Bradford, Village Manager DATE: January 7, 1993 SUBJECT: Business Development Board of Palm Beach County, 1993-94 Annual General Level Renewal Dues; Agenda Item The Village has received its annual General Level renewal dues from the Business Development Board in the amount of $500 . Last year, when Phillipe Jeck made a presentation to the Village Council urging membership, the Village Council choose to do so, but requested that renewal be specifically brought before the Village Council to assess the validity of continuing forward with membership. 1992 was a dynamic year for the Business Development Board in that a new strategic plan was unveiled, based upon the work of consultant SRI International. As an outgrowth of this, the Business Development Board established a new Business Plan and Mission Statement to adjust its activities in accordance with the findings of the SRI Study. The enterprise network being developed by the Business Development Board for a more supportive business environment recognizes the need for local government liasions . Vice-Mayor Ed Howell is Tequesta's liason with the Business Development Board, attending different meetings of the Board. I was not able to have been as active this year as I desired with the Business Development Board, but can tell that they are on the threshold of making major changes in their operations and functions, and are in need of Tequesta's support. The attached documents further explain the new direction being taken by the Board. I would recommend that Tequesta continue its membership for another year. This system consists of two parts: databases and an electronic bulletin board. All members of the network will have access to both parts. ORGANIZATIONAL STRUCTURE The Business Development Board of Palm Beach County, Inc. is a private, not-for-profit corporation, founded in early 1982 as a county-wide economic development organization. Recognizing the need to diversify the economic base of Palm Beach County, seven Chambers of Commerce, the Economic Council of Palm Beach County, and several progressive business leaders met to form the BUSINESS DEVELOPMENT BOARD OF PALM BEACH COUNTY, INC. In 1982, the Palm Beach County Board of County Commissioners passed resolution No. R-812-200 which recognized the Business Development Board as the organization in the county to stimulate desirable industrial development for the county. Also in 1982, the Florida Department of Commerce designated the Development Board as the lead organization in the county to interface with the State of Florida's program. On December 31, 1985, the Palm Beach County Board of County Commissioners passed Resolution No. R-85-2115 which established a contract relationship between the Business Development Board and the county for performing industrial retention and recruitment programs. Today, the Business Development Board maintains a county-wide organization, in cooperation with the various Chambers of Commerce and municipalities,which coordinates industrial retention and recruitment programs. The Business Development Board is governed by a Board of Directors composed of the following: Nine directors appointed by member Chambers of Commerce Four directors appointed by the Economic Council of Palm Beach County Chair, Palm Beach County Commission Chair, Port of Palm Beach Commission Fifteen at-large directors elected by the membership The daily operations of the Board are conducted by paid staff under the direction of a president. • • Complete Puzzle# JOIN THE BUSINESS DEVELOPMENT BOARD Economic development today focuses• upon Improving our county's standard of living, expanding business opportunities and improving quality of life. Growth itself was viewed as inevitable. The only real challenge was how to channel it. That era is now coming to an end. Population growth Is not the same as economic growth. Economic growth is measured by growth of real per capita income and real per capita wages. It is possible to have slower population growth and increasing economic growth if personal income and wages, through rising productivity, are growing faster than population. The goal for the county should be faster economic growth based on increasing productivity and value added in the local economy - not simply higher population growth. Economic development today is defined as increasing the standard of living, expanding individual opportunities, and creating a higher quality of life. Whereas economic development was once synonymous with attracting industry and developing real estate, it has been redefined in the 1990s. Economic development is the process of creating wealth and opportunity by attracting, retaining, and growing high value-adding clusters of industries that create high-quality jobs. A major role of economic development organizations is to create the support environment necessary to grow high value-adding clusters. Economic development tasks have shifted from a primary focus on recruitment to a more balanced approach that involves brokering resources to meet the needs of new and expanding businesses. Cluster Strategies Lead to High-Quality Jobs Economic regions that develop clusters of competing, complementary,and interdependent firms have a comparative advantage in the global economy. Palm Beach County needs to adopt a strategy that will build on the strengths of its present concentrations to develop vital clusters with the potential for sustained long-term growth and high-value-added employment. This strategy,structured to build on the county's inherent strengths, proposes two levels of objectives to provide both near-term and long-term growth: Current Industrial concentrations should be deepened and strengthened through emphasis on Improving cluster linkages,fostering the creation of smaller firms,and reinforcing economic foundations in the county. Portions of these concentrations can be used with the support of new foundations to seed the development of new clusters that will provide additional opportunities for diversified long-term economic growth. Communications and Computers • This cluster employs 18,000 people in 332 firms in office and computing equipment, communications equipment, ' electronic components,telephone apparatus, communication services,and research and testing services. Employment concentration in aircraft engines and parts is four times the national average, and the concentration of aerospace and mechanical engineers is over three times the national average. Although this cluster is • a significant employer in Palm Beach County,employment is heavily concentrated in a few firms that are now restructuring. A buyer-supplier network in the cluster is not well developed. Major opportunities• Diversification through linkage to other applications. Employment in sugar growing in Palm Beach County is 78 times as concentrated as the nation, and concentrations in cane sugar refining and agricultural services are three times as great. Opportunities abound for the restaurant and food products industry to expand in South Florida,which is now the fourth-largest restaurant area in the United States. However, food processing is underrepresented. Although Palm Beach County is an optimal location for growing winter vegetables and specialized crops, the economy remains largely dependent on sugar. Employment concentration is twice the national average in financial services. This cluster has traditionally focused on real estate and financial institutions and has largely overlooked potential business investment opportunities in Palm Beach County. The cluster is now vulnerable to changes in the economy that reduce growth based on real estate, retirement, and tourism. Major opportunities. The linkages among and between firms and county institutions that can facilitate cooperation In training, research, and new product development are underdeveloped. The county's high concentration of business and technical expertise is sometimes underutilized because few vehicles exist to bring people together to create collaborative advantage. Palm Beach County thus has the opportunity to be a leader in creating an enterprise network that will link firms within clusters to the training, technology, and capital resources they need to be competitive. In order to compete both nationally and internationally, Palm Beach County must develop a network of suppliers that provides products and services to the county's larger companies. A well developed network will reduce the need to import material, human resources, technology and capital,and increase the county's ability to grow new businesses and attract firms from outside the region. The Enterprise Network of Palm Beach County will be the glue that holds together the economic development efforts in the county and supports enterprise development. Business Development Board Role As the county's official economic development agency,the Business Development Board will act as the network broker for Enterprise Palm Beach County and eventually provide access to a regional computer network. The Board will establish the public/private partnership needed and coordinate the leadership required to ensure a successful strategy implementation. The payoff will be higher-quality jobs, the growth of new enterprises, and a stronger community with higher quality of life for all. • Palm Beach County is positioned to become a leader in Florida to implement this network approach to economic development. It is appropriate for the changing environment in Palm Beach County,and it can become the prototype for the statewide Enterprise Florida initiative. For the first time ever, a public/private partnership at the state level will design and implement strategies for supporting industry clusters through technology,training,and capital initiatives. A broad-based leadership effort is required to articulate a new vision of the county's economy that focuses on creating high-quality jobs, stimulating enterprise development, and creating ladders of opportunity for everyone. A broad range of leaders needs to be involved: Businesses must take the lead In working together to promote cluster strategies and participating In the enterprise network. County and city governments must support the enterprise network and streamline regulatory processes. Local chambers should participate In the enterprise network and support clusters that are critical to the economic health of their areas. Universities, community colleges, and other schools should provide training resources (as part of the enterprise network) and support cluster development. The financial community should become actively involved In the capital network and work with local enterprise to find new solutions to financing needs. In this report, SRI presents its analysis of Palm Beach County's changing economy and an integrated approach to creating an enterprise network that will enhance the economic well-being and quality of life for residents and businesses alike. This detailed and critical look at the key economic issues of Palm Beach County is the product.of nine months of interviews, economic analysis, workshops, and focus groups that have involved hundreds of people from business, government, education, and community organizations from every corner of the county. The challenges now facing the county do not have to be taken in a negative light if their identification can promote realistic and constructive discussion among the county's stakeholders whose cooperation is essential for creating a value-adding economy.
