DATE: June 4, 1993
SUBJECT: Resolution Providing Funds for the Countywide Mobile
Communications Center; Agenda Item.
The Fire Chief's Association of Palm Beach County has requested
that Tequesta take formal action granting unto them $410.00, our
percentage share of the total funding for the proposed Countywide
Mobile Communications Center providing emergency communications in
the event of a natural or civil disaster. These funds will be
allocated from Tequesta's share of the surcharge on fines for every
DUI conviction. Palm Beach County Fire-Rescue will maintain the
Center, but it can be used by any Department for training and
actual use.
This proposed capital expenditure would prove to be a vital asset •
for the_provision of public safety in the event of such disasters.
Therefore, it is recommended that the Village Council adopt this
Resolution granting unto The Fire Chief's Association of Palm Beach
County our proportionate share of said costs for the same.

RESOLUTION NO. 10-92/93
A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
APPROVING THE REQUEST OF THE FIRE CHIEF'S
ASSOCIATION OF PALM BEACH COUNTY FOR FUNDS FROM
THE PALM BEACH COUNTY EMERGENCY MEDICAL SERVICES
AWARDS PROGRAM TO BE USED FOR A MOBILE
COMMUNICATIONS CENTER TO BE OPERATED BY PALM BEACH
COUNTY FIRE-RESCUE.
WHEREAS, a Twenty-Five ($25.00) Dollar surcharge is attached
to the fine for every D.U.I. conviction; and
WHEREAS, a Five ($5.00) Dollar surcharge is attached to the
fine for 'every violation that is fought in Court and
convicted; and
WHEREAS, these monies are turned over to the State of Florida
which returns forty-five percent (45%) back to the
municipalities for the purpose of improving and expanding
emergency medical services; and
WHEREAS, the Village of Tequesta is eligible to receive one
thousand sixty-one dollars ($1061.00) of these funds; and
WHEREAS, the Fire Chief's Association has requested a
commitment from Tequesta ,for a portion of the funds available
to the Village of Tequesta for a mobile communications center
to be, operated by Palm Beach County Fire-Rescue.
NOW, THEREFORE, `BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. The Village Council of the Village of Tequesta
approves the request of the Fire Chief's Association of Palm
Beach County for four hundred ten dollars ($410.00) from the
Palm Beach County E.M.S. Awards Program.
Section 2. Said funds shall be used solely for the proposed
Mobile Communications Center to be operated by Palm Beach
County Fire-Rescue.
Section 3. The Village Manager is authorized to execute a
Letter of Commitment for the Village for four hundred ten
dollars ($410) for the mobile radio system.
$ection 4. The Village Clerk is hereby directed to send a
copy of this Resolution to the Palm Beach County Division of
Emergency Medical Services and the President of the Fire
Chief's Association of Palm Beach County.
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember
who moved its adoption. The motion
was seconded by Councilmember • , and
upon being put to a vote, the vote was as follows:

The Mayor thereupon declared the Resolution duly passed and
adopted this 10th day of June, A.D. , 1993.

Recent disasters in Florida this past year demonstrated that
failures in communications systems and the failure to provide
mutual aid units a means to communicate caused many significant
problems.
As a result, the Fire Chief's Association of Palm Beach County
has proposed that a portion of the pro rata share of the EMS County
Grant Award be utilized to purchase a mobile communications system.
The proposed mobile communications system will enhance the ability
of the EMS Providers in Palm Beach County in the event a major
disaster would cause the failure to some of the local
communications systems. The proposed system would also provide
improved communication for mutual aid units in a major disaster
situation in our county.
The proposed system is simple to activate and meets a basic
need, two way communications between units and a base.
The initial proposed system will cost approximately $100,000
and include the following elements:
• TRANSPORT TRAILER
▪ GENERATOR
▪ FOLD DOWN AERIAL TOWER - 65'
▪ VHF REPEATER
▪ ANTENNA & COAX
▪ DUPLEX/COUPLER
• 100 PORTABLE RADIOS
This is a mobile system that can be activated rapidly and will
be housed in a central location.
A Letter of Commitment is attached. Include figures for the
jurisdictions you provide emergency medical services. Please
complete and return to me via Fax as soon as possible.
