PROJECT: Wendimere Villas, Phase I

Tom, attached are 18 packets and plans for the above subject project which was
reviewed by the Community Appearance Board on July 12, 1995 and April 10, 1996.
The Board reviewed the requested waivers and expressed no major concerns with the
application:
The Board first reviewed this landscape plan on July 12, 1995. The first plan
submitted called for the removal of 3' & 5' wide strips of asphalt surrounding
the parking lot and the planting of three live oaks at the west side of the
parking lot. Due to monetary conditions (the cost of removing the paving and
installing irrigation in this area) the Association revised their plan, leaving the
asphalt as is, deleting the three proposed oak trees and the green space
around the parking lot and adding six oak trees in front to fill in the
streetscape.
0 The Board discussed the hedge (around the parking lot).and recommended
that it be trimmed down so that it would grow wide and then be allowed to
grow taller.
Motion to approve the proposed landscaping and waivers as resubmitted at the April 10,
1996 CAB meeting, with the addition of two Simpson Stopper trees or Sabal Palm trees
to the west end of the parking lot, one on the northwest corner and one on the
southwest corner.
Vote on the motion: 4-0 to approve.

Additional Comments: When this project was permitted in 1972, which predates the
1979 ordinance creating site plan review by.Village Council requirements, it included a 5'
high pierced brick wall along a portion of the front property line. Wendimere Villas
Association had the wall taken down two years ago after being hit by a vehicle and
weakened. Their insurance company felt that it had become a safety hazard. The
Association advises that they could not afford to fix or replace the brick wall but have
planted a ficus hedge in its place creating an "environmentally sound green wall". This
hedge is in accordance with the requirements of Ordinance 377.

To Whom It May Concern:
Enclosed with this letter you will find our blueprints
regarding Ordinance # 377. Most of what you see has
already been approved by the various boards.
There were two or three minor changes made due to monetary
conditions at Wendimere Villas I . This new draft excludes '
a small grass strip between the parking bumpers and the
sidewalk area that would have cost too much for us to put
in with added sprinkler systems and other needs.
In addition, Roy-Fisher Associates moved a couple of the
trees around in conjuction with the ordinance and we added
more shrubs.
I hope this will be accepted by the Village of Tequesta
for our minimum property upgrading. We look forward to
finishing up this project as soon as possible.

This letter is to confirm the action of the Village of Tequesta Community Appearance Board at
their April 10, 1996 meeting approving your plans as resubmitted for the above referenced
project per Roy-Fisher Associates drawings, rev. date 10-19-95, and as modified as follows:
• add two Sabal palms or Simpson stopper trees at the southwest and northwest corners of
the parking lot.
As you are aware, this project must be reviewed by the Village Council for approval of the
requested landscape waivers. Upon receipt of 9 copies of this revised plan (8 full size and 1- 11"
X 17" reduction), this will be placed on the agenda of the next available Council meeting. You
and /or your representative will need to be in attendance at this meeting to present your
application to the Council.

the motion, which carried by unanimous 4-0 vote.
Mr. Ladd explained that the signs with the name change
had been approved under the uniform sign code.

Cypress Drive, for revisions to their previously approved
landscape plan for Ordinance 377 compliance.
Connie Fisher from Roy-Fisher Associates, Inc. , explained
that this application had been resubmitted with changes
to the original plan approved by the Community Appearance
Board, in order to improve the very tight parking
situation. .Ms. Fisher explained that in the original
approval some of the paving would have been removed, and
the resubmitted plan did not call for removal of paving.
The resubmitted plan also deleted three proposed trees
and the green space around the parking lot as on the
original approved plan, and added six oak trees in front
to fill in the streetscape.
Chair Cook requested that broken fence pickets be
replaced. The hedge on the property was discussed, which
had not been trimmed properly. Chair Cook recommended
that the hedge be trimmed down so that it would grow wide
and then it could be allowed to grow tall . •
The Board discussed where additional trees could be
added, and the best types of trees to compliment the
existing landscaping.
Boardmember Coben requested that when revised plans were
submitted that the changes be more clearly spelled out,
since it had been impossible for the Boardmembers to tell
what was being changed from the information provided to
them.
Boardmember Dalack made a motion that the resubmitted
plan be approved with the addition of two Simpson Stopper
trees or Sabal Palm trees to the west end of the parking
lot, one on the northwest corner and one on the southwest

corner. Boardmember Coben seconded the motion, which
carried by unanimous 4-0 vote.
Boardmember Coben stated for the record that the Board
was requesting Clerk of the Board Ladd to exercise more
direction for applicants on resubmittals and to be more
explicit what was being deleted and what was being added.
Additional comments were that the project must be started
30 days from approval, and that this application would
need to be resubmitted to the Village Council .
3. An application from Roy-Fisher Associates, Inc. For
• review of landscape plans for Ordinance 377 compliance
for Georgetown Place Phase II, 408-412 North Cypress
Drive.
Connie Fisher from Roy-Fisher Associates, Inc. , reviewed
the request. Kaye Maynard, resident of Georgetown Place
Phase II, answered some of the questions .from the '
Boardmembers. Ms . Fisher discussed elimination of the
waiver regarding native plant percentages, since all •of
the additions were native; however, Mr. Ladd explained
that the waiver would be necessary, and commented that
three areas of Ordinance 377 applied to the entire site:
the percentage of natives, irrigation, and removal of any
of the prohibited trees and shrubs on the "hit list"; and
stated that in this case the total property needed to
come to 60% native, or receive a waiver.
The Board discussed whether another oak tree was needed
to fill in a gap in the streetscape. Vice ,Chair Strahan
questioned whether the massive schefflera would be
removed since it was not in the plan. Mr. Ladd explained
that schefflera was not on the prohibited plant list.
Ms. Maynard commented that she would inform the owner of
• that unit that the schefflera could eventually cause
foundation damage. Ms . Maynard explained that trees on .
the adjacent vacant lot interfered with the view of
traffic, and that residents trimmed those trees so that
they could see when exiting their property. Vice Chair

Ms. Renebaum requested withdrawal of the
application. Clerk of the Board Scott D. Ladd

parking be added to the plan and that the plan be
reviewed with the Fire Chief before resubmittal.

the preliminary asphalt removal plan, explaining
that parking was very limited and that additional
green space had been achieved by creating islands
around the edge and reducing parking spaces from

Ms. Rennebaum explained that foundation plantings
had been added across the front and that there were
cocoplum hedges. The only non-native plant was an
existing ficus hedge. A hedge and tree had been
added on the west side.
Chuck Woodburn, a resident of Wendimere Villas I, urged
the Board to consider that the residents were not
wealthy, and requested that the Board give serious
consideration to financial aspects in their decisions.
Vice Chair Strahan verified that the percentage of green
area for parking was 13% rather than the required 15% and
that the total site percentage was much higher than the
25% required. Boardmember McCormick pointed out that in
two of the applications considered at this meeting that
existing features on adjacent properties were used in
lieu of the applicant meeting requirements, and that this
would be happening with many applications; however, she
believed that this applicant had done more than enough.
It was the consensus of the Board to approve the plan as
submitted. y-o
