SUBJECT: Village Council Position Relative to
AIA (Beach Road) Roadway Section In
Response to Official Inquiry By.
Palm Beach County; Agenda Item

Charles Walker, Director of the Palm Beach County Traffic Division,
has requested the Village Council to take an official position
regarding the ultimate roadway section for AIA (Beach Road). Two
municipalities have requested that it be limited to a two-lane
basic section which would generally limit the road to two lanes
while allowing for the construction of turn lanes where needed.
I would recommend that the Village Council take the position that
AIA should be limited to a two-lane basic section. I cannot
envision this road being three or four lanes. It would take away
from the character of this roadway no matter what section of Palm
Beach County one is traversing. Whatever the Village Council,
position, upon adopting a motion on the same, I will forward a
letter to Mr. Walker advising him of your decision.

SUBJECT: RESTRICTION WHICH WOULD LIMIT A-1-A TO A BASIC TWO-LANE SECTION
Dear Mr. Bradford:
The Board of County Commissioners has directed that contact be made with each of
the municipalities through which AlA passes, in order to obtain their positions
as to what the ultimate roadway section should be. It has been formally
requested by two municipalities (Briny Breezes and Ocean Ridge) that this roadway
be limited to an ultimate two-lane basic section. This would generally limit the
road to two lanes, while allowing for the construction of turn lanes where
needed.
I am requesting that you provide the County with your jurisdiction's position on
this matter at your earliest convenience. I have enclosed a copy of the
resolution from the Town of Briny Breezes that you might wish to use as an
example when preparing your response, which could be either in the form of a
letter or similar resolution.
This information will be considered as backup material for a possible county
comprehensive Plan Amendment and a. Metropolitan Planning Organization (MPO)
resolution supporting this restriction, if a consensus is reached among the
affected municipalities. Therefore, your response is very important.

RESOLUTION NO. 93-2
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF BRINY
BREEZES, FLORIDA, OBJECTING TO THE WIDENING OF STATE
ROAD AlA IN AND AROUND THE TOWN OF BRINY BREEZES AND
DIRECTING THE FLORIDA DEPARTMENT OF TRANSPORTATION TO
CLASSIFY SAID ROAD AS A CONSTRAINED FACILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the most recent traffic counts taken by Palm Beach
County on State Road AlA in the, vicinity of the Town of Briny Breezes
• are well within the levels of service standards adopted by the Florida
Department of Transportation and the Town of Briny Breezes Comprehensivw
Plan; and
WHEREAS, the Town of Briny Breezes has no areas of vacant property
on which to build additional structures which would appreciably
increase future traffic volumes on State Road AlA; and
WHEREAS, the Town of Briny Breezes Comprehensive Plan and Zoning
Code do not provide for changes of existing land uses to more intensive
future land uses within the Town; and
WHEREAS, the communities surrounding the Town of Briny Breezes
on State Road AlA are similarly builtout . and do not provide for
significant changes in land uses; and
WHEREAS, traffic volumes on State Road AlA in and around the
Town of Briny Breezes are not expected to increase; and
WHEREAS, the existing and future residential character of Briny
Breezes is highly desirable by Town residents; and
WHEREAS, increasing the number of •lanes on State Road AlA is
unjustified, unnecessary and detrimental to the existing and future
quality of life of Town residents; and
WHEREAS, it is the policy of the Town Council of the Town of
Briny Breezes, Florida that State Road AlA in and around the Town of
Briny Breezes remain unaltered and that it not be widened;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF BRINY BREEZES, FLORIDA AS FOLLOWS:
Section 1. The Town Council of the Town of Briny Breezes,
Florida' vigorously opposes and objects to any future widening of
State Road AlA in and around the Town of Briny Breezes.
Section 2. The Town Council of the Town of Briny Breezes,
Florida strongly urges the Florida Department of Transportation to
classify State Road AlA in and around the Town of Briny Breezes as
a "Construction Constrained Facility" and that any and all widening
projects for said road segment be removed from present and future
plans of the Florida Department of Transportation .

Section 3 . This Resolution shall take effect immediately
upon passage and shall be sent to the Florida Department of
Transportation , the Town of South Palm Beach, the Town of Manalapan,
the Town of Ocean Ridge, the Town of Gulf Stream, The City of Boynton
Beach, the City of Delray Beach, the Town of Highland Beach, the
Palm Beach County Board of County Commissioners, the Palm Beach
County Metropolitan Planning Organization, and the Palm Beach County
Municipal League .
PASSED AND ADOPTED by the Town of Briny Breezes, Florida at the
regular meeting of the Town Council on this 25th day of February,
1993 .
