Bradford, Village Manager-5 Date: October 16, 1997 Subject: Appeal of Community Appearance Board Decision of October 15, 1997, Pertaining to Reverse Osmosis Treatment Plant Roof Materials As you know, Tequesta staff and consultants are moving forward with the development of the Tequesta Reverse Osmosis Water Treatment Plant Facility. Accordingly, Tequesta' s application came before the Community Appearance Board at their meeting held on October 15, 1997 . The Community,' Appearance Board made several changes to the landscaping and architectural features of the building which staff has reviewed and can live with since these are minor in nature and will cause little impact to the overall budget. However, the Community Appearance Board recommended that. the Project be approved subject to the condition that the roof be a cement tile roof, terra cotta in color, either flat or rounded, such as a barrel tile might be. This condition of approval will have a cost impact to the project, as well as a timing impact since the plans must be amended to accommodate the proposed roof. Reese Macon & Associates estimates the cost impact to be: • Cement Tile terra cotta flat - $30,000; increase to annual debt service - $2,082 • Cement tile terra cotta round - $33,000; increase in annual debt service - $2,290 • Annual periodic cleaning and tile replacement - $1,500 Because of the scored arches over the louvered vents/windows, I would recommend the rounded barrel/S-tile option if you are inclined to accept the Community Appearance Board condition. In addition to the cost factors listed above, the roof materials recommended by the Community Appearance Board would cause a project delay of approximately one month. The current schedule to commence advertisement for the bids would be changed from November 2, 1997, to November 30, 1997, a delay of approximately one month. Accordingly, the issuance of bonds and the commencement of construction would be delayed similarly. • This appeal is not adversarial in nature. The Village Manager is not pposed to paying these additional costs . Nor is the additional time delay critical. In fact, it can be argued that the 9hanges proposed by the Community Appearance Board would make for a more attractive public utility structure. It is the contention of the Community Appearance Board that Tequesta needs to provide for a tile roof on this highly visible project to enable the Community Appearance Board to be steadfast in their efforts to cause others to adhere to their stated goal of providing for 'aesthetically pleasing projects with tile roofs . MEMORANDUM • DATE: October16, 1997 TO: Tom Hall FROM: Tom Jensen RE: R.O. Water reatment Plant As discussed at the CAB meeting yesterday,we have revised the front building elevation to reflect what the CAB requested/approved. Attached are two (2)copies each of the original design and the CAB approved design. Note that the CAB design shows a flat cement tile roof, as you know a S-shape or modified S-shape cement tile(barrel tile look)was also approved as an option. In order to change the roof type from standing metal seam to cement tile, a plywood substrate with two (2)layers of felt(hot mopped)is required on the prestressed concrete roof. Taking this into consideration and the tile cost,we estimate that the roof change to flat cement tile will equate to an additional $20,000. If the Village goes to a S-shape/modified S-shape cement tile from the flat cement tile this change would add$3,000 to the above costs. As for color, either type of cement tile is available in a"color through" terra cotta color. With the cement tile roof, a 5-year watertight warranty is given as opposed to the metal roof which comes with a 20-year watertight and no color fade warranty. There is a possibility of buying an extended warranty for watertightness for cement tile roofs,but we were unable to get a cost for this due to the other factors which affect its cost,(roof design and contractor used). The cement tile has a 50 year limited warranty covering moisture absorption and flexural strength requirements but excludes color change or shade variations. We also discussed the additional roof maintenance which will be required for cement tile, such as periodic cleaning and tile replacement, we are estimating that the Village allocate$1500 per year for this work. Changing from the metal to the cement tile roof, RMA will be required to change numerous plan details to incorporate roof details for cement tile roof construction in addition to the architectural treatments to the building elevation. We anticipate$10,000 in additional engineering fees to make this change.
