During this reporting period, there were 432 recorded phone
calls to the Village Manager's Office and 142 citizen
inquiries at the lobby counter.

O Letter to John C. Randolph, Village Attorney, Regarding
Constitution Park Improvements; Lease Agreement with JTJC.
O A Staff Meeting was Held on December 15, . 1992, wherein the
following items were discussed:
1 ) The Chief of Police was requested to amend the Special
Duty Detail Application to notify applicants of Tequesta
back billing for hours worked in access of those paid up
front.
2 ) A discussion relative to securing an above ground fuel
tank. for Village operations occurred.
3 ) The Building Official was requested to provide a status
report on the Zoning Ordinance changes requested by the
Village Council relative to PUD amendments .
4) The Building Official was requested to notify'the persons
contemplating construction of the townhomes off Tequesta
Drive for the need to provide for any water or sewer line
laterals prior to the Tequesta Drive Paving Project
estimated to commence in May of 1993.
5) Mr. Preston and Mr. Kascavelis were requested to meet
with the Village Manager to review the budget and
financing options for Constitution Park and Tequesta .
Park.
6) All Departments were reminded to purchase office supplies
locally whenever cost was equal or less than other
suppliers.
7 ) All Departments were requested to notify office supply
companies that sales personnel are prohibited from making
sales calls .
8) Mr. Kascavelis was reminded to prepare the Charter
required Fiscal Year End Report prior to December 30,
1992 .
9 ) Mr. Ladd was requested to provide his thoughts relative
to the Van Brock sign request.
10) Mr. Kascavelis was requested to report his findings
relative to automobile insurance discounts for providing
employees with defensive driving courses.

11 ) The Police Chief was requested to have Sgt. Irovando
conduct at least two defensive driving courses for all
applicable Village personnel.
12 ) Mr. Ladd was questioned about the Chevron Site Plan and
the need for advanced information relative to applicants '
signage and variance requests .
13) Mr. Preston was asked to comment on the Constitution Park
and JTJC presentation,.
14) Mr. Kascavelis was requested to provide funds for the
Employee Christmas Party.
15) Mr. Kascavelis was reminded of the need to provide a
written training schedule for an employee.
16) Mr. Ladd was questioned about fire plan review training.
17 ) Mrs . Manganiello was requested to proceed with Village-
wide Voice Mail per the FY 93/ Budget.
18) Mr. Ladd submitted a Comprehensive. Plan Status Report.
19 ) The Chief of Police and the Building Official discussed
Village Ordinances and appropriate hours for construction
within various zoning districts .
20) Mr. Preston was instructed to inform Palm Beach County to
proceed with the Country Club Drive Pedestrian Crossing
Project.
21) Mr. Preston reported on the status of the Tequesta Drive
Bridge seawall adjacent to Carriage House.
22) Mr. Preston discussed forthcoming Tree Board activities .
23) Mr. Preston discussed street stripping within the
Village.
24) The Water System Manager inquired as to the status of the
Well 25, 26 & 27 Project •re: condemnation.
25) The Water System Manager reported that four men in the
Water Department were interested in becoming volunteer
firefighters should the Village create its own fire- •
rescue department.

26) The Water System Manager requested to perform lead and
copper testing on Village Hall water sources .
27 ) The Chief of Police requested an interpretation of the
Building Official relative to the ADA requirements and
exempting the police lobby from the same.

28) The Village Clerk requested a check from the Finance
Department relative to payment for vehicle emissions
testing.
29 ) The Village Clerk reported that JIB Club Condominiums had
signed on for voluntary recycling.
30) The Village Clerk reported that Tequesta Cove was
interested in recycling and that Waterway Condominium was
considering the same.
31) The Village Clerk reported a citizen complaint concerning
the traffic signal at Riverside Drive and Tequesta Drive ,
and an electrical problem with the adjacent streetlight .
32) The illegal basketball goal in Tequesta Pines was
discussed with the Chief of Police, indicating that the
subject property owner would be contacted and told to
remove the same from Village right-of-way.

O A Staff Meeting was conducted on January 5, 1993, in the
Conference Room wherein the following items were discussed:
1 ) Adminstrative Procedures relative to variance requests
before the Board of Adjustment were discussed with the
Building Official .
2 ) Mr. Rascavelis was questioned as to his findings relative
to Town of Jupiter interest in self-insurance programs .
3 ) All Departments were requested to provide verbal status
reports relative to their assigned Capital Improvement
Projects .
4) Mr. Preston was requested to contact Gene Joyner of the
Agricultural Extension Service to determine procedures
for determining cause of death for royal palm trees.
5) Mr. Hall was reminded of the need to produce a
recommended program and associated costs for an emergency
hook-up. with the South End Utilities Company.
, 6) Mr. Rascavelis was reminded of the need to produce a
recreation cost spreadsheet with millage rate forecasts
and to do so expeditiously in conjunction with the
administrative deadlines associated with the Village
Council Meeting on January 14, 1993 .
7 ) The Building Official was requested to report his
findings relative to contemplated utility work within the
Tequesta Drive rights-of-way associated with proposed
townhome project off of Tequesta Drive.
8) Mr. Ladd was instructed to expedite the Village Traffic
Study associated with Country Club Drive and Tequesta
Drive.
9) Mr. Preston was requested to review the expenditure plan
for implementing ADA improvements .
10) Mr. Ladd was questioned relative to the Village staff
response to Palm Beach County Library lighting decision.
11) The Water System Manager was questioned about Martin
County receipts .
12 ). All Departments were requested to provide feedback on
forthcoming Institute of Government Training Programs .

13) Mrs . Manganiello was requested to assign typing duties to
the part-time secretary relative to revisions to the
Employee Handbook.
14 ) The Village Clerk was requested to purge obsolete records
at the Village records retention area pursuant to Florida
Statutes .
15) Mr. Kascavelis was requested to review the FY 1993 Budget
for accuracy of revenue projections and to report any
need for budget cuts .
16) Mr. Ladd was requested to finalize Gee & Jenson review of
Traffic Study for Master Plan for Downtown Task Force.
17 ) Mr. Ladd was requested to provide status report on BRITT
sign matter.
18) Mr. Preston was asked to review condition of Laurel Oaks
in U.S. Highway One median.
19 ) Mrs . Manganiello was requested to produce the January
Newsletter early to hopefully accommodate Workshops on
fire-rescue.
20) Mr. Preston reviewed drainage problems at Beacon Street,
North Dover Road at. First Baptist Church and Tequesta
Drive across from Village Hall.
21) Mr. Preston gave an update on Tequesta Drive Bridge
seawall repair and proposed engineer design.
22) Mr. Hall discussed replacing Village Hall water fountain
and procedures for water usage.
23) Mr. Hall announced proposed use of hand-held computers
for meter reading in February.
24) The Village Clerk issued motor vehicle auto emissions
certificates for inspections.
25) Mrs . Manganiello reviewed Voice Mail options .
