Subject: Purchasing Chemicals Through County Co-op Vendors
The Village of Tequesta Water System, as well as many other water
systems in Palm Beach County, jointly participate in what is
known as the Cooperative Purchasing Council of Palm Beach County.
Participating entities by grouping together, realize significant
savings in labor and materials relative to securing goods and
services for their utilities. The Village Water System for many
years has been a part of the Co-op and realized the benefits in
absence of our own purchasing department.
In the forthcoming fiscal year, we intend to continue our
chemical purchases utilizing the Co-op by "piggy backing"
contracts secured by lead entities with one new change. When
possible, we are going to ask for Village Council approval of our
chemical purchases for extended periods. This will allow us to
lock in—certain costs, issue blanket purchase orders, and
significantly reduce internal paperwork. Purchasing in this
fashion for goods and services vastly reduces our manpower
requirements, because the lead entity in the Co-op - has already
secured the competitive bids. This is similar to.?our practice
of purchasing vehicles and other goods under the St4te`of Florida
contract .
In starting off the new fiscal year, we wish to obtain Village
Council approval for the purchase of the following chemicals.
Jones Chemicals,
Ft. Lauderdale, FL. 21 tons Chlorine $374.50/ton $7,864.50
Apperson Chemicals, Inc.
Jacksonville, FL. 23, 000 tons Sodium
Hydroxide $0.145/lb. $3,335.00
This request is for continuation of purchasing from the above
vendors until expiration of the current Co-op bids. We
anticipate Anhydrous. Ammonia to be bid in December 1997, and
Chlorine to be re-bid in March 1998 .

Funding for the above will be provided by the Water Enterprise
Fund, Pumping and Storage Division, Chemicals Line Item, having
an FY 98 Budget amount of $44, 836 .
Please place this item on the Village Council agenda of
October 9, 1997 for review and approval .
