Ladd, Director of Community Development Date: January 23, 1998 Subject: Ordinance No. 377 Landscape Waiver Request Community Appearance Board Project Recommendation PROJECT: LaMar Condominium 375 Beach Road, Tequesta Emily O'Mahoney, O'Mahoney Design Group, Landscape Architect Tom, attached are 18 packets and plans for the above subject project which was reviewed by the Community Appearance Board on December 3, 1997. The Board reviewed the landscape plans and the requested waivers and expressed the following concerns with the application: o The Board discussed the choice of citrus trees which were to be planted in an existing landscape island. They felt that, for various reasons, palm trees would be a better choice. The Board opted for two Coconut palms, one at • each end of the island, which would require an additional waiver request. a The Board discussed the time frame for the installation of the landscaping and agreed upon a completion within one year of Council approval. o The Board was advised that the whole site was needed for the building and parking area. The building has 32 units which requires 64 parking spaces by code, but provides for only 45 parking spaces. Motion to approve the proposed landscaping and waivers as submitted and as follows: 1. Substitute two coconut palms with 8' to 10' clear trunk for the two proposed citrus trees on either side of the covered parking the front. 2. CALL TO ORDER AND ROLL CALL The Tequesta Community Appearance Board held a meeting in the Village Council Chambers at 357 Tequesta Drive, Tequesta, Florida, on Wednesday, December 3, 1997. The meeting was called to order at 9 :32 A.M. by Chair Leslie Cook. Boardmembers present were: Chair Leslie Cook, Vice Chair Vic Strahan, Paul Coben, Claudette Dalack, and Alternate Molly McCormick. Also in attendance was Scott D. Ladd, Clerk of the Board. II. APPROVAL OF AGENDA Chair Cook announced that the agenda was approved with the deletion of Item IV, Approval of Previous Meeting Minutes. III. COMMUNICATIONS FROM CITIZENS There were no communications from citizens. IV. (Deleted) V. NEW BUSINESS 1. An application from LaMar Condominium, 375 Beach Road, Recycled Paper Community Appearance Board Meeting Minutes December 3, 1997 Page 2 O'Mahoney Design Group, Landscape Architects, for review of landscape plans for Ordinance #377 compliance. Emily O'Mahoney, Landscape Architect, explained that LaMar Condominium was located adjacent to Cliveden, and that the whole site was needed for the building and parking area. The proposed landscaping plan would add two trees to an existing island, as well as one tree at • the south edge of the property, and would allow an existing seagrape to grow into a tree. The residents of LaMar Condominium had requested citrus trees, which were proposed to be installed at a height of 10 feet. Ms. O'Mahoney described the existing landscaping, and explained that this landscaping was well maintained. Ms. O'Mahoney explained that native requirements had not been met because there was no room to add more landscaping and the wind tunnel effect was very hard on many types of plants. The Board discussed other types of trees that might work on this site. A representative from the condominium who was present in the audience explained that oak trees did not do well in that area because of the Wind tunnel effect, which burned the trees. Ms. O'Mahoney commented that the planter island was only 5' wide, which would not accommodate .larger varieties of trees. Discussion ensued during which it was decided that palm trees would be the best choice since they did not need a large planting area, could be planted at a height which would visually soften the building in the background, and seemed to survive in that area. The Board discussed how many coconut palms would look best in the planting island, and decided that two would be planted, replacing the two proposed citrus trees. Clerk of the Board Scott D. Ladd advised that a waiver must be requested to the requirement that palms be planted in clusters of three. Vice Chair Strahan questioned why such a small project had requested completion over a three-year period. Ms. O'Mahoney explained that three years was not needed, but Community Appearance Board Meeting Minutes December 3, 1997 Page 3 that the property owners needed some time since they had just completed an expensive building renovation, and the best time to install coconut palms so that .they could survive would be in the summer. Boardmember Dalack made a motion to accept the application from LaMar Condominium, 375 Beach Road, for landscape plans and waivers for Ordinance #377 compliance as submitted, except for substitution of two coconut palms with 8' to 10' clear trunk for the two proposed citrus trees on either side of the covered parking in the front; and the provision that this plan shall be implemented within one year of Village Council approval. Boardmember McCormick seconded the motion. The vote on the motion was: Leslie Cook - for Vic Strahan - for Paul Coben - for Claudette Dalack - for Molly McCormick - for The motion was therefore approved and adopted. Note: The Landscape Architect shall modify the plans before they are presented to the Village Council; specifically modifying the percentages, adding parking requirements and modifying waivers as needed. 2. An application from Ocean Villas Condominium, 225 Beach Road, O'Mahoney Design Group, Landscape Architects, for review of landscape plans for Ordinance #377 compliance. Emily O'Mahoney, Landscape Architect, explained that Ocean Villas Condominium was located near the bridge and ' that an easement line ran through the majority of their planting area.
