commencing at 7 : 00 p.m.
• Met with Local Government Officials at Noon on October 13,
1997 .
• On October 14, 1997, a Staff Meeting was held wherein the
following items were discussed:
1 . The Director of Community Development was requested to
provide a status report on his review of the Tequesta
Zoning Ordinance relative to antennea/tower issue.
2 . The Director of Community Development was requested to
look into the status of driveway permit for 3 Willow Road
onto Seabrook Road.
3. Director of Community Development was instructed to
• contact the Village Attorney relative to conclusion of
preparation of ACLF Zoning Ordinance Amendment.
4 . The Water System Manager and the Director of Community
Development were queried relative to the need for a water
moratorium. It was concluded that such was not needed at
this time provided that progress moves forward on the
construction of the RO Water Treatment Plant.
5 . The Director of Community Development and the Director of
Finance were queried relative to preferences and
procedures to collect the proposed Palm Beach County
Interim Services Fee.
6. All Departments were advised of the COLA and merit monies
requested and approved by the Village Council.
7 . All Departments were advised that it was uniform funding
issuance time for members of the CWA.
8 . The Director of Finance was reminded that extra hours
worked by part-time personnel were to be paid at straight
time, not overtime rates .
9 . Fire Chief made inquiries as to the procedures for
handling alleged indigent families who had made use of
Tequesta EMS Emergency Transport Services .
• Participated in a conference call from the Village Attorney' s
Office at 1 :30 p.m. on October 14 .
• Attended the Chamber of Commerce Board of Directors Meeting at
7 :45 a.m. on October 15 .
• Attended the Community Appearance Board Meeting wherein the RO
Treatment Plant was considered at 9 : 30 a.m. on October 15 .
• Attended the Mayor/Manager' s Meeting at Juno Beach at 4 : 00 p.m.
on October 15 .
• Attended the Special Master Hearing at 10 : 00 a.m. on October
23 .
• Attended the Special Village Council Meeting and LPA Workshop
at 7 : 00 p.m. on October 23 .
• Attended a Breakfast Meeting at 7 : 30 a.m. at Jupiter Beach
Resort with parties wishing to develop land in Tequesta.
• A Staff Meeting was conducted at 10:00 a.m. on October 28
wherein the following items were discussed:
1. The Director of Public Works was requested to prepare a
pert chart for all capital projects within the Capital
Improvement Fund and Stormwater Utility and to ensure
that landscape architectural services for Country Club
Drive were approved by the Village Council at their
Meeting in January 1998 .
2 . Director of Public Works was queried relative to the
whereabouts of the Stormwater Utility Board requested
written plan for swale development with coordination with
the Department of Community Development.
3 . The Director of Public Works was requested to consider
Village of Tequesta payment of incremental swale
development.
4. The Director of Finance was queried relative to the
status of the payment of additional Capital Improvement
charges by a developer in Tequesta.
5 . The Director of Finance was questioned relative to
Ordinance No. 411 conservation fees and the required plan
review and inspection services of the Department of
Community Development. The Director of Finance ensured
that an Ordinance 411 audit would be conducted and the
findings reported to the Village Manager.
6 . The Director of Finance was reminded to schedule the
quarterly Employee Pension Board Meeting prior to January
1, 1998.
7 . Director of Finance queried relative to implementation of
Tequesta addresses for all Water Department customers .
8. The Water System Manager was requested to review the
Medical History Questionaire for job applicants .
9 . The Director of. Public Works & Recreation was queried
relative to finding necessary funding to address
shortfall for Recreation Center renovations .
10 . All Department Heads were requested to provide their
input relative to Christmas and New Year Holiday date
changes .
11. All Departments were advised that the next Staff Meeting
would be held on December 9, 1997 .
12 . The Director of Public Works was advised that
intersection improvements for Tequesta Drive and Old
•
Dixie Highway were needed at this time in order to
improve traffic flow and to seek same within Palm Beach
County Five-Year Road Plan and Palm Beach County TIM and
Village of Tequesta Capital Improvement Program, if
needed.
13 . All Departments were provided a hand-out by the Village
Clerk relative to the official Village of Tequesta
position relative to Halloween activities and the
encephalitis problem.
14. The Director of Finance was advised of a Village Council
preference to give Fidelity Federal future consideration
whenever Tequesta seeks to borrow funds .
15. Water System Manager queried relative to well survey
status requested by Village Council .
16. Director of Public Works was advised that the Village
Council has expressed an interest in having Stormwater
Utility develop septic tank inspection program and to
•
have the Capital Projects Coordinator draft an outline of
same for Village Manager review.
17 . A Worker ' s Compensation issue was discussed with the
Director of Public Works .
18. The Fire Chief sought direction relative to requirement
for background checks for all potential hirees . All
Departments were advised to use the services of the
Tequesta Police Department for criminal background
checks, Driver' s License checks, and all Departments
notified to call references listed by applicant in order
to review background.
• Attended the Tequesta Pines Homeowners Association Meeting at
7 :00 p.m. on October 29 .
• Met with Cheryl McKee, EcoSystem Management Coordinator of the
Florida Department of Environmental Protection, relative to DEP
plans for Loxahatchee Water Shed.
• Received flu shot at 9 : 00 a.m. on November 3 .
• Met with Vice-mayor Hansen at Noon on November 3 .
• Attended Special Meeting Pursuant to F. S. 447 . 605 on November 4
at 4 :30 p.m.
• The Water Department Monthly Water Usages Report and Monthly
Water Quality Analysis Report for Month of September 1997 is
attached hereto and made a part of this Report.
• The Department of Community Development Monthly Report for the
months of September and October 1997 is attached hereto and
made a part of this Report.
• The Department of Fire-Rescue Village Manager' s Report for the
Month of September 1997 is attached hereto and made a part of
this Report.
