O Letter to Richard Staudinger, P.E. , Gee & Jenson, Regarding the FPL Transmission Line in Tequesta; Highway Manual. O Letter to William Kirkland, Chairman, Board of Adjustment, Regarding a Variance Application; Staff Comments and Recommendations. O Memorandum to Village Council Reporting on a Meeting with Woody Woodraska. O Letter to John C. Randolph, Esq. , Requesting a Code Review . and/or Ordinance Preparation. O Memorandum to William Kirkland, Chairman, Board of Adjustment, Regarding Administrative Procedures Relative to Variance Applications. O A Staff Meeting was Held on January 12, 1993, at 2 :30 P.M. , wherein the following items were discussed: 1) The Finance Director was requested to provide a status report on the implementation of Employee Training Programs. 2 ) Chief Roderick was requested to closely monitor the efforts of Palm Beach County to go to County-Wide 800 mhz. Communications System with all agencies participants in the same. Recycled Paper Village Manager's Report Page 2- 3) Gary Preston was requested to contact Gene Joyner of the Agricultural Extension Service to determine causes of death and avoidance of same for Royal Palm trees . 4) The Finance Director reported that annexations that occur between January 1 and May 1 are counted as being on the tax rolls as of January 1 for the following the November tax bills . 5) Mr. Kascavelis stated his preference for a Tequesta Fire Department Retirement Plan to be a 501K Plan. 6) The Building Official discussed his concerns regarding Board of Adjustment procedures . 7 ) Gary Preston reported that the Village Attorney has advised him that it was acceptable for the Village to piggy-back the County Contract/Contractor for the paving of Tequesta Drive. 8) Gary Preston reported that ENCON states that all sewer manholes are in good condition. 9 ) Gary Preston reported that no additional improvements are expected at Gallery Square South Shopping Center. 10) Gary Preston reported the Laurel Oaks on U. S. Highway One were in living condition. 11) Mr. Preston reported that, pursuant to my request, he was conducting an analysis of the air conditioning system in the Annex Building. 12) Chief Roderick reported a roof leak in the Police Department and inquired as to the commencement of the re- roofing project. 13) Mr. Hall reported on the status of the Village application with DNR relative to a pipeline easement in Jonathan Dickinson State Park. 14) Mr. Hall was instructed to proceed forthwith with the provision of a landscape architectural plan for the proposed well site at the entrance to Turtle Creek. 15) Mr. Hall reported that Gee & Jenson had established the dollar figure ($1.29) as the recommended Tequesta Emergency Bulk Service Rate. Village Manager's Report Page 3- 16) Mr. Hall reported on his research regarding Palm Beach County's Water Conservation Ordinance. 17 ) Mr. Hall reported on his Department's Safety Award from the Florida Water Pollution Operator Controllers Association. 18) The Village Clerk reviewed Voice Mail options . 19) The Village Clerk reviewed the cost estimate for the Village Council Chambers sound system ($10, 000 approx) . 20) The Village Clerk announced all Village vehicles passed emissions control testing. 21) The Village Clerk announced that a date had been set with the Finance Director to purge all records at the Village record retention area. 22) The Village Clerk announced efforts towards securing a cleaning service contract for Village Hall and reiterated the need to provide for regular carpet cleaning program. O Attended the Jupiter/Tequesta/Juno Beach Chamber of Commerce Breakfast wherein Economist Arthur Laffer was the guest speaker. O Attended the first meeting of the North County Planning Forum at Palm Beach Gardens City Hall. O Held a meeting with the Village Attorney and Building Official regarding final review of alternatives to be presented to Downtown Task Force for Zoning Ordinance amendments . O Attended Jupiter Town Council Meeting to monitor Northfork Development activity. O Attended the Northern Area Planning Group Meeting at City of Palm Beach Gardens . 0 Attended a reception at the Village Cafe. O Met with the JTJC and Tequesta Gardens Representatives, the Mayor and other concerned citizens regarding Constitution Park. O Letter to . O Memorandum to Village Council Regarding the Tequesta Fire- Rescue Department Forecasts vs. Palm Beach.County Fire-Rescue for Village of Tequesta and Jupiter Inlet Colony. O A Staff Meeting was conducted on January 19, . 1993, at 2 : 30 P.M. in the Conference Room, wherein the following items were discussed: 1) Chief of Police was asked the status of Defensive Driving Courses . 2) Reviewed concerns relative to condition of Tequesta Park with Gary Preston. 3) . Chief Roderick was requested to find a way to legally patrol Tequesta Park on a regular basis for public safety purposes . 4) Mr. Preston was questioned relative to the Constitution Park Heart Trail material and the ADA. 5) Gary Preston was requested to clean the retaining wall at the intersection of U.S: Highway One and Tequesta Drive. 6) Inquiry was directed to the Building Official relative to Tequesta fence height maximums . 7) The upcoming meeting with JTJC and Tequesta Garden was discussed with Gary Preston. 8) The Building Official was requested to determine source of noise complaints at Tequesta Circle. 9) Village Clerk announced that Voice Mail would be implemented January 21st. 10) Building Official announced the Traffic Engineering Report would be delivered shortly. 11) Building Official announced the Master Plan Vesting Report was ready for the next Task Force Meeting. 12) The Building Official announced that the. SBCCI Housing Code, 1988, should address recent complaints about stagnant swimming pools and was requested to write the Village Attorney in this regard. Village Manager's Report Page 6- • 13) Mr. Hall reported on landscape architect plan progress relative to well at entrance of Turtle Creek. 14 ) Water System Manager announced that a Bid Award for well rehabilitation should be available for Village Council consideration in February. 15) Mr. Hall' requested the Village Manager to execute the • Well 8-R Project Release. 16) Concerns of the Water System Manager relative to Well 25, 26 & 27 Project and the Country Club Drive pipeline sub- contract were discussed in great detail. 17 ) Water System Manager announced he was continuing to work on Bulk Rate Agreement Amendment and Emergency Interconnect Agreement with Town of Jupiter Water System and that an ordinance implementing a Tequesta Bulk Rate would be needed. 18) Chief of Police made arrangements for Public Works to remove a basketball goal located in public right-of- way. 19 ) Chief of Police addressed concerns regarding telephone solicitations using the Department as a reference. 20) The Director of Public Works discussed the Tree City USA Program. 21) Director of Public .Works discussed irrigation problems . for Royal Palm trees from Seabrook Road to Riverside Drive. • 22 ) Finance Director discussed American Red Cross and airborne pathogens . 23) Finance Director discussed forthcoming budget amendment addressing Tequesta Parks payments via cash designation of fund balance and transference of additional $30, 000 to Constitution Park Project, utilizing impact fees intended for Sidewalk Project. O A Staff Meeting was conducted on January 26 at 2 : 30 P.M. , wherein the following items were discussed: 1) Building Official was questioned about swimming pools . 2) The Chief of Police was requested to remove the alarm monitoring equipment located in the Police Department, based upon the Village Attorney's opinion. 3) Director of Finance was requested to provide for sick leave conversion per Village Policy. Village Manager's Report Page 8- 4) Gary Preston was questioned relative to the status of Constitution Park Plan amendments and whether he had' contacted Mr. Ombres relative to unusual basketball court design. 5) The Building Official was questioned as to how long it would take to do an updated Village of Tequesta boundary description. 6 ) The Finance Director said that budget revisions necessitated by Council action would be ready by February Village Council. Meeting. 7 ) Gary Preston announced..that he would need Council action relative to Tennis Court Resurfacing Project at February Council Meeting. 8) Gary Preston announced a vehicular accident at the Dover Ditch gates, causing extensive damage to Village property to be recovered via insurance. 9) Gary Preston announced that Palm Beach County would be proceeding with the installation of street lighting standards at Seabrook Road and Tequesta Drive without mandating amendments to turn lanes . 10) Mr. Preston announced he was working on a 5-Year Improvement Plan for Tequesta Park per Village Council request. 11) Gary Preston sought direction relative to proceeding with ADA improvements and budgetary problems. ' 12) Chief of Police announced that Palm Beach , County Emergency Management desired for each city to designate a facility for disaster aid coordination efforts. 13) Chief of Police announced that he was working in conjunction with Martin County Sheriff's Department to deputize Tequesta officers for police powers in Tequesta Park. 14) Chief of Police announced he was pursuing efforts to secure modular facilities for Village activities. 15) Water System Manager discussed the diesel storage tank contract. 16) Water System Manager inquired as to the status of the release form for the Well 8-R Project. Village Manager's Report Page 9- 17 ) Building Official announced that noise complaints at Tequesta Circle were emanating -from the Bath & Tennis Club on County Line Road. 18) Village Clerk announced Waterway Condo would commence voluntary recycling service on January 31 . 19) Village Clerk announced interest in voluntary recycling from Lamar and Ocean Villa Condominiums . 20) Village Clerk announced that condominium recycling efforts would be announced in an upcoming Newsletter. issue. 21) Building Official informed Village Clerk that CAB approval is unnecessary for additional plantings at Beach Road Entrance Sign. O Attended the North Area Planning Forum at City of Palm Beach Gardens . O Attended the North County Ambulance Open House on behalf of the Village. O Attended the Chamber of Commerce Card Exchange at Senor' Salsa Restaurant. O A Staff Meeting was held on February 2 in the Conference Room wherein the following items were discussed: 1) Chief of Police was questioned relative to recent departmental dry cleaning expenses. 2 ) Building Official was questioned about his feeling on discussing the Library Status and the Tequesta Traffic Report at the February Village Council Meeting. 3) Finance Director reported the status of the CAFR Project. 4) It was decided to delay budget amendment until March Village .Council Meeting. 5) Finance Director explained the recent. Tequesta tax value decrease. 6) Finance Director reported on change over activities to accommodate hand-held computers for meter reading. 7 ) Finance Director reported on activity in the preparation of main-frame computer procedural guide. Village Manager's Report Page 10- 8 ) Building Official reported that he received no bids on the Village Hall Re-roofing Project. 9 ) Building Official announced that he would handle the transmittal of the Comprehensive Plan to DCA. 10 ) Chief of Police presented a maintenance agreement for execution by Village Manager for department computer system. 11) Chief of Police reported sewer gas problems in Police Department. 12) Chief of Police reported that he has received no reply from Martin County relative to ,deputization of Tequesta Force in Tequesta Park. 13) Chief of Police reported on status of modular facilities . 14) Reviewed work proposals for seawall at Tequesta Drive Bridge and repair of bulkhead at Riverside Drive and Dover Ditch. 15) Water System Manager reported on progress relative to landscape plans for Well 25 and 27 . 16) Water System Manager announced the Public Service Commission Public Hearing on February 5 regarding rates and dispute resolution. 17 ) Water System Manager discussed progress relative to DNR easement for pipeline project. 18) The Village Manager once again reviewed the Well 25, 26 & 27 Project outline with the Water System Manager. 19 ) Village Clerk sought Department Head feedback relative to Voice Mail benefits. 0 Village Manager attended Downtown Task Force Meeting. 0 Met with Joe Collins regarding real estate signs . 0 Attended Joint Meeting of Village Council, Town of Jupiter and Palm Beach County School Board. 0 Letter to Glenn Krabec Regarding Russell C.
