 1998 Village Council Meeting.
