SUBJECT: Discussion, Relative to Provision of Village Incentives
for Landscaping and Beautification of Private Properties
Abutting Tequesta Drive; Agenda Item
At the June 24th Village Council Meeting, Councilmember Earl
Collings suggested awards or prizes to stimulate beautification of
private properties along Tequesta Drive. I believe that his desire
is to beautify the entranceway into the heart of our community
making it more attractive and desirable by others while increasing
property values. Attached is a copy of a recent news article in •
this regard. Also attached, please find a recent memorandum that
I wrote to the Village Council in this regard.
On June 24th, the Village Council chose to have a discussion on
this subject at their next Village Council Meeting. For this
reason, this item is on the Agenda for your consideration.

SUBJECT: Streetscape Proposal of the Tequesta Tree Board (CAB)
At the last Council Meeting, Councilmember Collings suggested the
Village Council give consideration to awarding prizes to landowners
along Tequesta Drive for landscaping improvements to their
property. Anything which enhances the beauty and value of Tequesta
is to be commended and appreciated.
In this regard, as you contemplate this suggestion, I would like to
offer four (4) thoughts for your consideration, as follows :
1) Many communities and/or homeowner associations utilize the
"Yard of the Month" as an award and recognition program to
draw attention to commendable landscaping projects of private
property owners . This involves little expenditure of funds
except for the cost of a sign, and the winner of the month or
quarter, whichever interval of time is chosen, could be
included within the Tequesta Newsletter for further
recognition..
2) The Chamber of Commerce recently approached me for my feedback
in recognizing commercial property owners in Tequesta with a
similar "Yard of the Month" type of program to encourage
commercial properties to undertake landscaping improvements.
I told them that I thought this would be fantastic, but have
heard nothing since.

3 ) Tequesta could fund a grant program whereby properties on
designated streets meeting Village criteria would be eligible
for a grant of certain funds to improve their landscaping.
Grants might be in increments of $500, $1,000 or $2 , 000 . This
encourages landscaping improvements without the injection of
competition.
4 ) The Tequesta Tree Board is working toward finalizing a
recommendation to the Village Council for a landscaping
project from Willow Road to Seabrook Road within the Tequesta
Drive right-of-way, which should serve to significantly
improve the appearance of this portion of the roadway.
Attached is a copy of the minutes of the Tree Board, which
have not yet been approved by them, wherein their plans and
recommendations for Tequesta Drive are discussed.
Assuming the Village Council will view the proposed project
favorably, funding to accomplish this work has been proposed by
Village staff in the forthcoming Capital Improvement Fund budget
that you will be reviewing in the month of July. This Project
serves as a reminder to differentiate between improvements proposed
on public property and improvements proposed on private property.
Also, remember, that most residents along Tequesta Drive somehow
seem to think that they own more land than they really do.
Landscaping improvements of private property owners should:
a) be planted on private property and
b) be coordinated with any existing or proposed public
landscaping project, streetscape or treescape (Royal
Palms) .
These are some thoughts that come to mind that I wanted to share
with you as you contemplate improving the appearance of the
Tequesta Drive corridor. Please feel free to contact me should you
have any comments or suggestions.

MEETING MINUTES
MAY 1 2 , 1 9 9 3 .
I. CALL TO ORDER AND ROLL CALL
,The Tree Board of the Village of Tequesta held a regularly
scheduled meeting at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, May 12, 1993 . The meeting
was called to order by Vice Chairman Strahan at 9: 32 A.M.
Tree Board members present were: Vice Chairman Victor
Strahan, Paul Coben, Ruth Maitland, Molly McCormick and Steve
Parker. Also in attendance were Gary Preston, Head of Parks .
and Recreation Department, and Scott Ladd, Clerk of the Board.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. APPROVAL OF PREVIOUS' MEETING MINUTES
1) April 30, 1993 Tree Board meeting Minutes were approved
as submitted.

IV. UNFINISHED BUSINESS
1) Tequesta Drive Tree Planting Project (Tree Board Member,
Steve Parker) :
Gary Preston pointed out to the Board that on December 14,
1989 Council approved a tree planting plan. The Board felt
that planting plans of the Tree Board of 1993 should pre-empt
any decisions of 1989.
It was originally estimated that the project would be done in
three phases:
o Phase I: Fiesta to Seabrook: move Royal Palms, and new
plantings;
o Phase II: Seabrook to Tequesta Bridge; new plantings;
o Phase III: Tequesta Bridge to Country Club entrance, new
plantings.
In the past, $15, 000-$20, 000 has been budgeted for Royal
Palms. Because of proposed construction, it was determined
that plantings could not take place from Fiesta to Gallery
Square, North, until approximately April 1994.
Steve Parker submitted a tree planting plan to the Board for
the review, pointing areas where existing Royal Palms are
located, stating that he attempted to mix in Live Oaks, as
previously recommended. Five Royal Palms in front of Blair
House may need to be relocated (moved forward) to allow for
sidewalk space. Boardmember Coben felt it would be more cost-
effective to move a sidewalk, rather than moving Royal Palms,
since Royal Palms are so costly to replace should one not
survive the move. Scott Ladd explained that sidewalks have
a tendency to be under water, because of the swale, if they
are not properly placed. However, Royal Palms located near
the swale do fine because they get the water. Because of the
large canopy which Queen Palms provide, they were sketched to
be located in front of commercial areas where they would not
be blocking signs, etc.

Boardmember Maitland moved to approve for Fiscal Year 1994,
funds in the amount of $27 , 500, which would include replacing
any Royal Palms that may die during Fiscal Year 1994,, the any
other trees that may have to be replaced, and the irrigation
system, to complete Phase I of the Tree Board's Tequesta Drive
streetscape planting in the area of Fiesta/Willow to Seabrook
Road as follows:
o Move five Royal Palms, located in front of Blair House,
to 9 ' 6" off the edge of the right-of-way;
o Install 45 new trees between Fiesta/Willow and Seabrook
Road consisting of: seventeen Queen Palms @ 18 '-22 ' in
height; sixteen Pigeon Plums @ 10' in height, with a
minimum 6' canopy; twelve Live Oaks @. 14 ' in height, with
a minimum 8 ' canopy;
o Install new. sprinkler irrigation system from Fiesta to
Venus on south side of Tequesta Drive;
o Replace Royal Palms and other Village trees, as needed.
Boardmember Coben seconded the motion. The vote on the motion
was:
Victor Strahan - for
Paul Coben - for
Ruth Maitland - for
Molly McCormick - for
Steve Parker - for
the motion was therefore passed and adopted.
2) Review Cost Estimates For Fiscal Year 1994 Tree Projects:
17 Queen Palms (18 ' -22 ' overall) - $ 100.00 ea.
16 Pigeon Plum (10' x 6' ) - $ 100.00 ea.
12 Live Oaks (14 ' x 8 ' - $ 125.00 ea.
Total - Phase I $4800.00(1)

Boardmember Coben moved that the above-referenced spending
program be monitored as of April 1994 in order to possibly
begin Phase II of the Tree Board Tequesta Drive Streetscape
project. Boardmember Maitland seconded the motion. The vote
on the motion was:

Paul Coben - for
Ruth Maitland - for
Molly McCormick for
Steve Parker - for
the motion was therefore passed and adopted.
V. ANY OTHER MATTERS
Gary Preston pointed out that the two Carrotwood trees in
Village Green Park that were knocked down during the last
storm have now turned brown and will have to be replaced.
Boardmember Maitland moved to officially thank Boardmember
Steve Parker for his generous work and time exerted in
producing the Tequesta Drive Streetscape plans. Boardmember
McCormick seconded the motion. The vote on the motion was:
Victor Strahan - for
Paul Coben - for
Ruth Maitland - for
Molly McCormick - for
the motion was therefore passed and adopted.

VI. ADJOURNMENT
There being no further business before the Board, the meeting
was adjourned at 11: 04 A.M.
