Craig, PE, Director, Utilities Department Date: December 29, 2023 Re: Utilities Department Monthly Report The Utilities Department monthly report for January is found below: Stormwater • El Portal—joint project with Public Works—includes road/sidewalk improvements o Paving completed December 14, ahead of schedule o Road striping and reflectors will be installed a few weeks after the road pavement cures o New stop signs and street signs will be installed after the holidays o Punch list items are all but complete v r This document may be reproduced upon request in an alternative format by contacting the Village Clerk's Office at 561-768-0440 or by completing our accessibility form: https://bit.ly/3mnfeU4 Page 203 of 428 Agenda Item #10. • FDEP Vulnerability Assessment Grant/ Project o Secured an $50,000 of funding from FDEP from the Resilient Florida grant program to fill data gaps—will be on February Council agenda o Scope and fee for the gap analysis has been completed and will be on the February consent agenda o Gap work is being performed; this will affect the sensitivity analysis so that will be adjusted o Identifying focus areas 0 2nd public meeting to be scheduled o Completion still targeted for April 2024 • Dover Ditch—Shared Protect with Town of Jupiter o Fully executed agreement submitted to FDEP o Town of Jupiter Utilities kept in the loop o CMA-final design and permitting with the CORPS permit the mission-critical milestone Water • Water Treatment Plant Projects -projects are in ongoing stages for the water treatment plant o SCADA modifications—contract with Revered approved at December Council meeting to upgrade the existing 900 MHz system to a 200 MHz system as soon as possible o Membrane replacement design for train#2—Dover Engineering—design specs complete for train#2, will use design for train#1; Dover Engineering has provided draft scope for providing installation specs and bid assistance since the original membranes/sizes are no longer available and we cannot install new membranes; still negotiating scope, plan to be on February agenda; strong recommendation to bid for"furnish and install" new membranes for train#2 but also include train#1 as an "add alternate"; train#2 would be installed and then an option to have train#1 installed right after train #2 has completed performance testing o Unregulated contaminant monitoring rule (UCMR)sampling at wells have been conducted and first results for the tests conducted on all wells were found to be contaminated; sampling of surficial aquifer wells and point of entry sample completed December 15t and upper Floridan aquifer well sampling scheduled for December 8th; results for surficial wells and point of entry received December 26 o Water Treatment Improvements—received plant internal hydraulic model for sizing the high service pumps; received 90% design plans and specs for review by the Village; review meeting scheduled in January;final plans and specs anticipated by March • Water Main Projects o WM#1 &#4—Tequesta Dr. and Country Club Dr. • Construction notices sent out on water utility bills December 15, 2023 • 2nd pre-con held December 19, 2023 • Letters to nearest affected residents hand-delivered Friday, December 22, 2023 • Notice to proceed (NTP) is January 8, 2024 • Pre-construction submittals and Village permits complete Page 2 of 3 Village of Tequesta Page of 428 Agenda Item #10. • Signage to be staged near the construction site • Request from contractor to work on non-disruptive activities on Village holidays of Martin Luther King,Jr. Day (Monday,January 15th), President's Day (Monday, February 19th), and possibly Juneteenth (Wednesday,June 191h) which include mobilization, staking, potholing, grading, clean-up, and delivery with no road closures or noisy work permitted during those dates o WM#2 Beach Rd Phase 2 • "Request for Inclusion" submittal to FDEP goes before the committee at the February meeting—Palm Beach County permit was not complete by the November meeting, per Kimley Horn/Holtz • Design complete with meter and bypass modifications by Kimley-Horn • KH's updated engineer's opinion of probable cost-$4.1M (May estimate was$3M) • Bid can move forward once final permit from PBC is received, still anticipate January bid date The Utilities Department is looking forward to 2024 and continuing our service to the leadership, citizens, and customers of the Village of Tequesta!!
