Councilmembers ' review for the above referenced agenda item:

• Proposals from two (2) local Landscape Architecture Firms as
listed below:

2) Roy-Fisher Associates, Inc .
• Bid Tabulation
As you are well aware, during the past several years, both
Landscape Architecture Firms presenting proposals for this
project have provided this Village excellent service in
Ordinance 377 and Streetscape projects . I met individually with
both firms and reviewed the "Scope of Work" and advised that I
would recommend the low bid to the Village Council . Therefore,
I would recommend the Village Council award this design project
to Parker-Yannette Design Group, Inc. , in the amount of $6, 500 .
The Village Council allocated $25, 000 in the FY 1998 Capital
Improvement Fund Budget for the design phase of this
beautification project .
Please place this item on the January 8, 1998, Village Council
Agenda for Councilmembers ' consideration.

Pertinent Information:
1. Quotation shall be design only. No Village assisted
landscape bids or on-site inspection of planting
material .
2. Total proposed working budget for landscape is $150, 000,
$50, 000 for each of next three (3) fiscal years beginning
on October 1, 1998 . Installation to be phased
accordingly:
3. Quotation shall be provided on separate sheet and
attached to this Request for Quotation. A Purchase Order
will be issued to the successful RFO firm.
4. Award for "Landscape Design - Country Club Drive" is
tentatively scheduled for the January 8, 1998, Village
Council Meeting.
5. Meetings and presentations contemplated in item 3 and 5
above may be reduced and/or consolidated as circumstances
may dictate .
6. Proposal should include the design for up to three
traffic calming devices as shown on the attached
documents .

RE: Country Club Drive Landscape Design
Our Project No.: 97-667
Dear Mr. Preston:
This proposal is submitted by Parker-Yannette Design Group, Inc., hereinafter referred •
to as the"Consultant", to the Village of Tequesta hereinafter referred to as the "Client".
It is our understanding that we will provide landscape architectural services as'outlined
below for approximately 1.5 miles of streetscape for both sides of Country Club Drive in
the Village of Tequesta.
SCOPE OF SERVICES
PART A
• Our responsibilities under this agreement shall include the items listed in the attached
"Request for Quotation"provided by the "Client." The "Client" shall provide
necessary basemap materials including surveys and engineering plans.
FEE SCHEDULE
The consultant estimates the following costs for completion of the Scope of Services:
PART A $6,500.00
The above fees shall be payable upon a percent completion and approval of each section.
The above fees include necessary minor revisions to the plans as the job progresses.

Major revisions caused by circumstances beyond the control of Parker-Yannette Design
Group, Inc. are not included and will be billed at the rate listed in the"Additional Work"
portion of this proposal. These fees do not include other consultants fees, filing fees, or
normal reimbursable expenses which will be itemized on the monthly bill. Reimbursable
expenses shall include printing and reproduction,photo enlargements,courier charges,
facsimiles, and any other normal direct expenses.

ADDITIONAL WORK
At the request of the "Client", Parker- Yannette Design Group, Inc. shall provide
additional work not listed under"Scope of Services" on an hourly basis. Our hourly rate
is : Professional $60.00/hour.
TERMS
Fees shall be billed as designated in the fee schedule. All balances shall be due upon.
receipt. Fees shall be considered past due thirty(30) days form the billing date. Invoices.
remaining unpaid for Over thirty(30) days will result in cessation of work on the project
and withholding of plans. .Interest will be charged and added to the balance of the
account commencing and to the extent that the same remains unpaid thirty days after the
rendering of said bills. Fees are subject to re-negotiation if scope of services is not-
completed within six (6)months due to delays beyond the Consultant's control. Payment
of fees does not in any way depend upon development approval by the County or any
other reviewing body. At the discretion of the Consultant, the terms of this agreement
may be null and void if not accepted within thirty(30) days.

If the Consultant is prevented from continuing service for reasons beyond the
Consultant's control for more than 120 days, then this contract may be terminated by the
Consultant. If the Client wishes to terminate the Consultant's services,the Client must
give ten (10) working days written notice to the Consultant. In either case;the Consultant
shall be entitled to full compensation based on the percentage completion of services or
on a time and materials basis, whichever is greater, up to the date of termination.
Client agrees Consultant may use this project for professional award competitions. All
designs, ideas, arrangements, and plans that are created by Consultant for use on and in
connection with this project are owned by and are the property of the Consultant.
However, reproducible copies of these drawing will be provided at cost upon the Client's
request.

All changes to this contract shall be in writing and executed by all parties. If the terms of
this proposal are acceptable,please have an authorized representative of the Client sign
one copy and return•to Parker-Yannette Design Group, Inc.

artistic and technical skills, in depth knowledge and
experience with roadway plantings and a proven track
record in accomplishing public projects.
