Item
As you know, the Village Council authorized Tequesta's
participation in the above referenced Planning Forum. Tequesta has
regularly participated as a Steering Committee Member. The
Planning Forum has tentatively scheduled as a three-day event in
August of this year. It appears that the event will take place at
either the Jupiter Beach Resort or the Palm Beach Gardens Marriot.
The Planning Forum is being held in recognition of the growth
potential of Northern Palm Beach County/Southern Martin County and
to help foster a vision for the future development and
redevelopment of the area.
A project of this magnitude requires public and private funding.
The Steering Committee has determined that the Village of
Tequesta's contribution should be $500. This appears to be a fair
and reasonable request and, as such, I recommend that the Village
Council authorize the Village Manager to commit to the Steering
Committee for this amount of money and to make said payment to
Florida Atlantic University, which will be conducting this Planning
Forum.

SUBJECT: Planning Forum
By now, most of you are aware of the existence of the Northern Palm Beach County/Southern
Martin County Planning Forum Steering Committee. The committee has been meeting for several
months and has tentatively scheduled the Planning Forum for two and a half days at the end of
August. The committee consists of representatives of local governments in Northern Palm Beach
County. In addition, there are representatives of Southern Martin County, the South Florida Water
Management District, Palm Beach County School Board, area chambers of commerce, the
development community,environmental community,Treasure Coast Regional Planning Council,and
Florida Atlantic University.
Those of us who have a stake in Northern Palm Beach County/Southern Martin County know what
a tremendous opportunity and responsibility we have. Only by working together can we make the
most of this opportunity. We are optimistic that the Planning Forum will provide a vehicle to move
us in the appropriate direction. The enclosed memo from F.A.U. provides you with information on
the process we will be using.
The planning of an event of this magnitude requires the provision of necessary funding. The steering
committee determined that it would be appropriate for the public sector to provide for the basic
costs (F.A.U. contract, site for the event). We will make requests of the private sector to fund other
needs (breakfasts, lunches, dinner/reception, and break refreshments). Itemized lists of costs and
possible sources of funding will be forwarded to you shortly. Please give them serious consideration-
both your organization's ability to participate, and your ability to solicit financial assistance from
people or businesses. If you are successful in obtaining a commitment for one of the "food events",
please contact Marty Hodgkins, Town of Jupiter, 746-5134. Please send your organization's written
commitment to Richard Walton, City of Palm Beach Gardens, 10500 N. Military Trail, Palm Beach
Gardens, Florida 33410. We need your response by June 15, 1993. You may choose to pay now,
or wait to be billed by F.A.U.

RE: FAU/FIU Joint Center's Proposal to Coordinate and Conduct an American Assembly '
Following is a summary of the proposal that the Joint Center has submitted to the
Steering Committee for review. This outlines the American Assembly process and the Joint
Center's responsibilities in coordinating and conducting an Assembly. The Joint Center charges
a standard management fee of $15,000.00 plus all related expenses which Include travel,
postage, photocopying, and hotel accommodations for staff during the Assembly Itself. We
have estimated these expenses to be around $1700.00
The purpose of the Assembly is to build area-wide consensus on Issues related to the
urban form of the north Palm Beach/south Martin area and policies and strategies for
addressing those issues. The Joint Center will work with the Steering Committee to determine
the scope and content of the Assembly, to identify participants for the Assembly, and to select
a site. In addition, the Joint Center will prepare a background report designed to generally
familiarize the Assembly participants with the issues and questions to be addressed during the
Assembly. Approximately 100 participants representing public and private sector interests
In the area will be Invited to attend.
• The American Assembly process is a negotiating procedure designed to reach
consensus on issues of interest to diverse parties and stakeholders. The Assembly provides a
body of knowledge, a setting and a technique for bringing people together to discuss issues,
voice their opinions and reach agreement on issues of public policy. This Assembly will be
conducted over a two and one-half day period. The attendees are divided into four or five
groups of equal size, with each group representing a microcosm of the Assembly participants.
All of the discussion groups follow the same agenda and discuss the same questions at the same
time. The agenda Issues and questions are developed by the Joint Center in consultation with
the Steering Committee.
The discussion in each group is led by a facilitator whose role is to stimulate open
communication on the issues as well as to provide a sense of direction in bringing the group
toward consensus. Each group includes a recorder who Is responsible for distilling that group's
discussion into a consensus statement which reflects, as closely as possible, positions
articulated during the discussion. The participants in the Assembly meet in small discussion
for the majority of the first two days.
Following the completion of the discussion sessions, the facilitators and recorders
meet with a drafting team to compose a draft policy statement representing consensus of the
entire Assembly on each of the agenda Issues. The facilitators, recorders and staff are
instructed to use the greatest degree of objectivity in performing these tasks so that the
results represent the majority opinion of the group, rather than individual viewpoints. On the
morning of the third day, participants are provided with a draft policy statement which is
reviewed by the group as a whole at the plenary session, the last step in the two and one-half
day process. Decisions to add, delete or amend the policy statement are made by a majority
vote of the participants. A senior faculty member of the.Joint Center leads the plenary

session. The final policy statement, including the recommended amendments, is adopted as a
whole at the end of the plenary session.
The responsibilities of the Joint Center will include:
o Providing staff support for the Steering Committee;
o Preparing the final agenda of issues and agenda questions (in consultation with the
Steering Committee) for the Assembly;
o Assisting the Steering Committee In the selection of participants to assure that
appropriate sectors of the community are represented;
o Handling the logistical arrangements for the Assembly, Including reserving meeting
facilities and food services;
o Preparing and mailing Steering Committee materials, Assembly participant
invitations, and background materials;
o Selecting (in consultation with the Steering Committee) and briefing the facilitators of
the Assembly's small group sessions;
o Providing recorders for the small group discussions;
o Assembling the draft policy statement for review by participants at the Assembly's
final plenary session; and
o Distributing the final policy statement to Assembly participants.

FUTURE GROWTH AND DEVELOPMENT OF
NORTH PALM BEACH/SOUTH MARTIN COUNTIES

• MISSION STATEMENT
Recognizing the growth potential of the North Palm Beach/South Martin County
area, a Strategic Growth and Development Plan must be adopted to provide a "vision"
and sub-regional framework for future development and redevelopment, The plan
development process will involve broad public participation from, at a minimum, the
residents of the area, the elected officials, local governments, the school boards, the
South Florida Water Management District, Treasure Coast Regional Planning Council,
state agencies, the business community, and other interested stakeholders.
The participants in the process will evaluate alternative scenarios and create the
most livable, equitable, economically viable, and environmentally protective
infrastructure systems and patterns of development for the area. The Strategic

Growth and Development Plan will illustrate, both with text and with pictures, how
the area could look and function at. buildout, The plan could depict the following:
Desirable patterns and types of development, with identification of
• * The preferred sites for regional facilities, such as public schools and
universities, parks and recreation, and LULUS
* The preferred sites for regional activity centers
* Areas and natural resources to be preserved and/or acquired, such as
aquifer recharge areas, greenways and green spaces, historic
resources, and regionally important habitat.
* The regional thoroughfare system
• * Future regional transit systems, corridors, and stations •
Desirable land uses and densities, with identification of
* Areas to be reserved for agricultural uses
* Areas to sustain urban and suburban development
* The phasing of development
Opportunities for economic development and provision of affordable housing
The jurisdictional boundaries of municipalities at buildout
Mechanisms for implenienting the Strategic Growth and Development Plan,
such as
* Intergovernmental agreements
• * Sub-plan within the Treasure Coast Regional Policy Plan
* Overlay plan for the local government comprehensive plans

Morning Session: EDUCATION
Goal: To educate one another regarding the choices and options for future growth and
development and to understand the environmental, economic, and social contexts of those
choices and options.
Format: Participants will convene for presentations on the following subjects. The
presentations will provide background and a context for the small group discussions that
follow the presentations. About one week prior to the Assembly, participants will
receive a Background Paper that will provide information and data relevant to the
subject matter of the Assembly. Presentations made at the beginning of the Assembly
will be a more detailed version of the Background Paper.
Presentation:
a. Overview of the region (visual presentation): history, geography, form of government
b.Demographic/socio-economic makeup and projections (including types of households;
levels of income; lifestyles; etc)
c. Environmental Context (including costs/benefits associated with environmental
degradation and protection)
(1) Potable water supplies
(2) Air quality
(3) Natural habitat
(4) Flooding/water management
(5) Cumulative impacts of automobile use
d. Economic Context (including costs/benefits associated with job loss, diverse job base,
locally generated wealth, etc.)
(1) Job opportunities

(4) Regional/national/international competition
(5) Educational opportunities
e. Social Context (including associated costs/benefits)

Afternoon Session: VISION
Goal: To create a vision of how the north Palm Beach/south Martin region should
function at buildout.
Format: Participants will break into four to five small groups to address the following
issues and produce a consensus statement. Each small group drafts a consensus statement
and submits at the end of the session to Drafting Team for incorporation into overall
consensus statement.
Discussion:
a. CRITICAL REGIONAL COMPONENTS AND SYSTEMS:Some components and land uses are
too infeasible or expansive to include in every community. Some systems are necessary
to link communities together as part of a region. Which are vital to the north Palm
Beach/south Martin area? Consider the following:
(1) Regional transportation system: major roadways, transit corridor, airports,
bikeways
(2) Higher education facilities
(3) Major public facilities, such as regional hospitals, bus transfer stations
(4) Major shopping facilities/regional• malls
(5) Conservation/preservation areas
(6) Large-scale agriculture
(7) Regional parks and linked open spaces
(8) Large commercial/employment centers
(9) Other
MID-AFTERNOON BREAK
Discussion:
CRITICAL COMMUNITY COMPONENTS:Which functional and structural components are
critical to every community in the region, whether it's PGA National, Jupiter Farms, or
Riviera Beach? Consider the following:
(1) Access to major roadway, highway, or transit facility
(2) Public schools
(3) Facilities that provide goods and services needed on daily/weekly basis (such
as day care, mini-mart, bank, post office, etc.)

(4) Jobs/employment center
(5) Large expanses of open space
(6) Availability of or access to alternative modes of transportation (walking,
bicycling, buses, commuter rail)
(7) Recreational facility (e.g., golf course, park, community rec center, horse
stables, bikeway/greenway, beach)
(8) Streets/sidewalks that can accommodate pedestrians and bicyclists

Morning Session: LAND USE AND DEVELOPMENT PATTERNS
Goal: To reach consensus on future pattern of land use and development for north Palm
Beach/south Martin in order to fulfill vision for the region.
Format: Small group discussions and consensus (similar to Day 2, Afternoon Session).
Includes a mid-morning coffee break. Each small.group drafts a consensus statement and
submits at the end of the session to Drafting Team for incorporation into overall
consensus statement.
Discussion:
a.Which general areas should be designated as:
(1) Redevelopable areas?
(2) Infill areas?
(3) New growth areas?
b. Should a mass transit system serve the north Palm Beach/south Martin region?
Which corridor is most appropriate for mass transit?
c. Where should mixed-use developments, such as Traditional Neighborhood
Developments, be encouraged?
d. Which natural systems and resources should be acquired, protected, or preserved?
e. Where should large-scale employment or commercial centers be located?
f. Which agricultural areas should be retained? •
g. Based on the consensus for a vision for north Palm Beach/south Martin, which land
use and development pattern is appropriate for fulfilling that vision? (List four land
use patterns identified by the Palm Beach County Urban Form Study.)

Afternoon Session:STRATEGIES FOR IMPLEMENTATION
Goal: To develop a strategy for guiding future growth and development in north Palm
Beach/south Martin.
Format: Continuation of small group discussions and consensus building, with mid-
afternoon coffee break. Each small group drafts a consensus statement and submits at the
end of the session to Drafting Team for incorporation into overall consensus statement.
Discussion: What will it take to implement a unified strategy for guiding future growth
and development of the region? Consider the following:
(1) Regional policy
(2) Local policy
(3) School Board policy
(4) Land use and development codes
(5) Transfer of Development Rights program
(6) Intergovernmental agreements
(7) Other
PARTICIPANTS ADJOURN.
OPTIONAL DINNER/COCKTAIL HOUR.
DAY THREE
Morning: Plenary Session
Goal: To review draft Policy Statement, which represents overall consensus of each of
the small group discussions from Days One and Two, and to amend the statement.
Format: Participants reconvene as a whole to review and amend draft Po icy Statement,
prepared by Drafting Team. Plenary session is led by Facilitator and fol ws Rdbeit's
Rules of Order. At the end of the Plenary Session (usually lasts three to four hours),;
participants adopt the Policy Statement as a whole.

SITE INFORMATION FOR NORTH PALM BEACH COUNTY FORUM
April 27, 1993
The following are estimated costs for sleeping rooms, meeting
rooms, and meals based on proposals received from the hotels. (If
a presentation is made which requires audio/visual equipment,
additional charges will be incurred.) Proposals were requested for
August 25 - 28, •1993, only. Two IOG staff members visited all
three sites on April 26 . The PGA Sheraton Resort is booked the
week of the proposed assembly. The Embassy Suites in Riviera Beach
never submitted a proposal despite repeated follow-up calls from
the IOG. These estimates are based on sleeping rooms for FAU staff
only; the Committee might want to consider booking rooms for
facilitators, too, since they will be working very late. All rates
are subject to final agreement with the hotels; we will negotiate
to secure the most reasonable prices with the site the Committee
selects.

Comment: One hotel suggested having a reception with a cash bar
and providing chips, etc. That might be one way to have a social
function that is not very expensive.
