This rate was established in 1988. Therefore,it has been ten years since the Village has increased the per diem that the Village Council receives to cover the inescapable expenses associated with serving on the Village Council.Ten years ago the per diem went from$88 per month to the current$200. I thought that it would be best to conduct a survey to see just where the Village Council per diem stood relative to other municipalities in Palm Beach County. In this regard,attached hereto,please find a copy of the survey that was conducted. The survey shows us a number of things to consider such as: • The average council compensation is$338.57 per month for all cities • The average council compensation is$235.80 per month for cities 000 population and under • There is usually a higher pay differential for the Mayor and Vice-Mayor. The Tequesta Village Council does not receive a salary and never has. What you do receive is a monthly per diem check designed to reimburse each of you for the ordinary and customary expenses that you encounter in fulfilling the responsibilities of office. Extraordinary expenses are reimbursed to you upon submittal of proof of payment,such as if and when you attend the Florida League of Cities Annual Convention. You are issued an IRS 1099 Form each year for tax purposes,as opposed to a W-2 which is issued for salaries and wages. If you were receiving a salary,your compensation would bd subject to applicable deductions such as Social Security, which is not the case. I think it would be in line to raise the per diem to$300 per month based upon the survey results and in realization of the fact that it may well be another ten years before this subject is broached again. If you feel that the Mayor and Vice-Mayor should receive more,this would be in keeping with the survey results.
