Bradford, Village Manager r DATE: May 7, 1993 SUBJECT: Authorization to Purchase Sutphen 100+ Aerial Platform Truck in the Amount of $451,430; Agenda Item Numerous Public Safety Committee Meetings have been held during the months of March and April. We have kept the Committee apprised of matters pertaining to vehicle acquisition and the financing thereof. Staff has recommended to the Public Safety Committee the acquisition of a new aerial truck as opposed to a refurbished unit. Additionally, staff has recommended the purchase of a top of the line unit as opposed to a low end model, to provide a longer service life, the ability to have a longer financing term and to have a higher level of service from the unit than that which would otherwise be realized. Accordingly, the Fire Chief has contacted the major quality manufacturers of aerial trucks and has found that the lowest priced unit available is from the Sutphen Corporation in the amount of $451,430. In order to get this price, the Village must pay 25% down within thirty (30) days of signing the purchase contract. Also, the price is contingent on also buying the 1250 GPM Pumper. The unit can be available as early as January, 1994. The Fire Chief intends to make provisions for coverage of the community until that time. The down payment will be made from the Water Enterprise Fund. The ultimate financing plan for this and the pumper unit will be either a twenty (20) year bond floated in conjunction with other capital needs of the Village at current low interest rates, or. in-house financing, paying cash for the units with retained earnings of the Water Enterprise Fund with annual debt service payments being made from the General Fund to the Water Enterprise Fund until the debt is retired.
