Meeting was called to order at 10:00 A.M.

Respondent Steven J. Wille was not present at the hearing, however, there was
a finding of proper notice. . Code Enforcement Officer Irovando testified to the
ongoing violation of restricted parking of the pickup truck.
Conclusion of law was that Respondent is in violation of the Code of Ordinances
of the Village of Tequesta, Ord. No. 464, Section X,(L)(3), R1A, parking R1A

restrictions.
Special Master Torcivia ordered that Respondent, Steven J. Wille, shall comply
with Ord. No. 464, Section X, (L)(3), parking R1A restrictions, of the Village of
Tequesta. If Respondent does not comply, a fine of up to two hundred fifty
dollars ($250.00) per day; five hundred dollars ($500.00) per day for repeat
violations, may be assessed for each day the violation continues to exist.

Respondents W.A. and Hattie I. Siegel were present at the hearing and
represented by their attorney, Greg Taylon. Mr. Taylon produced evidence and
testimony. Code Enforcement Officer Irovando testified to the ongoing violation,
and provided photographs and witnesses.
Conclusion of law was that Respondents are in violation of the Code of
Ordinances of the Village of Tequesta, Ord. No. 196, Section 10 - 17.
Special Master Torcivia found that this violation does not constitute a public
nuisance, however, there is an excessive accumulation of plant life. Special
Master Torcivia ordered that Respondents, W.A. and Hattie I. Siegel, shall trim
back and weed their garden beds and ground cover. The Special Master
recommended Mounts Botanical Garden and the Public Native Garden in Palm
Beach as resources to aid them in identifying weeds and assist them in

organizing their xeriscape as a manageable garden. W. A. and Hattie I. Siegel
shall trim the ground cover, vegetation, and trees that may be invading or
hanging over a neighbor's property. W.A. and Hattie I. Siegel are to keep their
yard weed free and trimmed, particularly when they leave their home for any time
longer than one month. W. A. and Hattie I. Siegel shall ensure that their
compost bins shall not harbor any rodents. The measures that they shall utilize
include: (1) removing the bins, or (2) hiring a pest control service on a monthly
basis to check the area, or (3) using compost bins with an enclosed bottom and
sides to ensure that rodents cannot enter.

It is the Order of the Code Enforcement Special Master that Respondents W. A.
and Hattie I. Siegel shall comply with Ordinance No. 196, Section 10 - 17, of the
Village of Tequesta by the 13th day of November, 1997. If Respondents do not
comply, a fine of up to two hundred fifty dollars ($250.00) per day; five hundred
dollars ($500.00) per day for repeat violations, may be assessed for each day
the violation continues to exist. If Respondents do not comply within the time
specified, a Fine Assessment Hearing will be held before the Special Master on
the 25th day of November, 1997, at 10:00 A.M., at the Tequesta Village Council
Chambers, 357 Tequesta Drive, Tequesta, Florida 33469. Upon complying, it
is the responsibility of the Respondent to notify the Village of Tequesta Code
Enforcement Officer at (561) 575-6213 to request a reinspection of the property.

Respondent Judith M. Fagan was present at the hearing and provided testimony.
Code Enforcement Officer Irovando testified to the ongoing violation and
provided photographs.
Conclusion of law was that Respondent is in violation of the Code of Ordinances
of the Village of Tequesta, Ord. No. 466, Section 10 - 18, nuisance growth over
12 inches.
Special Master Torcivia ordered that Respondent, Judith M. Fagan, shall comply
with Ord. No. 466, Section 10 18 of the Village of Tequesta, by the 30th day of
October, 1997.
If Respondent does not comply within the time specified, a fine of fifty dollars
($50.00) per day shall be assessed for each day the violation continues to exist.
If Respondent does not comply within the time specified, an additional Fine
Assessment Hearing will be held before the Special Master on the 25th day of
November, 1997, at 10:00 A.M., at the Tequesta Village Council Chambers, 357
Tequesta Drive, Tequesta, Florida 33469.
This hearing will be continued next month on November 25, 1997, at 10:00 A.M.
at 357 Tequesta Drive, Tequesta, Florida, to determine the Respondent's
compliance of Ordinance No. 377, Appendix A Zoning, Section X, (H), general
landscape requirements, at which time the Respondent shall provide proof of her
solution to the parking problem.
Upon complying, it is the responsibility of the Respondent to notify the Village of
Tequesta Code Enforcement Officer at(561) 575-6213 to request a reinspection
of the property.
