GOALS, OBJECTIVES AND POLICIES
A. OBJECTIONS
1. 9J-5. 005 (6) . 9J-5. 003 (32) . 9J-5. 003 (57) 9J-5. 003 (64)
(a) Goals which do not state a long-term end towards
which programs or activities are directed are not
acceptable.
(b) Objectives which are not measurable, not supported
by the data and analysis and are stated in an
unspecific, tentative and/or conditional manner are
unacceptable.
(c) Policies which are tentative or conditional, or do
not describe the activities, programs and land
development regulations which will implement the
plan, are unacceptable.
(d) Requirements identified in Chapter 9J-5, F.A.C. ,
which are required to be addressed by objectives and
policies must be based upon relevant and appropriate
data.
(e) Land development regulations to be adopted pursuant
to s. 163. 3 2 02, F.S. must be adopted and implemented
within one year after the due date for submission
of the revised comprehensive plan.
3
Recommendation
A goal must be written to state the long-term desired
result (Rule 9J-5.003 (32) , F.A.C. ) . Objectives must be
written in a way that provides specific measurable
intermediate ends that mark progress toward a goal (Rule
9J-5. 003 (57) , F.A.C. ) . A measure such as a quantity,
percentage, etc. and a definite time period for its
accomplishment must be included in the objectives.
Policies answer the question of "how" by specifying the
clearly defined actions (programs and activities) local
governments will take to achieve each objective and
ultimately the identified goal (Rule 9J5. 003 (64) ,
F.A.C. ) .
If desired, local governments may choose to assign the
measurability to a policy; however, it must be clearly
linked to the pertinent objective and the final
combination must provide a clear basis for assessing the
effectiveness of the plan.
It is also incumbent upon the local government to
establish that it has met the intent of the Rule when it
deviates from the requirement related to measurable
objectives. The Department is primarily concerned that
local governments provide the basis for assessing the
effectiveness of their plan.
Objectives and policies may be written using the word
"should" instead of "shall" provided that the local
government does not view the use of "should" to mean
"may" or to imply discretion. Regardless of which word
is used, the local government should make efforts to
achieve the stated goals and objectives.
For the comprehensive plan elements, objectives and
policies must be written for each of the requirements
identified in Chapter 9J-5, F.A.C. , unless there is a
valid explanation why the requirement does not apply.
These requirements, by themselves, are not objectives or
policies and cannot be used as such in the elements. All
goals, objectives and policies within the plan shall be
based upon relevant and appropriate data. Objectives and
policies need to be supported by the data and analysis
in order to have validity within the plan.
Objectives and policies related to land development
regulations pursuant to s. 163.3202, F.S. , must reflect
that the regulations will be adopted and implemented
consistent with the requirements of s.163 . 3202, F.S.

Response
See revised Goals, Objectives and Policies in individual
elements of the Comprehensive Plan.
B. COMMENTS
1. See individual elements.
PLANNING TIMEFRAMES
A. OBJECTIONS
1. 9J-5. 005 (4)
The plan does not indicate the correct minimum five-year
planning time period. Page 223 of the Future Land Use
Element indicates 5 year intervals (1995, 2000) beginning
subsequent to the plans adoption in 1990 which is
incorrect. The expected plan adoption date will occur
in 1989 which will make the minimum fiveyear date 1994 .
Recommendation
Revise the minimum five-year planning period to indicate
1994 and utilize this date consistency throughout the
plan.
Response
The Population Projections have been revised to indicate
1994 and 1999 planning timegrames. All elements have
been revised, where necessary, to reflect these five (5)
and ten (10) year planning timeframes.

FUTURE LAND USE ELEMENT
A. OBJECTIONS
Data
1. 9J-5. 006 (1) (a)
a) The existing land use map (Figure 1) has been reproduced
at such a small scale that is difficult to identify
certain features within the Village, including adjacent
municipalities and unincorporated enclaves of Palm Beach
County.
Recommendation
Include a larger map in order to identify adjacent
municipalities and unincorporated enclaves of Palm Beach
County on Figure 3-5.
Response
See revised Figure 3-5.
b) The existing land use map or map series does not depict
conservation as a generalized land use although Table 2-
1 indicates approximately 120 acres are in this category.
Recommendation
Revise the existing land use map or map series to depict
conservation land uses within the Village.
Response
The Conservation land use category has been limited to
beaches and shores on the Existing Land Use Table because
of inconsistencies between the Table and Existing Land
Use Map. The Open Space (Water) cate or is listed as a
separate land use in the revised Exi- ing Land Use Table,
as Water Bodies. The Open Space (Land) sub-category has
been included under the Recreation/Open Space land use
category in the revised Existing Land Use Table. Figure-
5 has been revised to reflect these changes.
2 . 9J-5. 006 (1) (b) 3 .
The text on page 204 . and in other portions of the plan

a) A policy concerning the establishment of standards for
densities or intensities of use for each future land use
category is not included. Policy 1.5. 1. , page 236, does
not establish standards for densities and intensities of
use for future land use development.
Recommendation
Revise Policy 1.5. 1 or include a new policy or policies
which establishes standards for densities or intensities
of use for each relevant future land use use category.
Response
See new Policy 1. 1.2 and new Table FLU-1 and Figure FLU-1 .
b) Policy 1.3 .8. , page 235, does not include the
implementation programs or activities the Village will
utilize to continue the trends in low-density
development.
20
Recommendation
Revise Policy 1.3 .8. , to specify the program or
activities the Village will utilize to continue low—
density development trends.
Response
See revised Policy 1.3.5 (previously 1.3 .8) .
29. 9J-5.006 (3) (c) 8.

activities) to be undertaken to identify and designate
historically significant properties and provide
protection for historic resources.
Response
See Revised Policy 1. 4. 2 .
Future Land Use Map(s)
30. 9J-5. 006 (4) (a)
a) The text on page 228 refers to single-family, low
density, medium density, high density and adult
congregate living facilities as sub-categories of the
residential land use category but does not include these
categories on the Future Land Use Map. In addition, a
policy is not included to establish standards for
densities and intensities of uses for each land use
category.
In addition, multi-family uses are shown in coastal high-
hazard areas which is inconsistent with 9J5.006 (3) (b) 5. ,
which requires coordinating coastal population densities
with hurricane evacuation plans; the Coastal Management
Element, 9J-5.012 (3) (b) 6. , which limits public
expenditures that subsidizes development in coastal high-
hazard areas; and 9J-5.012 (3) (c) 3 . , hazard mitigation
and (c) 7. , limiting development in high-hazard areas.
Also, Policy 2, under Objective B on page 237, implies
that "high density development will be allowed" if
serviced by sanitary sewers. This is not consistent with
the aforementioned Rule requirements. In addition, the
Future Land Use Map is not supported by the goals,
21
objectives and policies. Densities and intensities of
use for the land use categories have not been established
in a policy (see Rule 9J-5.006 (3) (c) 7. , F.A.C. ) .
Recommendation
Revise the Future Land Use Map to include the various
residential land use categories. Also include standards
for densities and intensities of user for each land use
category in a policy. Include information demonstrating
consistency with the requirement to direct population
concentrations away from the coastal high-hazard area.
Also, establish densities and intensities of use for each
future land use category in a policy.
Response
See added Policy 1. 1.2, Table FLL.l and revised
Future Land Use Map which address comments regarding
density intensity. Adult congregate living facility has
been deleted as a landuse category. All multiple family
uses, with the exception of 0.67 acres is currently
built. Remaining multiple family can result in an
additional 7 units being built. As a result, it is
concluded that development is already accounted for in
evacuation plans. Additional accounting is not
applicable.
b) The Future Land Use Map does not depict mixed uses as a
category of land use. The definition in the text on page
233 does not include a description of this category in
terms of extent, location, distribution, intensity or
density of uses allowed. In addition, policies
establishing standards for densities and intensities of
uses in this category are not included.
Recommendation
Revise the definition in the text to include a
description of Mixed Use Development and include the
generalized location on the Future Land Use Map.
Response
See added Policy 1. 1.2 and Future Land Use Map.
31. 9J-5. 006 (4) (b)
a) The Future Land Use Map is not supported by the data and
analysis because the plan fails to provide information
and analysis on wetlands, estuarine systems, the amount
of land needed by land use category and the character and
magnituds of vacant or undeveloped land.
22
Recommendation
Revise the Future Land Use Map based on data and analysis
to support the land uses designated on the map.
Response
See new Table 3-2 and Maps.
b) The Future Land Use Map (Figure 2) is reproduced at such
a small scale that it is difficult to identify certain
features within the Village, including adjacent
municipalities and unincorporated enclaves of Palm Beach
County.
Recommendation
Include a larger map which identifies adjacent
municipalities and unincorporated enclaves of Palm Beach
County.
Response
See Figure FLU-1 .
c) The Future Land Use Map or map series does not depict
conservation as a generalized land use although Table
2-11 indicates approximately 120 acres are in this
category.
Recommendation
Revise the Future Land Use Map or map series to depict
conservation land uses with the Village.
Response
See revised Table FLU-1 and Figure FLU-1 .
32 . 9J-5. 006 (4) (b) 4.
Wetland (marsh and mangrove) areas are not depicted on .
the Future Land Use Map or map series.
Recommendation
Revise the Future Land Use Map or map series to include
wetland (marsh and mangrove) areas within the Village.
Response
See revised Figure FLU-1 .

TRAFFIC CIRCULATION ELEMENT
A. OBJECTIONS
Data
1. 9J-5. 007 (1) (a)
The reproduction of the existing traffic circulation map
is not legible. It is of such a small size that it is
difficult to identify existing traffic circulation
features identified in the text, i.e. , state roads,
county roads or local roads.
Recommendation
Include a legible (larger) existing traffic circulation
map so that existing roadway features can be clearly
identified.
Response
A new larger existing traffic circulation map has been
prepared as Figure 4-1, Village of Tequesta Existing
Traffic Circulation Map .
2 . 9J-5. 007 (1) (a) 1.
The depiction of collector traffic circulation facilities
is not clear. The text on page 302 indicates the
generalized location of these facilities but they are not
depicted on the map. For example, Country Club Drive is
described as a collector but its depiction on the map has
either no corresponding map legend or the legend is
incorrect. Similarly, Old Dixie Highway, described as
a collector, is not shown at all. The map legend
indicates a distinction between major, minor and
principal collectors yet the text does not describe or
make a distinction between collector facilities.
Recommendation
Include a revised existing traffic circulation map at a
sufficient size so that the reader is able to distinguish
various traffic circulation features. In addition,
resolve the inconsistency between the map legend and the
text to correctly identify major, minor and principal
collector facilities in the Village.
Response
A new existing traffic circulation map has been prepared
as referenced above along with Table 4-1, Existing Major
Roadway System Inventory to be consistant with the Map.
24
Further, the text has been reqritten to be consistant
with the Map.
Analysis
3 . 9J-5. 007 (2) (a)
a) The title of Table 3-2 indicates that the data represents
1988 Average Daily Traffic (ADT) Volumes. This is
inconsistent with the footnote source which indicates the
data was derived from a Palm Beach County Metropolitan
Planning Organization (MPO) report dated 1987. The MPO
has. published 1988 Average Annual Daily Traffic Data
(AADT) , not ADT. The Florida Department of
Transportation has published its 1985 Highway Capacity
Manual which utilizes Generalized Highway Capacity
Tables.
Recommendation
Revise Table 3-2 to reconcile this inconsistency by
utilizing 1988 AADT data which is available from the
Florida Department Of Transportation and the MPO.
Response
Based on comments received this element has been
rewritten, see new Section 4.2 . 3, Table 4-2 .
b) The analysis of the existing traffic circulation level
of service (LOS) for roadways shown in Table 3-2 lacks
documentation as to how LOS operating conditions were
derived and whether the values represent peak hour
conditions. The calculation of LOS does not include
volume-to-capacity ratios based on latest available data
for roadways in the Village. In addition, there is no
capacity analysis for other collector roads such as
County Line Road, Riverside Drive or Country Club Drive,
based on existing design capacities to establish and
adopt LOS standards.
Recommendation
Revise Table 3-2 to utilize 1988 data to determine
existing LOS at peak hour conditions for all arterial and
collector facilities within the Village.
Response
See the rewritten element Section 4. 3. 1.
c) The analysis of the existing traffic circulation LOS does
not include accident frequency data. The text on page
306 indicates "data is not available" yet a reference to
25
a "Comprehensive Traffic Study" by Gee and Jensen
Engineers, Inc. , is made which implies that the
information may be available.
Recommendation
Revise the analysis to include accident frequency data
if available.
Response
Based on these comments, this element has been rewritten,
see new Section 4. 3 .3, Accident Data Analysis.
4 . 9J-5. 007 (2) (b)
The analysis of projected traffic circulation levels of
service and systems needs based upon the future land uses
is not included. Table 2-11 of the Future Land Use
Element indicates a significant increase in the amount
of commercial and residential land uses but no analysis
of the impact of these uses on the traffic circulation
system is included, particularly the impact on the state
highway system. In addition, the needs assessment on
page 308 does not include consideration of adopted level
of service standards, recent accident statistics,
improvements, expansions and new facilities planned for
in the Florida Department of Transportation 5-year
Transportation Plan or the MPO's Transportation
Improvement Program. Also, the need for new facilities
or expansions to provide safe and efficient operating
conditions (as excerpted from the Gee and Johnson
Comprehensive Traffic Study) have not been carried
forward in the Capital Improvements Element.
Recommendation
Include the required analysis of projected traffic
circulation levels of service based upon the future land
uses. Identify needed transportation improvements and
include them in the Capital Improvement Element.
Response
See the rewritten Section 4.4 .4, Analysis of Projected
Needs.

4. 9J-5. 010 (2) (f) 3 .
The analysis of housing needs did not include the means
for providing adequate sites for low and moderate income
housing and mobile home placement. The text on page 411
indicates mobile homes or other manufactured housing is
not permitted in the Village. This is contrary to
section 163.3177 (6) (f) 4. , Florida Statutes, and Rule 9J-
5.010(3) (b) 3 . , F.A.C. , which require local governments
to provide adequate sites for housing for low and

Response
As mentioned previously, the Town of Jupiter is under a
contractual agreement to provide Tequesta with 1.5
Million gallons per day until the year 2006, therefore,
the Town of Jupiter has included the Village of Tequesta
into their facility capacity analysis for both the
initial five years and ten year planning periods as part
of the Potable Water Sub-Element of Jupiter's
Comprehensive Plan.
The Village of Tequesta's facility capacity analysis for
existing conditions, the initial increment of the
planning period and for the remaining increment of the
planning period is included in Section 6.4.3, Sub-Section
6.4. 3 . 1, Facility Capacity Analysis of the Village's
revised Support Documentation.
10. 9J-5. 011 (1) (f) 2 .
An analysis of the general performance, condition and
life expectancy of the existing facilities, an evaluation
of the adequacy of the current levels of service provided
by the facilities, and any impacts of the Tequesta
facilities upon adjacent natural resources has not been
included.
Recommendation
Include an analysis of the general performance, condition
and expected life of the facilities, an evaluation of the
current level of service, and any impacts of the
Village,s water system upon natural resources.
Response
An analysis of the general performance, condition and
expected life of the facilities, an evaluation of the
current level of service, and the impacts of the
Village's water system upon natural resources is included
in Section 6.4.3, Sub-Section 6.4.3.2, General
Performance Evaluation, of the Village's revised Support
Documentation.
11. 9J-5.011(1) (f) 3.
An analysis of the problems and opportunities for potable
water facility replacement, expansion and new facility
citing that will be required to meet water needs
throughout the planning period is not included.
61
8. 9J-5. 011 (1) (e) 5.
The levels of service provided by the Jupiter and
Tequesta systems are not included.
Recommendation
Include the levels of service provided by the Jupiter and
Tequesta water systems.
Response
Since the Town of Jupiter is under a contractual
agreement to provide Tequesta with 1.5 Million gallons
per day until the year 2006, only the levels of serve for
the Tequesta Water System is addressed in Section 6.4 .2,
Sub-section 6.4.2. 3 , Current Demand and Level of Service,
of the Village's revised Support Documentation.
The Town of Jupiter has its own separate facilities and
service area, therefore, any information regarding
Jupiter's system can be found by referencing Jupiter's
Comprehensive Plan.
9 . 9J-5. 011 (1) (f) l.a. . b. and c.
A facility capacity analysis indicating capacity
surpluses and deficiencies for existing conditions is
incomplete and the analysis is not included for the
initial increment ' of the planning period or for the
remaining increment of the planning period. The existing
conditions is incomplete because only the Village,s water
demands from the Tequesta wells and the Jupiter system
are included rather than the demands for the entire
service areas. As a result, the excess capacity of
520, 000 gallons per day available from the Tequesta wells
is not accurate. The amount of this water that is
provided to areas outside the Village is not included.
Also, it is not demonstrated that final upgrading of the
treatment plant to a capacity of 3.0 million gallons per
day will be adequate to meet the Village,s future needs.
Recommendation
Include a facility capacity analysis for existing
conditions, the initial increment of the planning period
and for the remaining increment of the planning period.
The analysis must include the entire service area for the
Tequesta and Jupiter systems in order to assess the
Village,s water needs and determine if enough water will
be available to supply those needs throughout the
planning time frames.
60
Response
The geographic service areas for the Village's Potable
Water facilities is provided as Figure 6.4-1 in Section
6.4 .2 , Potable Water Data Summary, of the Village's

The design capacity for the Jupiter water system is not
included.
Recommendation
Include the design capacity for the Jupiter water system.
Response
The design capacity for the Jupiter water system is not
included in the Tequesta Potable Water Sub-Element, since
the Village has a contractual agreement with Jupiter to
provide 1.5 Million gallons per day of potable water to
the Village until the year 2006. This agreement assures
the Village that the Town of Jupiter has committed to
provide Tequesta with 1.5 Million gallons of potable
water per day, even if it means at some future date
refusing service to new customers applying to the Town
until the year 2006 which is seven years beyond the ten

POTABLE WATER SUB-ELEMENT
A. OBJECTIONS
Data and Analysis
1. 9J-5. 011(1) (b)
The Village of Tequesta provides water to the Town of
Jupiter, Jupiter Inlet Colony, and portions of Martin
County and Palm Beach County; however, the data and
analysis does not include information regarding the
existing, and future water needs of these areas and the
Village's ability to provide future service.
Recommendation
Include data and analysis regarding existing and future
water demands for the areas serviced by. the Village and
assess the Village's ability to continue serving those
areas.
Response
As a result of rewriting this Sub-Element, the data and
analysis regarding existing and future water demands
including assessment of the Village's ability to continue
serving its Service Area, is addressed in Sections 6.4.2,
Potable Water Data Summary, and 6.4. 3, Potable Water
System Analysis included as part of the Village's Support

Response
Policy 1. 1.3 has been deleted and replaced with more
specific policies 1.3 . 1 thru 1.3. 3 .
c) Policy 1. 1.4 (page 507) , requiring adequate drainage
facilities to meet stormwater discharge criteria
established by the SFWMD, includes an incomplete
reference citation. Also, it is unclear if the intent
of the policy is to incorporate a level of service
standard by reference.
Recommendation
Revise the policy to include the complete citation for
the SFWMD criteria. To incorporate a document by
reference, the title of the document, page numbers of the
applicable material, date of the document and all other
information necessary to identify the document must be
included. If the intent of the policy is to establish
a drainage level of service standard, then it is
suggested that the standard be included. The standard
must indicate a storm frequency and duration. Also, the
standard must apply to all development orders and
permits.
Response
Policy 1.1.4 has been rewritten as a new Objective 1. 3 . 0
with further specification provided as additional new
policies 1. 3 . 1 thru 1.3 .3 . The intent of this policy was
not to establish a drainage level of service. However,
a new policy 1.2 . 1 has been included which provides a
complete drainage retention requirement.
