MEETING MINUTES
DECEMBER 3, 1997
I. CALL TO ORDER AND ROLL CALL
• The Tequesta Comatunity Appearance Board held a meeting in
the Village Council Chambers at 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, December 3, 1997. The
meeting was called to order• at 9:32 A.M. by Chair Leslie
Cook. Boardmembers present were: Chair Leslie Cook, Vice

Chair Vic Strahan, Paul Coben, Claudette Dalack,. and
Alternate Molly McCormick. Also in attendance was Scott D.
Ladd, Clerk- of the Board.
II. APPROVAL OF AGENDA.

Chair Cook announced that the agenda was approved with the
deletion of Item XV, Approval of Previous Meeting Minutes.

O'Mahoney Design Group, Landscape Architects, for review
of landscape plans for Ordinance #377 compliance.
Emily O'Mahoney, Landscape Architect, explained that
LaMar Condominium was located adjacent to Cliveden, and
that the whole site was needed .for the building and
parking area. The proposed landscaping plan would add
two trees to an existing island, as well as one tree at
the south edge of the property, and would allow an
existing seagrape to grow into a tree. The residents of
LaMat Condominium had requested citrus trees, which were .
proposed to be installed, at a height of 10 feet. Ms.
O'Mahoney described the existing . landscaping, and
explained that this landscaping was well maintained. Ms.
O'Mahoney explained that native requirements had not been •
met because there was no roam to add more landscaping and
the wind tunnel effect was. very hard on .many types of
plants. The Board discussed other types of trees that
might work on this site. A representative .from . the
condominium who was present in the audience explained
that oak trees did not do well in that area because of
the vdrind tunnel effect, which burned the trees. Ms.
O'Mahoney commented that the planter island was only Si .
wide, which. would not accommodate larger varieties of
trees. Discussion ensued:.Aduring which it was decided
that palm trees .would be the best choice since they. did
not need a large planting area, _could be planted at a
height which would visually soften the building in the
background, and seemed to survive in'--that:. area.; .The
Board discussed how many coconut .palms would look best-in
the planting island, and decide. that two. .:would be
planted,• replacing the two proposed citrus trees. Clerk
of the Board Scott D. Ladd advised that a waiver must be
requested to the requirement that palms be planted in
clusters of three.

Vice Chair Strahan questioned why such a small project
. had requested completion over a three-year period. Ms.
O'Mahoney explained that three years was not needed, but

that the property owners needed some time since they had
just completed an expensive building renovation, and the
best time to install coconut palms so that they could
survive would be in the summer.
Boardaember Dalack made a motion to accept the
application from LaMar Condominium, 375 Beach Road, for
landscape plans and waivers for Ordinance #377 ccagliance
as submitted, except for substitution of two coconut
palms with 8' to 10' clear trunk for the two proposed
citrus trees on either side of the cowered parking in the
front; and . the . provision that this plan. shall be
implemented within one year of Village Council approval.

the motion was:

The motion was therefore approved and adopted.
Note: The Landscape Architect shall modify the plans
before they are presented to the Village Council;
specifically ;modifying the. percentages, adding parking
requirements and modifying waivers as.,needed.
2. Jul application from Ocean villas Cgndcminiura. :225 Beach
Road, O'Waboney Design Group, Landscape Architects, for
review of landscape plans for Ordinance #377 compliance.
Emily ,O•Mahoneey, Landscape: Architect, explained that
Ocean villas Condominium was located near the bridge and
that an easement line ran through the majority of their
planting area. Severe. egress problems'existed .because of
a curve in the road, which . was an. area where many
accidents had occurred. - Ms. O'Mahoney explained that the

Tequesta Police Department had requested that plantings
in that area be kept low to allow visibility. Ms.
O•Mahoney reviewed the existing plants, commented that
the existing landscaping was well maintained, and that
the trees along the north property line were shared with
the adjacent property. Ms. O'Mahoney indicated that all
of the existing parking was needed during the season.
Proposed planting was described. Ms. O'Mahoney commented
that cabbage palms would be added to the existing single
trees to make clusters. A total of nine cabbage palms
were proposed, and two oak trees. The Board discussed
other types of trees which could be used in place of the'
proposed oaks, which it was feared would not survive.
Noronhia trees were suggested since they seemed to
tolerate salt well. MB. Mahoney suggested that whatever
was planted should be small so that it would have time to
adjust to conditions as it grew. Another option was to
use seagrapes and allow them to grow into trees. The
President of Ocean Villas, who was present in the
audience, reported that Rood Landscaping had told him
that oaks would die .if planted in that area and that the
residents did not want seagrape, but would prefer coconut
palm trees Discussion ensued regarding the use of
various types of palm trees. Ms. O•Mahoney commented
there ;were no exotics on this property.

for .. review of landscape plans for _ Ordinance *377
compliance.

Emily O'Mahoney, .Landscape Architect, introduced Steve

English of Bristol .Management Company, who_ maintaihed
several properties on Beach Road. :.Chair Cook discussed
the `hatchet job' that had been done on trees on Point .
Drive by Florida Power and Light,.. which;,she feared would
kill the trees, and stated that she planned. to write them
a letter.
Ms.. O'Mahoney reviewed the existing landscaping and the
proposed planting plan, and recommended that three
Noronhia trees be added by cutting out spaces on the
parking stripes. • MO. O'Mahoney explained that the
adjacent property had originally planned to submit plans
along with this plan, and that she had developed
landscaping along the property line on their side which
would help Ocean Towers North; however, the adjacent
Regency Condominium had withdrawn. It was recommended

that when they did submit plans that they be required to
fill in the spaces along the property line with trees
which could not be done on the Ocean Towers North side.
Ms. O'Mahoney explained that the existing landscaping on
this parcel was well maintained, and reviewed the
proposed waivers for the new plan.
Board tuber Coben suggested that more trees be installed.
Ms. O•Mahoney recommended that trees be installed at 6'
height to allow them more time to get used to the wind as
they grew. Discussion ensued regarding using palm trees.
vice Chair Strahan suggested that five coconut palms be
installed.
Doardmember Cohen made a notion to accept the application
from Ocean Towers North Condominium, 200 Beach Road, for
landscape plans and waivers for Ordinance #377 co)liance.
as submitted, except for the following amendments:
1. Five coconut_ palms. with 3. clear trunk and 160.
overall height stall be substituted for the three
proposed Noroahia trees.
2. This plan. shall be implemented within one year of
Village Council approval.

VI. DMPIMERMED BUSINESS
In response to inquiry by Chair Cook, Clerk of the Board
Scott D. Ladd commented that he did not know what progress
had been made toward Ordinance 377 compliance by Barnett
Bank or the property across the street from the bank. Chair
Cook commented that she wanted to make pure these properties
were being followed by the Code Enforcement Officer. Vice
Chair Strahan inquired as to what was being done on the
Cypress Drive properties, .to which Clerk of the Board Scott
D. Ladd responded that the Village had placed those on hold
because of drainage work that must be done.
VII. AMY OTEER NAT BRS
vice Chair Strahan ccinented that Lord Chumley's had a sign
on a vehicle reading, Lord Mueller s is Sere. During
ensuing discussion, Clerk of the Board Scott D. Ladd
explained that the Police Department had thoroughly
researched that type of sign and that they were allowed; and
that shopping centers could prevent those types of signs by
modifying tenant leases when they became due.
The Board briefly discussed the Tequesta Post Office and-
their lack of efficiency and unfriendly personnel. .
