February 5, 1993 RE: North Palm Beach/South Martin County Planning Forum Steering Committee; Council Commitment to Participate; Agenda Item Over the course of the last few weeks, Mayor Collings and I have been attending the Steering Committee Meetings for a proposed Planning Forum relative to Northern Palm Beach and Southern Martin Counties . The meetings were called initially by the City of Palm Beach Gardens and have been attended by representatives of all the applicable governments from the City of Riviera Beach to and including Martin County. Attached hereto, please find the mission statement prepared by the Steering Committee. It is the desire of the Steering Committee to create a strategic growth and development plan that will provide a vision and sub-regional framework for future development and redevelopment. It is intended that the Forum will be a combination of a charette and the American Assemblies Planning Process . Alternative scenarios. will be presented and reviewed for the purpose of creating a livable, equitable and economically viable and environmentally protective pattern of development for the area in question. The mission statement indicates the types of issues that will be dealt with. Each government was requested to go to their elected bodies to seek a commitment to participate in the strategic growth and development planning process described herein. It is highly recommended that the Village Council make a commitment to participation reserving the right to: Recycled Paper Village Council February 2, 1993 Page 2 1) Reconsider its participation depending upon the extent of any funding requests that may be made of Tequesta. 2 ) That Village participation does . not indicate or elude to approval or inclusion of any adopted plans applicability to the jurisdiction of the Village of Tequesta. The Steering Committee has also requested that each government submit a list of multi-jurisdictional issues which it feels are important to be considered during the Planning Forum. In this regard, I have provided the attached list for your consideration. On the assumption that you will make a commitment to participate in the Forum, I would appreciate any additions or deletions that the Village Council may have to this multi-jurisdiction of issues list. TGB/cm attachment MULTI-JURISDICTIONAL ISSUES OF CONCERN/IMPORTANCE TO THE VILLAGE OF TEQUESTA 1 ) Educational a) Joint facilities for South Martin County North Palm Beach County Students . b) Location of FAU University Campus . c) Affordable housing to attract minorities and maintain neighborhood school concept 2) Location of Regional Activity Centers a) Palm Beach County Library System b) Senior Citizen Activity Center 3) Mass Transportation a) Extension of Tri-Rail to Tequesta b) Rail station in proximity to Town Center c) Coordination of Co-Tran routing with Tri-Rail System d) The vehicular thoroughfare system 4) Natural Resource Preservation a) Recharge systems for the surficial aquifer b) Open-space preservation 5) The establishment of viable town centers within the region with acceptable development. 6) Establishment of a regional economic development plan to sustain viable lifestyle infrastructure.
