SUBJECT: Van Brock Request for Off—Site Marketing Signage
for Cypress Ridge Subdivision; Agenda Item
Attached hereto, please find a copy of the letter addressed to the
Mayor and Village Council from Gary Van Brock, requesting a 4 ' x 8 '
sign at the northeast corner of Tequesta Drive and Cypress Drive,
relating to Cypress Ridge Model Homes (marketing) . The Cypress
Ridge Subdivision was approved about two years ago. Since that
time, Mr. 'Van Brock has constructed all of the necessary
infrastructure, including drainage, sewer mains, streelighting,
signage and roadway construction and paving. Therefore, the
Subdivision is ready to go as far as construction, but to date, no
construction has transpired.
As you probably have guessed by now, I am no fan of signage for a
number of reasons, but I feel that in this instance, the Village
should try to do something to help get this Subdivision underway
since it serves no useful purpose for the property to continue to
sit idle, particularly after the substantial investment made by Mr.
Van Brock. Since. the Village Zoning Ordinance does not allow off-
site signage, I would recommend that the Village Council give
consideration to the following in order to enable Mr. Van Brock to
proceed with such signage:
1) Direct the Village Attorney to proceed with a Zoning Ordinance
Amendment addressing that section of the Code pertaining to
signage allowed for subdivision development [Sec. XII(M) (1) ]
so as to allow off-site signage, in the sole discretion of the
Village Council, for subdivisions geographically isolated from
vehicular traffic. The Amendment would include a provision
that such signage would be subject to Site Plan Review by the
Community Appearance Board, as is the case for on-site
subdivision signage.

2 ) Declare zoning-in-progress relative to this specific issue
(off-site subdivision marketing signage) . This will enable
Mr. Van Brock to proceed with his signage plans while the
Village staff prepares such an ordinance,
3) Prior to proceeding with Site Plan Review for the proposed
sign, Mr. Van Brock would submit the written approval of the
property owner of record where the sign is proposed to be
located, granting approval for the same.
4) Mr. Van Brock would submit his proposed sign for Site Plan
Review to the Community Appearance Board.
I think that ' this is a reasonable approach to Mr. Van Brock's
dilemma. It allows him to proceed immediately, sufficient
safeguards are provided and future circumstances wherein off-site
signage would be requested are limited and at the discretion of the
Village Council .

For the last two years we have tried to market the to s in the
above subdivision to various Builders and individuals with very
little success .
The major obstacles we have had to face in our marketing efforts
were primarily related to the following:
1. The general recession in the real estate markets .
2. The fact that our subdivision is very remote from
traffic.
3 . The proximity of our subdivision to the railroad.
4. The approach to the subdivision.
Since we have not had much success to date in selling the lots to
others, I am considering building two or three model homes from
which to start a sales and marketing program to sell homes instead
of just selling lots .
In view of the obstacles stated above I need all the help I can get
to create a successful selling program.
With this in mind, I hereby request that the Village of Tequesta
allow me to erect a 4 ' x 8 ' sign at the Northeast corner of Tequesta
Drive and Cypress Drive relating to Cypress Ridge Model Homes. A
drawing of said sign would be submitted to the Village Staff for
their review, and approval. Needless to say, I would obtain the
approval of the property owner where the sign is to be located and
submit proof of approval to the Village Staff. The sign would be
temporary. .
