The subject property is located on a cul-de-sac on 23 Country Club Circle. The current parcel
includes one platted lot. The applicant is requesting a re-plat to create Lot 6A-1 and Lot 6A-2.

BACKGROUND AND STAFF REVIEW
The subject property previously contained a home that was demolished in early 2022.This home originally
extended across two parcels (Lots 5A and 6A). However, a re-plat was approved in 2014 that expanded
the boundary of Lot 6A into a portion of Lot 5A. The re-plat ensured that the existing home remained
entirely within Lot 6A and enabled the construction of a new home on Lot 5A. With the existing home on
Lot 6A demolished,the applicant is seeking to create two lots from Lot 6A.
The Village Code does not require public notice for re-plats and therefore,there have not been any signs
posted, letters sent to neighbors, or notice in the Palm Beach Post.

The proposed lots will meet the minimum lot size of 8,000 square feet in the R-1 Zoning District, with Lot
6A-1 at 8,002 square feet and Lot 6A-2 at 8,081 square feet. Though they meet the minimum lot size in
the R-1 District,these lots will be the smallest on Country Club Circle,where the next smallest lot is 10,075
square feet.The proposed lots also meet the minimum lot width for a cul-de-sac lot.Section 66.286 states:
"In determining minimum lot width, cul-de-sac lots shall be measured at a point along an arc beginning
at the front building line, and the length of the arc shall be at least 60 percent of the required minimum
lot width for the district". The minimum lot width in the R-1 District is 75 feet, therefore 60% of this is
45 feet. The proposed lots have a width at the front building line arc of 69.66 feet and 45 feet, and are
therefore compliant with the minimum lot width in the R-1 District.
The subject application was reviewed for compliance with the Village Code, Chapter 66-Subdivisions and
Chapter 78-Zoning by Village staff, legal, and surveyor. The surveyor has some minor clerical items to be
updated prior to approval of a final plat. Per Chapter 66,Article ll-Procedure for Plat Approval, the code
contemplates a preliminary plat approval process as well as a final plat approval process that would
take place in two separate hearings before Village Council. However, it also provides for the ability to
combine these into one hearing before the Village Council(Sec. 66-31). Due to the outstanding clerical
issues with the proposed plat, staff is recommending a second hearing prior to final plat approval.
However, the Council may approve the application as a final plat approval, with the condition that the
surveyor's comments are satisfied prior to final plat recording.

Dear Mr. Lance Lilly,
On behalf of the applicant and owner,Andrew Russo, please accept this letter as a formal application and
request to replat the subject parcel located at 23 Country Club Circle(PCN: 60-42-40-254-600-loo6o), in
accordance with the plat requirements set forth in Article III. Section 66-1o1. of the Tequesta Land
Development Code. The subject parcel is comprised of 0.37 acres of land, located on a cul-de-sac at the
eastern end of Country Club Circle, bounded on the eastern property line by the North Folk Loxahatchee
River. A boundary survey of the property dated August 181h, 2023, prepared by Lidberg Land Surveying,
Inc., is enclosed for your reference.
The subject parcel was improved in 1974 with a 5,052 square foot single family home. The residence has
since been demolished in 2022 and currently lies vacant. Acquiring the property in August of 2023, Mr.
Andrew Russo now desires to re-plat the property,resulting in two(2)separate parcels declared as Lot 6A-
1 and Lot 6A-2. Lot 6A-1 will encompass 8,002 square feet of vacant land while maintaining 70 feet of lot
frontage measures at the building setback line. Lot 6A-2 will encompass 8,o8o square feet of vacant land
while maintaining 45 feet of lot frontage measures at the building setback line. The preliminary plat of
Broedell Lots 6A-1 &6A-2,prepared by Lidberg Land Surveying, Inc., are enclosed within this application
for your reference.
